REGULAR COUNCIL MEETING, OCTOBER 10, 1960.

The City Council of North Richland Hills held a regular Council meet-
ing October la, 1960 at the Fire Hall in Smithfield and was called to
order by Mayor Zellers at 7:32 P. M. with Councilmen Bell, Campbell,
Graner, Owens and Johns present, also, many guests.
Reverend Norman McCain of the Smithfield Methodist Church gave the
Invocation after which Mayor Zellers introduced the Council members,
city enployees and Mr. Keller and invited everyone to attend Council
meetings held, at the City Offices every second and fourth Monday
nights of each month.
After some discussion, Mr. Campbell moved to dispense with the read-
ing of the minutes of the last regular meeting and special meeting
and approve said minutes since copies had been sent to all Council
members. Mr. Owens seconded and motion carried.
Mayor Zellers explained to the Council that due to a combination of
errors on the part of a former city employee, a building permit had
been issued for a poultry house in a Class "A" residential area and
since the people had invested so much money into the place, didn't
think it right to refuse their request for another permit. He then
asked those present who live around the Farm how they felt about it.
Mr. Pyron and Dr. Allison spoke in favor. Mr. Graner then moved to
grant Mr. & Mrs. W. P. O'Donnell a variance to Ordinance NO. 33 to
allow an additional ppultry house to be built. Mr. Campbell seconded
and motion carried.
Mrs. Dorothy Bradford was introduced and recommended highly for the
position of Clerk, and Mr. Johns moved to appoint Mrs. Bradford as
Clerk at a salary of $250.00 per month, working a 44 hour week. Mr.
Graner seconded and motion carried.
The Fire Marshall Ordinance, as approved by the City's Special Councel,
was then brought before Council. Mr. Owens moved to adopt Fire Mar-
shall Ordinance, this to be known as Ordinance No. 79. Mr. Bell se-
conded and motion carried. It was requested of City Secretary to re-
type ordinance correcting typógraphical errors and omissions.
Discussion concerning adopting a house mov,ing ordinance brought
about a motion by Mr. Bell to defer action to give time for further
study. The motion was seoonded by Mr. Graner and carried.
After some discussion about a phdtocopy machine for the City Office,
Mr. Johns moved to defer action so as to give more time for more
study. Mr. Bell seconded and motion carried.
Mr. Johns moved· to readopt Ordinance No. 76 and Mr. Campbell seconded
and motion carried.
After Col. Anderson had pointed out that the end of his street was
being used as a dumping ground, Chief Coe said he would see about
getting sings erected and would watch the area.
Question concerning miøquitos were brought up and after discussion,
Mr. Johns moved that Mr. French be authorized to spray area when
equipment becomes available. Motion was seconded by Mr. Owens and

carried.
A statement from Mr. James, Tax Assessor, asking for approval to an
adjustment for the Southwestern Railway Co. was read. Mr. Bell
moved to approve, Mr. Johns seconded and motion carried afterwhioh
an adjustment for the J. C. Yates Survey was asked and Mr. Johns
moved to approve with Mr. Campbell second~ng and motion carrying.
Mr. Zelle~s then spoke at length on the subjects covered by the bond
issue, the survey made and opened the meeting to discussion.
Mr. Fred Ross told of trying to develope his property, of the diffi-
culties and expense he had encountered and that he was deffinately
against the bond issue. Mr. Snider, Mr. Campbell, Mrs. Fuchs, Mr.
Keller and Mr. Graner thoroughly discussed the problem after which
Dr. H. C. Allison then monopolized a major portion of the remaining
part of the meeting by speaking very deffinately against the bond
issue, uttering derogatory and deflamatory remarks against the Council
members and city personnel as a whole.
Mr. John Hay, Mr. Slate, Mr. Goodnight, Mr. Paschall, Mr. Fred Davis,
Mr. Wood and Mr. Morrow all spoke briefly pro and con after which
Mayor Zellers read the letter /outlining the bond proposals that had
been mailed to all property owners and after further discussion, Mr.
Owens moved to hold a special Council meeting on Monday night, October
l7, 1960 at 7:30 P. M., place to be announoed later. Mr. Campbell
seconded and motion carried.
The Council approved Dr. Allison's request to use the Fire Hall to
hold a meeting for those citizens who were interested in discussion
of the bond question.
Mr. Owens then moved to adjourn at 10:30 P. M. Mr. Campbell seconded
and motion carried.
