Present. Mayor Hunter, Counoilmen Johns, Bell, White, Campbell and Terrell . Administrative Statt Present: City Attorney, City Inspeotor, Chief of Polioe, Fire Chief, and City Clerk. INVOCAT IONI Rev. Robert E. Young, Pastor Riohland Hills Methodist Church APPROVAL OF MINUTES. Mr. Johns moved and Mr. Terrell seoonded, to approve the minutes ot the speoial meeting held May 29, end motion oarried 5 - O. Mr. Johns moved to approve the minutes ot the last regular meeting as submitted. Seoond by Mr. Terrell. Motion oarried ,5 - O. B I-wEEKLY STREET REPORT. Mr. French stated that the only thing he oould report at this time was the additional amunt spent since the tinanoial statement was prepared as ot May 31. Sinoe that time, en additional 11,154.25 had been spent. He also stated that tires were needed for the gravel truck end this would cost approxiróately 1100.00. Mr. French also asked the oouncil to consider his making this report monthly since the major portion ot the street repairs have been made. Mr. Johns moved that Mr. French make future reports monthly. Seoond by Mr. White.' Motion carried 5 - O. GRADE STAKES ON RUFE SNOW. Mr. Frenoh explained the diftioul ty he had encountered regarding the grade on Rute Snow Drive where Marilyn Drive and Karen Street interseat Rute Snow. He had disoussed this problem with Mr. Diok Knowlton and Mr. Knowlton telt that it would, be foolish tor this City or the County to attempt to set a grade due tc the proposed Loop 217. After turther disoussion (on tape) Mr. Bell moved that the Mayor request the County Commbsioner to set the grades on Rute Snow Drive. Seoond by Mr. Johns and motion oarried 5 - O. CONFIRM SPECIAL VARIANCE TO ORDINANCE. This item carried over until next regular meeting or until the interested parties brought it up again. Page 57 PAGE 2 COUNCIL MEETING JUNE 12, 1961 PURCHASE OF THE CIVIC CENTER. Mr. Bell read the proposed contract in order that the citizens end council might discuss it. 1Ir. Goodnight stated that he had been advised'that the City must either accept or reject this contract as no other changes would be made by the sellor. Arter much disoussion (on tape) Mr. Cmnpbell moved that the City enter into the oontraot tor the Civio Bldg. Seoond by Mr. White and motion oarr!1ed 5 - O. (Further discussion and comments on tape). Mr. Goodnight suggested that it might be well to pass a resolution authorizing the Mayor and the City Attorney to negotiate with the sellor on the Civio Center. Mr. Bell moved that a resolution be adopted authorizing the Mayor to enter into a contract ot sale between the North Richland Civio Assooiation and the City ot North Riohlmd Hills. Seoond by Mr. White. Motion oarried 5 - O. Mayor Hunter sighed the contraot. CLF.AN AND GRAVEL LOT NEXT TO FIRE HALL. Mr. Johns moved that Mr. Dick Lewis be notitied that it meets with the approval ot the City Council for him to olean and gravel the lot adjacent to the Fire Station. Second by Mr. Terrell. Motion carried 5 - O. PURCHASE OF PUMPER TRUCK FROM R IDHLAND HILLS. Mr. Collins reported on the condition ot the present pumper truck, and said Richlend Hills had one complete pumper truok with radio already on our tire frequency, new engine (less than two years old and used only a tew months) 750 gallon pump, which they would sell tor 1600.00. He had oheoked the budget ot the Fire Department, and it the Council sees tit to approve this purchase, there 'WOuld be 1249.86 left in the budget. Mr. Bell moved that Mr. Collins be authorized to purchase the pumper truok trom Richland Hills tor 1600.00. Second by Mr. Terrell and motion carried 5 - O. Mr. Collins thanked the Counci1~ and reported that a new company had been tormed with Chiet Wise as Capt. and )Ir. French as Lt. He added that three units were needed at the Central Station (City Hall) and tarps or other means of covering the units were needed. (Further discussion on tape). REVIEW OF VARIANCE FOR SERVICE STATION AT RUFE SNOW.AND PIPE LINE RD. Discussion ot this variance brought out that this station was to have been curbed and guttered, trash waS being piled behind it, and that nothing had been said about it being.. selt servioe station. .An ordinance regulating service stations WaS discussed. Mr. Johns moved that all servioe stations construoted within the oity limits ot the City ot North Richland Hills have undèrground tanks,lnot be selt servioe type;) all driveways be hot topped, and. at no time. shall any inflammable liquid be dispensed in glass containe18 . Seoond by Mr. White and motion carried 5 - O. Mr. Goodnight was to oontact Mr. Merrell end have him clean up the area, contorm to his original plans, and draw a "Servioe station Ordinance". page 58 PAGE 3 COUNCIL MEETING JUNE 12, 1961 BONDING OF CITY EMPLOYEES. Mr. White disoussed the bonding ot all City Employees who handle money. Mr. Campbell asked that a Blanket Position Bond be considered. Mr. White moved that agents be contaoted to give a report on Blønk:et Position Bonds and other insuranoe needs o£ the City. Seoond by Mr. Johns. Mr. Campbell said the insurance agencies within the City should be asked to submit a report. Motion carried 5 - O. CONTINUANCE OF SALARY FOR MRS. LAURA RAY. Mr. Johns requested permission to add continuance ot Mrs. Ray's salary during her illness to the agenda. Granted 5 - O. Mr. Johns moved that Mrs. Ray's salary be extended for a period ot six weeks, or until suoh time as she reoeives a release trom her physician. Mr. Campbell said he telt Mrs. Ray was due special oonsideration due to the many long hours and time devoted to the City over and above the call ot duty. Mr. Johns said he wanted it a matter ot record that he telt Mrs. Ray had never shirked her duty, WaS very ettioient, and was always on hand when needed. These remarks were eohoed by Mr. Bell. The motion was seoonded by Mr. White and carried 5 - O. Mr. Johns said that since the Civio Center had been purchased, he wondered how the matter ot getting it into oondition to move into would be handled. After some discussion, it was decided that the Mayor, Council and all dept. heads would meet tor breakfast on Saturday, June 17 at 7:00 A.M. to go over· the plans and ideas. There was a discussion ot each councilmm. having the duty or responsibility ot working with the departments ot the City end reporting to the other oounoil members. Jlr. Bell moved and Mr. Johns seconded that this itetn be added to the agenda. Motion carried 5 - O. After turther disoussion, Mr. Bell moved that the Mayor and City Attorney be assigned the job ot depart- mentalizing, assigning, end making recommendations to the Council at its next regular meeting. Second by Mr. Johns, and motion carried 5 - O. Mr. Goodnight said this oould not be an ofticial aotion since this waS a General Law City" and suggested that the recommendations not be made a part of the minutes ot the next regular meeting. Mr. Johns reported that the skating party honoring the Patrol Boys and Girls had been held with about 17 youngsters present. The City provided the rink, skates, and retreshments at a total oost 01' 124.15. He said he would like to see this type reoognition be made a yearly polioy and asked that it be added to the agenda tor the next regular meeting tor consideration Mr. Bell moved that the meeting be adjou'Z'ned.
