REGULAR COUNCIL MEETUTG--------------June 27, 1960.
The City Council of North Richland Hills held a regular Council meeting June
27, 1960 at the Civic Center, Pipe Line Road and Morgan Circle and was called
to order at 7242 P. M. by Councilman Stanley Graner with Councilmen Kenn Bell,
Ken."Yleth Johns and Herbert Campbell present.
Mr. Campbell gave the Invocation.
:Mr. Campbell moved and Mr. Johns seconded to dispense with the readi..'1.g of the
minutes of the last regular meeting and since all Council members had received
copies, approve said minutes. Motion carried.
Mr. Johns moved to dispense with the reeding of minutes of special meeting but
to add phrase "for financial reasons only" ~ to pars_graph 3 to said minutes,
and with this amendment, approve said minutes. Mr. Campbell seconded and motion
carried.
Letter of appreciation and thanks from Mayor Paul Daniel of Richland Hills was
read as was one from the Highway Department stating reasons for the delay in
installation of traffic light at the intersection of Hwy .#121 and Rufe Snow Dr.
ÞJter discussion Mr. Johns moved to defer taking any action on proposed budget
at this time. Mr. Bell seconded and motion carried.
A~. Graner released the Chair to }~. Zellers, Mayor Pro Tem, upon his arrival
at 7:55 P. M. Following further discussion concerning the budget, 1~. Zellers
stated he had learned while in Austin that the City has been operating illigally
without S-"Yl official budget. A special meeting Was set up for July 8, 1960 at
the City Office 'at 7f30 P. M. to study and set up budget.
~~. Frenc~ reported the difficulties he had encountered on trying to find a
suitable company for the City to purchase street sie;ns from and it was decided
he would investigate further.
It was annolIDced that the City was now using the Haltom City Dog Pound
much reduced expense. 1~. Zellers then read the document to be placed

After discussion Mr. Gra..ner moved to continue paying 11r. T. S. Christopher
the $50.00 retainer as the City's special Councel until a new City Attorney
is appointed. 1'1~' Johns seconded 9.Jld motion carried.
Insura.."Ylce bids from Brya"Ylt-Herring Agency, Eastern Tarrant Insurance Agency,
Roberts Insurance Agenc:{ and Grants Insurance Agency were opened and after
study and discussion Mr. Johns mover¡ to accept bid from Roberts Insurance
Agency with the stipulation writer clearify the burglary clause. 1fr. Bell
seconded end motiQn carried.

Mr. Bell !!loved to purchase a non-owner policy covering all City personnel
while on City business with the premium in the amount of $,:¿ (.-Do. 1~. Johns
seconded the motion which carried.
Mr. Zellers told Council members and guests that since he had conduC't;ed some
busL'1.ess for his Company while in Austin, that said Comp~~y had paid all of
his expenses except his registration fee to the Institute which WaS $17.50.
Disoussion concernj~g the buildi..~g beinß built by the Fire Department in
Smithfield as possible temporary City Hall and saving of rents paid now re-
sulted in the Council deciding to go out Tuesday, June 28 at 7:00 P. M. to
look at the proposed layout.
Mr. K. B. Nace told Council of a piece of I'roperty the City may be interested
in as a possible location for future City property. He also told of talking
with Chief Watson of the Hurst Police Department and gave details of their
Department and the Police Dept. budget. Long discussion followed with Mr.
Jim Norman of the Birdville Independent School Board extending an invitat Lon
to the Council to atter..d the Boards meeting ~Tuly 7 where the City's request
to have their Tax office bill and collect our City's taxes would be on the
agenda. The Council as a whole accepted the invitation.
After further discussion of forming a Police Dept and its budget, ~~. Bell
suggested forming a committee to work up some facts and figuros to present
at the next Council meeti.."'lg. It was decided that Council members wOlJ.ld meet
informally some night nexG week to start drafting ideas to try to come to
some solution.
Mr. Norman told of exchange students who are touring Texe.s f1.nd of one bus
load that would stop at Birdville High School. A welcome committee and a
recognition program will be held at the School, July 4, 1960 at 9:00 A. M.
~~d ~~. Zellers was asked to come to be recognized. The Council members
were invited to attend if they so desired.
After discussion concerning calling a special election for Mayor, it was de-
cided to postpone calling one until Council is satisfied no further action
is forthcoming as a result of Impeachment trial.
l~. L. Slate offered to sell 60 acres of his property to the Council with the
suggested useage as a park. After discussion., the Cotmcil decided to study
further and perhaps form a Park Board.
1~. Johns moved to adjourn at 10:37 P. M. 1~. Campbell seconded and motion
carried.
