HomeMy WebLinkAboutCC 1961-01-23 Minutes Page 2) MINUTES OF THE MEETING OF THE CITY COUNCIL, NORTH RICHLAND HILLS, TEXAS HELD AT 7:)0 P. M., CITY OFFICES, MONDAY, JANUARY 2), 1961. CALL TO ORDER AND ROLL CALL Present: Mayor Zellers; Councilmen Bell, Owens, Johns, Graner and Campbell. Administrative Staff Preeent: City Secretary, City Attorney, City Clerk and City Inspector. Invocation by Reverend Hal Brpoks, Minister of the North Richland Baptist Church. APPROVAL OF MINUTES. It was moved by Mr. Johns, seconded by Mr. Bell, to approve the minutes of the last regular meeting held January 9, 1961 and of the called special meeting held January 16, 1961. The motion cQ.rried. J.. GEORGE B. COE - LETTER OF RESIGNATION Mayor Zellers read letter of resignation from George B. Coe, Chief of Police. Mr. Owens moved to accept resignation effective imme- diately. Mr. Campbell seconded and motion carried. Mr. Bell moved that a letter of commendation be written recognizing Mr. Coe's earnest effort in setting up the Police Department, of the many hours spent in doing so and to pay him one months gratuity salary. Mr. Johns seconded and motion carried. Mr. Johns moved to promote Captain J. J. Wise, ranking officer, to Acting Chief of Police uhtil such time vacancy can be filled. Mr. Graner seconded the motion which carried. 2.. MR. JOE OWEN - REVISED PLAT, SNOW HEIGHTS ADDITION. Mr. Joe Owen presented revised plat of the Snow Heights Addition showing replatting of certain lots of the Snow Heights Addition made necessary by the proposed Loop 217 cutting off one corner of the plat. Since the Zoning Commission had approved said revision, after study and questions, Hr. Graner moved to approve the revised plat, 2nd. filing of the Snow Heights Addition and Mr. Johns second- ed and motion carried. ;. STATE HIGHWAY MUNICIPAL MAINTENANCE ORDINANCE. Mr. Goodnight explained the ordinance to the Council and recommend- ed the passage of same. Mr. C~mpbell moved to approve the Munici- pal Maintenance Ordinance, tob~nown a8 Ordinance No. 82, and Mr. Page 24 Page 2, Council Meeting, January 23, 1961. Bell seconded and motion carried. 4. PIN BALL OR SLOT MACHINE ORDINANCE The City Attorney read and explained the proposed ordinance and after discussion Mr. Bell asked that a straw vote from the audience be taken and the Mayor asked for their vote. The audience voted against the adoption of the ordinance. After further discussion Mr. Owens moved that the ordinance be adopted and the motion died for lack of a second. Mr. Johns suggested Chief Wise talk with the owners of the known machines. 5. PARKING ORDINANCE the City Attorney read changes to the Parking Ordinance that were suggested at the January 9 meeting and explained tne purpose of such an ordinance to the audience. After lengthy discussion Mr. Bell moved the adoption of the Parking Ordinance with 'changes and the 01....' II·. ~m¡ b)te- words "and Farm Licenses" to be added. Mr. Johns seconded and motion carried. 6. CONSIDERATION EXTENTION OF PIPE LINE ROAD. The Mayor told of attending a mee~ing wherein the extent ion of Pipe Line Road was diBcuss~~. County would build the bridge and $2,000.00 would be the expense ~ North Richland Hills. The Mayor stated that Haltom City had voted against joining into this project at this time. Mr. Latham stated that the construction of Loop 217 by the State would solve this problem if all Cities concerned would unite and push this project through. After further discussion it was decided to postpone taking any action at this time but the Mayor would draw up a resolution to be sent to our state Senator and Mr. Wright. 7. MR. JOHN NOVEY - CHAIRMAN OF ZONING COMMISSION. Mr. French reported to Council that Mr. Jack Renfro had stepped down as Chairman of the Zoning Commission though still a member and that Mr. John Novey had been selected to serve as Chairman. A letter of commendation will be written to Mr. Renfro. 8. BUDGET - DEFERRED. After discussion and because of the length of time it would take to study, Mr. Bell moved to defer study of budget and to set up a spe- cial meeting to be held Monday night, January 30, 1961 and to have Mr. Musgrave present at the meeting. Mr. Campbell seconded the mo- t1ön which carried. 9. PROCEDURE OF PRESENTING ORDINANCES. To save time and expenses Mr. Bell moved that any new ordinances be sponsored by the Mayor or any two Councilmen befóre being drawn up. This would exclude any emergency ordinance. Mr. Graner seconded and ~- motion carried. Page 25 Page ), Council Meeting, January 2), 1961. 10. MINUTES - N~¡ FORM. Mr. Owen passed a sample form of the minutes as kept by Haltom City and suggested it might be a go~d way for us to adopt. After Council and the City Secretary had examined the form and expressed their approval Mr. Owens moved to adopt the new form. Mr. Johns seconded and motion carried. 11. STREET CUTS. Lengthy discussion concerning street cuts made by plumbers, Utility Oompanies,etc. brought out strong opinions that such people be com- pelled to repair and patch these cuts according to our ordinances, if not, be cited and fined accordingly. Mr. Johns and Mr. Campbell were especially firm in this opinion. The Mayor asked Mr. French to give him a list of the streets where cuts have been poorly patched that were done by Tarrant Utility Co. and he would contact Mr. Norman to see if he could get more cooperation from the Company. 12. GENERAL DISCUSSION. The audience and Council held lengthy discussion concerning street conditions and of the Police Department. Many ideas were expressed concerning each. 1).
