REGULAR COUNCIL MEETING, SEPTEMBER 26, 1960.
The City Council of North Richland Hills held a regular Council
meeting at the City Offices, 7109 Grapevine Hwy., and was called
to order by Mayor Zellers at 7:43 P. M. with Councilmen Campbell,
~ Owens and Johns present. Councilmen Graner and Bell absent.
The Invocation was given by Reverend- Richard L. Cantwell of the
Richland Baptist Temple after which Mr. Johns moved to w~ive read-
ing of the minutes of last regular meeting, also of special meeting
G,nd to approve said minutes. Mr. O~lene suggested adding II Senior"
after the name Mr. J. Fred Davis in paragraph 5, page 1 and then
seconded the motion which carried.
Mr. Zellers then welcomed the guests present and explained the first
item on the agenda, Calling of Bond Election, and introduced Mr.
Henry Keller, Sr. with the First of Texas Corp. who h~d been appoint-
ed Fiscal Agent. After lengthy discussion, explaination, questions
and answers, also, a recommendation presented by the Chairman of the
Park Board, Mr. Jack Smith, wherein the Board would like to have in-
cluded with the bond issue a sum of $50,000.00 for the purpose of
buying land to establish a city park or parke, a resolution calling
for a bond election for the purpose of street and drainage improve-
ment and a municip~l and Fire Department building ~PS read.by Mr.
Keller. Because the city park is to be included in the bond issue,
an ordinance, to be known as Ordinance No. 78 will be redrawn.
Mr. Campbell moved that a special meeting be held at the City Offices
on Wednesday night, September 28, 1960 at 7:30 P. M. for the purpose
of calling bond election. Mr. Johns seconded and motion carried.
After discussion, Mr. OWene mÔV~d to adopt ordinance providing elect-
ion precincts for the City of North Richland Hilla, ordinance to be
known as Ordinance No. 75. Mr. Campbell seconded and motion carried.
It was pointed out that though Ordinance No. 10 wae adopted at a
regular Council meeting, August 2, 1954, it had never been filed
at the Court House and Mr. Campbell moved to adopt an ordinance re-
adopting Title 28 and to be known as Ordinance No. 76. Mr. Johns
seconded and motion carried.
After explaination, Mr. Campbell moved to adopt an ordinance aban-
doning the 3rd. filing to Snow Heights Addition. The ordinance to
be known as Ordinance No. 77. Mr. Johns sec~hded the motion which
carried.
After discussion, Mr. Herb Owens moved to appoint Mr. Glenn Good-
night and Mr. Van Ray Miller to serve on Insur.nce Committee. Mr.
Johns seconded and motion carried.
A letter from Mr. Croft tendering his resignation from the Zoning
Commission was followed by Mr. Johns moving to accept said resigna-
tion and was seconded by Mr. Owens and motion carried.
Mr. Johns made a motion that due to the fact that other duties con-
flicted with being an active member of the Zoning Commission that
Mr. W. T. Ray be dismissed and another appointment be ma¢~. Mr.

Owens seêonded and motion carried.
Mr. OWnes moved to appoint Mr. John Novey, 7313 Riviera, to the
Zoning Commission and Mr. Johns seconded. Motion carried.
Mr. Owens moved to appoint Mr. John McDaniel to the Zoning Commission
with Mr. Campbell seconding and motion carried.
After discussion concerning slot machines in our city and the ad-
visability of adopting an ordinance, Mr. Johns moved to turn this
question over to our Special Counsel for study and recommendation
and Mr. Owens seconded. Mr. Owens and Mr. Johns voting For and Mr.
Campbell voting No. ---
Mr. Owens read a sample Bill Board ordinance and moved that the
QJty Attorney draw up such an ordinance. During discussion, Mr.
Knowlton, City Engineer suggested a close study of Zoning Ordinance
No.33 pertaining to this question and others for required amendments
to be made. After further discussion, Mr. Owens restated his mo-
tion that the Attorney draw up an amendment to Ordinance No. 33
and perhaps to read:"This proposes to amend Ordinance No. 33, Article
XIV, Section 4, to prohibit signs in areas zoned residential, ex-
cepting those designating a structure that is for sale or rent. This
excepts signs in retail commercial and industrial districts only
when they advertise the services, articles or products which are
offered within the building to which the sign is attached or on the
premisee on which the sign is located." Mr. Johns seconded and mo-
tion carried.
After discussion, Mr. Campbell moved deferring action on adopting
Fire Marshall ordinance until Mr. Christopher can study and recommend.
Mr. Johns seconded and motion carried.
Discussion concerning picking up of stray dogs brought out the un-
satisfactory action now applied and Mr. Campbell moved to enter into
a contract with AA Wrecker Service for 24 hour pick up for our City
at $60.00 per month and if not satisfactory to change. Mr. Owens
seconded and he and Mr. Campbell voted For, Mr. Johns not voting.
Mr. Johns suggested Mr. French check in~the poesibility of some
sort of an arrangement with Cline's Puppy Land.
It was brought out that the Haltom City Council had voted to raise
the cost to other Municipalities for the use of the Haltom City
Jail to $4.00 for the first day and $2.50 each day thereafter.
After discussion, Mr. Campbell moved to approve new Jail rates.
Mr. Owens seconded and motion carried with Mr. Johns not ~oting.
Mr. Owens moved to pay Richland Lumber Co. $40.86 for lumber used
to build storage shelves. Mr. Campbell seconded and motion carried.
Chief Coe recommended subscribing to the Southwestern Law Magazine.

This subscription includes a $1,000.00 life insurance policy for
each subscription. After discussion, Mr. Campbell moved to take
~ six subscriptions which would be $36.00 per year. Mr. Johns se-
conded and motion carried.
After discussion concerning cutting of weeds on City easement, Mr.
Johns moved for Mr. French to negiot1ate to have weeds cut, price
not to exceed $3.75. Mr. Campbell seconded and motion carried.
Discussion concerning percentage of electrical fees due Mr. Reconnu,
Electrical Inspector, involving large commercial and school build-
ings fees brought out the sentiment tLat no smaller discount should
be considered and Mr. Campbell moved to pay Mr. Reconnu 60% of all
electrical inspections and Mr. Johns seconded and motion carried.
After Chief Coe recommended to Council the purchase of the up to
date penal code and criminal procedure code volumes for the use of
the Police Dept. and Corporation Court, after discussion, Mr. Johns
moved to authorize Chief Coe to purchase the Texas Penal Code, Index
and Code of Criminal Procedures for $120.00 less 6%, total $112.00.
Mr. Owens seconded and motion carried.

Badges for our Fire Dept. was discussed and after discussion it
was Buggested that badges be put on their budget.
After discussion, Mr. Campbell moved to pay AA Wrecker Service
$30.00 per fire truck to remove old signs, repaint doors to match
body and reletter doors with "North Richland Hills Fire Dept."
Mr. Owens seconded and motion carried.
Mr. Johns moved to authorize Mrs. Ray to take at least three bids
on a Photo Copying machine for the city office. Mr. Owens seconded
and motion carried.
Mr. Owens moved for the City Attorney draw up an ordinance permitt-
ing Chief Coe to work prisoners. Mr. Johns seconded and motion
carried.
Mr. Johns moved to adjourn at 11:47 P. M. and Mr. Campbell eeconded
and motion carried.
