MINUTES OF THE MEETING
OF THE CITY COUNCIL,
NORTH RICHLAND HILLS, TEXAS,
HELD ÆT 7:30 P. M., CITY
OFFICES, MONDAY, JULY 10, 1961.
CALL TO ORDER & ROLL CALL:
Present: Mayor Hunter; Councilmen Bell, White, Johns, Terrell and
Campbell.
ADMINISTRATIVE STAFF PRESENT:
City Inspector, Chief of Police, ASAie. Clerk, City Attorney, Fire
Chief, Electrical Inspector, Fire Marshal and City Secretary.
APPROVAL OF MINUTES:
Mr. Campbell pointed out that the date in the eighth paragraph, Page
1 should read "June 29, 1961" instead of "Jul' 31, 1961"; also, Page
2, Paragraph 2 should read "Lot J - 11" instead of "Lot 3 -311." Mr.
Bell moved that the minutes of the regular meeting of June 26th, with
corrections, and the minutes of the special meeting of June 29th. be
approved. Mr. Johns seconded and motion carried 5-0.
COMMUNICATIONS:
(a) Letter from Mr. N. E. James stating the Birdvil1e School
Trustees had entered into a contract with the firm of Crowley, Wright,
Miller & Garrett, Mr. Wayne A. Rohne, Attorney,to be Delinquent Tax
Attorney. Mr. Bell moved for the City to enter into same contract
wi th Mr. Campbell seconding and motion ca.rried 5-().
(b) Letter from W. G. Thomas asking support and cooperation in
bringing about completion of a portion of Holiday LRne East crossing
the State right-of-way. After discussion Mr. Bell moved to appoint a
committee to otudy this problem with the State Hwy. Dept. Mr. Johns
seconded the motion w~ich carried 5-0. Mr. French and Mr. Ray Porter
were appointed to this committee.
1. BUDGET ITEM - RECOGNITION OF PATROL BOYS & GIRLS.
Mr. Johns pointed out the valuable aid the Patrol boys and girls
gave and recommended a show of appreciation each year as in past
years. After discussion, Mr. Johns moved to set up in next Budget a
sum of $75.00 to be used to show appreciation to the Patrol boys a.nd
girls and that the first week in May be set for this action. Mr.
Terrell seconded and the motion carried 5-0.
2. FESUSCITATOR - DOOR TO DOOR SOLICITATION.
Fire Chief Collins reported that the Fire Dept. was going to forget
about holding a Box Supper and were going to have a door to door
solicitation to try to raise funds for the resuscitator.

3. SEWER PROBLEM - MR. FLEMING.
Mr. James Fleming spoke for his neighbors and himself in regards to
the need of sewage lines along Scruggs Drive and asked aid or directives
from Council. After discussion Mr. Bell offered to work with Mr. Flem-
ing and the Water Co. to try to solve this problem.
4. UNPAVED STREET - MR. SPRINKEL.
Mr. Sprinkel stated the unpaved portion of Cummings Dr. where the pro-
po sed Loop 217 is to go in caused hardship on the people vTho 1i ve north
of this area because after a hard rain the strip was unpassable. He
and his neighbors have missed one day of wor]t because of thls. Mr.
French was asked if the Street Dept. could gravel the northern end of
Cummings so these people would have a way to get out of the area dur-
ing a rainy spell. Upon his assurance Council asked for this to be
done.
5. LONSDALE ADDITION ZONING APPEAL.
Mr. Campbell, Attorney, spoke in behalf of Mr. C. W. Dowdy, stating
that a Public Hearing had been held, the Zoning Commission had recom-
mended to Council the zoning be changed and because of an objection,
Council hed deferred taking action. After lengthy discussion Mr.
Bell moved that the rezoning be refused. Mr. Johns, with Mr. Bell's
permission, moved to defer action in order to meet with the Zoning
Board and all interested parties to go over all problems and try to
come to some agreement. Mr. French suggested all parties meet satur-
day, July 15, 1961 at 12:30 P. M. at the City Offices. Motion carried
5-0. (All Discussion on tape)
Mr. Campbell wanted to go on record as saying he appreciated the
efforts of the Zoning Commission, that they had a definate and diffi-
cult job to do and that the Council should back the decisions of the
Board more.
6. APPEALS - MR. CRANK AND MRS. BARTLEY.
The Council agreed unanimously not to hear the appeals of Mr. Crank
and Mrs. Bartley, Council governed by Section 8, Ordinance No. 30.
7. INSURANCE PLANS & SPECIFICATIONS.
Mr. Campbell prêscnted plans and specs. drawn up by independent
Insurance Agencies of North Richland Hills. After explaination and
study Mr. Bell stated he would like to set this for next regular
meeting and Mr. Campbell stated he would like a committee of citizens
other than insurance people to study the insurance needs of the City.
After more discussion it was decided to hold a special meeting on
Monday, July 17, 1961 At 7:30 P. M. at the City Office to discuss and
draft specs. for insurance needs.

8. JOINT MEETINGS OF COUNCIL & ZONING & PLANNING COMMISSION.
Mr. Goodnight told Council of a Bill that had been passed recently
by the state Legislature permitting joint meetings of the Board and
Council. Mr. Johns and Mr. Bell stRted they would sponsor and Ordi-
nance to this effect and for Mr. Goodnight to draft it and present
for study.
9. STREET LIGHTS.
(a) Mr. French read a petition signed by 22 people living around
the North Richland Elementary School asking ~or the Mercury Vapor
lights there to be changed to regular type lights because of so many
insects being attracted. Mr. Terrell moved to have the lights changed
and Mr. Johns A€conded. Motion carried 5-0.
(b) Mr. French reported that he and Mr. Foster of T.E.S. Co.
had found the City needed 104 reg,Üar street lights and recommended
15 Mercury Vapor lights along Hwy. #121 and everr intersection up to
Nor'East Dr. on the Smithfield. Rd. After discussion Mr. Bellnoved
Mr. French bc authorized to order 25 lights installed, the remainder
to be included in new Budget. Mr. Johns seconded, motion carried 5-0.
10. REQ,UEST - THREE ITEl4:S TO AGENDA - MR. JOHNS.
Mr. Johns stated there were three things he wished to discuss and
would like added to agenda: (1) stc..tus of Service Stetion on Rufe
Snow Dr., (2) Spraying for misqultos, (3) Setting date for Budget
Study. Mr. campbell moved, Mr. White seconded to add items to agenda.
Motion carried 5-0.
(1) Concerning the Service station Mr. Goodnight stated he would
like to draw up an Ordine.nce controlling the area of paving around
gasoline pumps. He also sta.ted Mr. Merrell would put on an attendcnt
at the station in question. He stated l:e thought he could have said
Ordinance ready by ncxt regular meetl~g.
(2) Mr. French stated that the City could borrow the County's
spray equipment at no cost if available but that the chemicals nocess-
ary would run $60.00 to $65.00 and would probably need someone to
help operate the equipment. Mr. Johns moved to authorize Mr. French
to spray for misquitos and to spend up to $75'.00 if necessary. Hr.
White seconded and motion carried 5-0.

hoads to have rough drafts of their Budget.rready to submit at a
speclDl meeting Monday, July 24, 1961. Mrs. Ray to mail memo's to
alJ departrnent~l heads. Mr. Campbell Qeconded and motion carried
5-0.
ADJOUHNMENT:
Mr. Bell moved to adjourn at 10:40 P. M. with Mr. Johns seconding.
Motion carried 5-0.
