The City Counoil of North Richland Hills held a speoial Council meeting on August 15, 1960 at the City Offioe. 7109 Grapevine Hwy., Rm. 14 and was called to order at 7:10 P. M. with Mayor Pro Tem Graner, Councilmen Johns. Campbell and Bell present. Inspeotion of available offices in the Richardson Building was made. The engineering report, ordered to be made some time ago. with referenoe to proposed street improvement and drainage problems and oorrection was presented by R. L. (Diok) Knowlton. Engineer. Copies of the report was distributed to all aldermen and to the City Attorney. It was then read and disoussed at great length. The Counoil expressed its great pleasure with the thoroughness and completemess of the report. It was order- ed to be receivedj aooepted and filed. The question of advisability of inoluding an amount. in any proposal for issuance of bonds. to include oonstruotion of a City Hall. with faoilities for the Polioe and Fire Departments was then disoussed. The general disoussion oentered along the thought of such oonstruction along a general plan which would provide for addition and expansion as the requirements of the City demand, with construction now of only suoh part of the building as is necessar,y to adequately meet existing needs. No decision was reached. Prooedures for calling an eleotion to implement the proposed street and drainage im- provement proposals. based upon ~ediate need as refleoted in the engineering report then arose. Mr. Knowlton suggested that there were usually two ways to prooeed effi- oiently. the first being for the City to appoint a Fiso~l Agent who is qualified by experienoe to prooeed in cooperation with the City Attorney; the seoond, being to consult with the investment oompany. t." or more. and if a satisfaotory arrangement oan be reached to give one suoh oompany a commitment allowing it to purchase the bonds if issued. This one would then aot in the oapaoity of a fisoal agent, both as to procedures and as to public approach and publicity in conneotion with the bond election with hopes of a favorable vote. This plan entails no expense as the investment company only looks to his cammitment to purohase the bonds as his hopes of recovery. Y.r. Johns then moved to hold two speoial meetings of the Counoil at the City Offices on August 29th and 30th at 7:30 P. M. and that Yr. Knowlton be directed to invite a representative of Eppler. Guering and Turner, Inc. to one meeting and a representative of First of Texas. Ino. to the other. Motion was seoonded by Mr. Campbell and oarried. Mr. Johns moved that Mr. Massey's appointment as Corporation Court Judge be made effeot- ive August 15. 1960 rather than September 1. 1960. Mr. Campbell seconded emd motion carried. Mr. Bell moved that the present office looated at 7109 Grapevine Hwy., Hm. 14 be moved as soon as possible to rooms 4, 5 and 6 in the Riohardson Bldg. at a rental of $250.00 per month with no longer than a one year lease if a lease is required. Mr. Campbell seoonded and motion carried. AIr. Campbell moved that we aocept the low bid of Sinole.ir Refinery Co. for installation of tanks and pumps at Smithfield Fire Dept. at no cost with gasoline to be supplied at 22.8 oents per gallon, regular and 25.9 oents per gal.. ethal. Mr. Johns seoonded. It was brought out that 5¢ per gallon refund would be obtained from state of Texas as gasoline taxes are not assessed against MUnioipalities. August 16. 1960 for Youth Fellowship Week meeting. Yr. Johns seoonded and motion oarried. Mr. Bell moved to adjourn at 11:20 P.
