The City Council of North Richland Hills held a special Council meeting at the City Office. 7109 Grapevine Hwy.. Rm. 14 on Jtme 20. 1960 and was called to order at 7:44 P. M. by Mayor Pro Tem Clyde E. Zellers with Councilmen Kenn Bell. Stanley Graner. Kenneth Johns and Herbert Campbell present. Reverend Ted Spencer gave the Invocation. Messrs. W. C. Hamilton. E. P. Fuchs. Leon Collins, Fred Tyre. W. O. Autrey and M. M. Hueler. representatives of the Smithfield Fire Dept.. were introduced. Mr. Zellers read the Bill of Sale previously sign- ed before Smithfield area de-annexed and brought the three new Council- men up to date on past preceedings. Lengthy discussion and question period Wf',S followed by Mr. Campbell moving to reaffirm the old con- tract as drawn and chattel mortgage and $4.000.00 to be given upon receipt of title. Motion seconded by Mr. Graner. Mr. Graner. Mr. Bell.and 1~. Campbell voted for with 1~~ Johns voting agai~. Motion carrled. ð~ þ~(!¿¿ ~-à"4-c....." ~. Reverend Ted Spencer and Mr. Herb Owen were introduced. Mr. Owen read a letter from 1~. R~ond Nolen. Board Chairman of the Davis ~~morial Methodist Church. asking that the name of Smithfield Road. from Hwy. #121 to the "Y" where the new Smithfield Rd. Branches off' from the old road. be changed to Davis Blvd. Mr. Bell moved as stated above with Mr. Johns seconding and motion carried. After lengthy discussion concerning dr,y weather crossing on Onyx Drive S.. opinions uttered by 1~. Earl Johnson. Commissioner. 1~. Dick lfuowlton. City Engineer. Mr. Bill Roberts. developer of Rich- land West. and Council. Mr. Campbell moved the City P'W up to $500.00 for concrete for dry weather crossing and County assume the rest of expense for base material ~~d penetration of Onyx Dr. S. to North Hills Add. ~~. Bell seconded and motion carried. ~~. Johnson estimated. w:i.iïh weather permittL~g. work to be done in three weeks. Mr. Jo~~son pointed out two places on Pipe Line Rd. that should be repaired with Plant Mix instead of Penetration because of drainage problem. He offered to do the job while Penetrating Pipe Line Rd. if the City would pay the difference between cost of Plant Mix !tl d Penetration which would amount to arou...~d $200.00. Mr. Knowlton sug- gested waiting until survey results become known before City spends any money on Pipe Line. After discussion on time element. etc.} Mr. Bell moved the City spend $200.00 to have the two places fixed using Pl ant Mix. Mr. Graner seconded and motion carried. Mr. Bell moved. due to lack of participation by 9J'rq~t;'1c1 property OWHlGrs. that money be refunded to those who did. 1~. Campbell seconded and motion carried. After discussion. Mr. Campbell moved that the City enter into a tax program for 1960 ~d that 1~. Zellers be authorized to negotiate with the Birdville Independent School District for the purpose of billing and collecting City taxes. Mr. Bell seconded the motion which carried. ~~.
