The Cit~r Council of :Horth Richla...'1d Hills held a regular Council meeting July 25~ 1960 at the Civic League Bui1ding~ Pipe Line Road and Morgan Circle and was ca.lled to order at 7:45 p. M. by Me.yar Pro Tem ZeIlers with Councilmen C~.rr~pbell~ Johns al d Bell present. !\fir. Herb Owen gave the Invocation after which the minutes of the last regulftr Council meåting of July llþ 1960 were read e~d approved. The Cit~r Secretary then ree.d a proposal from Mr. C. F. Musgra.ve~ C. P. A.~ con- cerning set l)P of books~ budget~ ete. Council deferred a.ction until copies could be sent to them for stnd;y. Mr. Zellers sta.ted aftcr his visit with Mr. Lamond th~tt he did not believe Mr. La1"1ond was guilty of any dupljcit~r in connection with the desk end chair question and st4ted that Mr. Lamond had offered to rep18.ce the old chair e,nd 'NotÜd ;,:;i're a ~ood trade in on the desk for another. J~. Zellers recommended that Council accept this offer. Mr. Bell moved for IÆr. Zellers to work out SDme solution to this offer. ~T. Johns seconded the motion which c8rried. l\T. Bobby Haltom told of complications concerning Rufe Snow Road widening and repaving and because the Phone Co. proposed to run cable lines dovm the street~ the repaving has not been done. He st eted the County would go ahead and pave if the Cit.y would give approval. JIfr. Johns suggested Mr. Haltom and Iv~. Earl Johnson contact Mrs. Parker to see if she would give a piece of her property to enable the widening of said street to conform with rest of street. ÞSter further discussion~ TvTr. Bell moved for 1~. Zellers contact ~,~. Johnson to give go fthead to pave Rufe Snow Rd. 11fr. Johns seconded and motion carried. 1vír. Cn.mpbell wanted it to be made clear that no one Council member could fire a 1"lember of the Police Dept. but Council as a whole and moved that the Police Chief have full control of the force and be accountant to the Council collectively. Mr. Johns seconded the motion which carried. Mr. Zellers pointed out that the Chief would have to use his own car until patrol cars were obtaked end after discussion~ Mr. Bell moved to pay Mr. Coe a :~50.00 car allowance forthe month of AU~ISt or prorata. 1~. Johns seconded the motion which carried. Dr. Calder told of his desire to erect a Dental Clinic at the corner of Hwy. #121 ~~d Eldorado useing brick veneer construction which is prohibited by Ordinance No. 33 which cells for fireproof cOT!.struction~ D.nd asked if Council would grant him a vari~lce allowing him to use brick veneer. A£ter discussion~ it waS the opinion of the C:ouncil that if Dr. Calder would agree to build according to said Ordinance~ Council would study said ordinance to see about clearifying same. A letter from ~rs. Arch Judge was called to the attention of the Cotmcil stat- irrg the problem of dead trees on the el?csement of Webster street a..nd her property that are a hazard to her home as well as cars and citizens passing along said street. After discuss ion~ Mr. Bell moved for !tæ. Zellers and Mr. French to negotie.te with professional tree movers to remove said trees~ price not to ex- ceed $50.00 and company to furnish certificate of insurence. Mr. Johns second- ed 9T'd motion carried. Mr. Marion Massey WaS iT!.troduced and WaS recommended for the position of Cor- poration Court Judge. Mr. Massey told Council of his qualifications and com- mended them on their actions concerninc the Police Dept. Mr. Johns told Mr. Massey that Council had discussed holding; Court one day or one night a week end the Judge's salary as $100.00 per month. After discussion~ Mr. Johns moved to hire Mr. Massey as Corpore.tion Court .Tud¡:;e at $100.00 per month effectÌYe Sept. l~ 1960 with Court held on Saturday mornings. Iv1r. He asked for street patching to be done before winter months. It was the opini'm of the Council to hold up on this except for emergency cp.ses until thE} survey is Trade l:nown and then take action.
