REGULAR COUNCIL MEETING---------NOVEMBER 14, 1960.
The City Council of North Richland Hillsbeld a regular Council
meeting November 14, 1960 at the City Office, 7109 Grapevine Hwy.,
and was called to order by Mayor Zellers at 7:40 P. M. with CounciJ.-
men Graner, Bell, Owens, Johns and Campbell present. Reverend Floyd
R. Amos of the Smithfield Baptist Churcn then gave the Invocation.
The first thing on the agenda was Mr. Howells request to be heard. He
asked how it was proposed to hpndle the water and sewer system under
the new setup. Mayor Zellers informed him that he had the plans at
home. Mr. Howell then stated that new houses were being started on
Nor'East Drive and that the contractor wanta getes installed behind
the prope~ty line at the Smithfield Hwy. These gates would be about
five feet high, will be of brick or holiday stone, and would be more
in the manner of a fence than a building. After some discussion as
to these gates being a blind, Mr. stan Graner made the motion to grant
a variance to the Zoning Ordinance to permit Mr. Howell to erect a
stone or brick fence at the Northwest and Southwest corner of Nor'East
Drive at Smithfield Road. Mr. Owens seconded the motion and the mo-
t ion carried.
The minutes of the last meeting were then approved.
Mr. Joe Owen came next, wanting a variance on a plat to provide an
entrance off Blaney Drive onto the Freeway. His purpose in coming to
the meeting was to show his plan and to ask the Councils assistance
in getting the Highway Department to do something about providing
this entrance. He proposed to bring Blaney Drive onto the Freeway
for t1¡{o-way traffic. He thought it worthy of our efforts, of inter-
est to the school district, and would like to get it worked out as
ea.rly as possible in order to get the plat finalized. It was re-
commended that the Council authorize Mayor Zellers to appoint a com-
mission to call on the Highway Department and ask them to assist in
getting a two-way approach from Holiday Lane to Blaney 80 it can be
an effective entrance. It was felt that the City should not be in-
volved in the cost of this operation. Mr. Campbell made the motion
that the Mayor be authorized to appolnt a committee to do something
about this. Mr. Johns seconded and the motion carried. Mayor Zellers
said he would appoint Mr. Jim Norman, Mr. Dick Knowlton and himself
to go before the Highway/Dept. Mr. Paul Kutilek asked that something
also be done in being sure there was a school crossing provided on
the Freeway.
There was discussion of the Bicycle Ordinance and then the Ordinance
was dropped. Mr. Bell said we should resolve that the procedure of
handling the registration of bicycles should be on a voluntary basiR
with no cost to the owner. Details of this operation to be worked
out by the Chief of Police, but to include no cost, and no penalty for
failure to register. Mr. Goodnight volunteered the services of the
Jaycees in obtaining the information from the children at school. Mr.
Campbell seconded the resolution and the resolution carried.
Mr. Zellers said we had three tax adjustments to make with the School
Tax Office. They were #597, a refund of $1.61, #602, refund of $0.95,
and #604, a refund of $0.53. Mr. Gr~n¡:ar moved that we make the re-

fund, Mr. Owens seconded and the motion carried.
The ordinance regarding parking trucks on the City streets w~s the
next order of business and it was recommended that we postpone until
the next regular meeting of the Council. It was also recommended
that more time be taken before discussing making connections to the
existing sewer system.
Mr. Latham was next on the agenda, regarding the weed cutting ordi-
nance which he had disregarded. Mr. Latham stated that he had only
been told to corne into court, that he had had no written warning,
only told by the Officer. sgt. Baze showed the area Mr. Latham owns
where the weeds needed cutting end stated that these were the areas
from which we had received the complaints, as the Johnson grass and
weeds were waist high. After much discussion by both the Council and
Mr. Latham, Mr. Johns moved that the complaint be dismissed against
Mr. Latham. Mr. Campbell seconded and motion carried.
It was suggested that since neither Mr. Musgrave nor Mrs. Ray were
present that we postpone discussion of the prop~sed budget until a
special meeting could be held. Mr. Bell moved that a special meeting
of the Council be held on Monday, November 21 at the City Offices to
discuss the budget this contingent, however, on Mr. Musgraves con-
dition and whether he could be present. Mr. Owens seconded and it
was approved.
Mr. Bell discussed the vacancy in the office of City Attorney and made
the motion to appoint Mr. Glenn Goodnight as the City Attorney, effec-
tive December I, 1960 at a salary of $50.00 per month, and waiving
Section 4 of Ordinance No. 30 which requires 5 years as an attorney.
Mr. Owens seconded. Mr. Goodnlghts normal duties will be to handle
the usual matters of legal nature, including ordinances and legal
opinions. Boundary disputes would require extra money. Mr. Goodnight
said he would be glad to handle all ordinary cases for $50.00 and for
anything out of the ordinary he would present a bill. The motion
carried.
Mr. Zellers read a letter from Mr. Ray Porter of Mathes-Porter Engineer-
ing Co. expressing his appreciation for the fine manner in which the
Police Dept. handled the boys who damaged his new home.
Mr. Owens discussed the Bedford, Smithfield, l21 intersection, stating
that he wanted some lights at fue intersection. Mr. Zellers stated
th~t he had talked to Mr. Thomas of mESC on this date and Mr. Thomas
recommends that two vapor lights be installed there. Mr. Owens moved
that two vapor lights be installed at this intersection at a cost of
approximately $4.50 each, one light at the Southeast corner of Bedford
Rd. and one at the Northwest side of Smithfield Rd. Mr. Graner se-
conded and the motion carried.
Mr. Johns mad. a motion to leave the Speed Limite now set at 40 M.P.H.
as they are and to change all those over 40 M.P.H. to 45 M.P.H. from

the West end of the city limite on 121 to Jennings street. Mr. Camp-
bell seconded and motion c~rried.
It was suggested that we look into the cost of traffic buttons to be
placed on Vance Road at the Rapid Mart.
Mr. Owens wanted a letter sent out each month to the residents of our
City at a cost of approximately $150.00 per month. Mr. Paul Kutilek,
Mr. Wilson and most of the Council did not think it wise. Mr. Morrow
and Mrs. Wren thought it a good idea. After much discussion, the
motion died for lack of a second.
Mr. Owens moved to contact Mr. Richardson to see if we could get out
of our lease and if eo, what it would cost to forfeit the last month's
rent; also, find out how much it would cost us to move to the fire hall
at Smithfield. Mr. Bell seconded and after considerable discussion
as to who the building belonged to, the advisability of the move, etc.,
the motion carried.
Mayor Zellers said a letter from the Water Department would be going
out to all citizens within the next few days. There was some discuss-
ion of the purchase of the water department, and Mr. Zellers said this
would all be explained in the letter.
Next came Mr. Wilson, representing the Nortb Hills Group requesting
that the Council not let the Fossil Creek area be developed. The
people in North HilJs have been promised a lot of things by the de-
velopers that have ne~.er developed. They have confidence in the City
Council. Mrs. Chester said she had contacted Bell Helicopter regard-
ing pictures taken of the flooded area in the 1957 flood, but was un-
able to obtain them. The property in question is Plat 4 a.nd 18 of the
R. E. Hayes plat, filed 5/27/60, signed by Clyde Zellers and Laura Ray.
There WEtS considerable discussion regarding the refusal to issue build-
ing permits for this area and other things we could do to stop them
from building in this area. Speakers for the group were Mr. Wilson,
Mrs. Chester, Mr. & Mrs. Wren and Mr. Predock. Mr. Bell suggested we
delay permits instead of denying them until we are better prepared.
Mr. Campbell made the motion that the City Engineer, Mr. Dick Knowlton,
be instructed to determine the cost of gathering all available in-
formation to see if we can determine what is the possible flood level
and to report to the next council meeting. Mr. Owens seconded and
the motion carried.
The gentleman who lives at 7048 Grapevine Highway stated that he had
the problem of rubbish, bottles, etc. in his yard from the Dairy ~ueen.
He wented something done. Mr. Bell moved that the Chief be requested
to talk to the owne~s of the Dairy Queen and see that they do some-
thing about their garbage being blown away,and to report to the next
council meeting. Mr. Johns seconded and the motion carried.

Mr. Predock came next with thp, statement that he worked vigorously
against the Bond Issue because he felt it was not exactly what it
ßhould have been,etc., but now he wanted to offer his services to do
something constructive. He can be re~ched at Bell Helicopter and can
leave the plant at any time he is needed.

Chief Coe presented his program of benefits for employees. Mr. Bell
moved to postpone this discussion until the special meeting Monday,
November 21, 1960 with Mr. Johns secondlrtg and motion carried.
Bill French asked for three days off and was told to take them. The
Council will discuss the other week of his vacation still due him at
a later date.
Mr. Bell moved to adjourn and Mr. Johns seconded and the meeting
adjourned at 11:15 P. M.
