The City Council of North Richland Hills held a regular Council meeting July 11, 1960 at the Civic Center, Pipe Line Road and Morgan Circle and WaS called to order by Mayor Pro Tem Zellers at 7:42 P. M. with Councilmen Johns, Graner, Bell a..'1d Campbell present . . 1~. Zellers gave the Invocation after which the minutes of the last regular Council 1"'.eeting were read EUld approved as were the minutes of the special meet ing . A special meeting will be called sometime the first week in August for the purpose of studying and discussion with ~~. R. L. K'1owlton~the results of the Engineering s1.lrve;y. Mr. Zellers then explained the coverage for insurance submitted by the low bidder, Robert's Insurance Agency, for fire and robbery, and Mr. Johns moved to accept bid and award Robert I s Insurance Agency as wr-iter of policy with the premium in the e.mou!lt of $64.45. Mr. Graner seconded the motion wh-'ch cfI.rried. Mr. Zellers told of contacting Estes Service Co. and K & S Garbage Co concern- ing delinquent franchise receipts. K & S promised to mail a check to-night, Jul;'l 11, for the first quarter of this year and to bring up to date by the first of August and would like to pay their tax on a quarterly basis. ~~. Zellers turned over a check in the amotmt of $400.00 from Estes Service Co., also, their bond and a certificate of insurance to the City Secretsry and said t'nat Estes would pay up through July on or before August 15, 1960 8X'.d would then pay their t ax monthly. Mr. Christopher examined the bond and st ated that it W8S in order. He suggested the City require a bond from K & S and to keep close check on both companies. Discussion concerning desk er.d chair at the City Office brought out the fact that 1I1r. La.mond had visited the office to inspect said desk and chair l't."1d stated that they were not the desk end chair the City had purchased at his store . 1v~. Christopher suggested approaching ~k. Lamond once more to see if this situation eRn be settled. After discussion concerning election for a new ~Œayor, 1~. Christopher recom- mended to Council that they wait tmtil the next regular Council meeting to call such election. M'r. Don stout, who lives in the Richaven Addition, reported that a section of his street has been torn up for months and that he could !lot find out who is responsible. It was brought out that ~.~. French had investigated extensively also t:'md though it is unfortunate, thes-e waS nothing Council could 80 at pre- sent time. Gre~er suggested that 1~. Zellers ask the School Board if they would put in the contract t.l1at in the event they wanted out of the contract, they would furnish the City with valuations. Ì\'T. Zellers would set up a meeting night with all applicants to be interviewed and to notify Council members of time end place. l1r. Mr. Johns seconded 8..'1d motion carried. Mr. Graner :;?roposed to look into the possibilit:,' of using the Richland Hills ~oothodist Church or the Richland Bowl's meeting room as possible meeting places for Council e.scomplaints of difficult;}, in hearbg and heat and bugs making the meetings th'1comfortable. This proposal was the aftermath of dis- cussion concerning the need of e. public address system and the opinion of Mr. Owen and others that more people would attend the meetings if the above could be rer:\edied. !\'~.
