"- The City Council of North Richland Hills held a special Council meeting on October 3, 1960 at the City Offices, 7109 Grapevine Hwy. Mayor Zellers called the meeting to order at 7:30 P. M. with Councilmen Bell, Graner, Campbell, OWens and Johns present. The Invocation was given by Councilman Owens after which the Mayor introduced the Council members, Engineers, fiscal agent and News- Texan representative to the audience and then outlined past study of street and drainage bringing the situation up to date. He then invited questions and statements from those present. Col. Anderson, Mr. Hearne, Mr. Trotter, Mr. Slate, also Mr. Gregory and Mr. Knowlton, Engineers, Mr. Wofford, Mr. Eaton, Mr. Nunnally, Mrs. Bird, Mr. Hank Terrell, Mr. Panner, Mr. Jim Dickson, Mr. Gilli- key and Mr. Bob Fletcher all had comments to make and asked questions. After thorough discussion, Mayor Zellers asked for a straw vote from the audience. Eleven voted in favor of the street and drainage item, three, against, some undecided. Eight voted in favor of the muni- cipal and Fire Department Bldg., one against, some undecided and there was a 6 to 6 tie of those voting on the park issue. After further discussion, Mr. Campbell called for Mr. Keller to read the resolution calling bond election after which Mr. Campbell moved to adopt resolution inserting the date October 25, 1960 as election date and the voting precincts as recommended by Mr. Keller. Mr. Johns seconded the motion which carried. It was then announced that the next regular meeting of Council would be held at the Smithfield Fire Department Building on Octo- ber 10, 1960. A letter from Mr. N~ .E. James asking for approval to adjust taxes for Magnolia Pipe Lines was read after which Mr. Bell moved to approve said adjustmeht with Mr. Campbell seconding and motion carried. Mr. Bell moved to hold regular Council meetings every Monday night at 7:30 P. M. with Mr. Owens seconding but motion did not carry. After discussion, Mr. Campbell moved that the Mayor ask the County Health Department to investigate complaints in North Hills Add. re- gElrd ing sewer drainage. Mr. Owens seconded and motion carried.
