MINUTES OF THE MEETING
OF THE CITY COUNCIL,
NORTH RICHLAND HILLS, TEXAS,
HELD AT 7:30 P.M., CITY HALL,
4101 MORGAN CIRCLE, AUGUST
28, 1961.
CALL TO ORDER & ROLL CALL:
Those present: Mayor Hunter; Councilmen Johns, White, Terrell and
Campbell. Councilman Bell a'bsent.
ADMINISTRATIVE STAFF PRESENT: City Attorney, Electrical Inspector,
City Clerk and City Secretary.
INVOCATION: Councilman Campbell.
APPROVAL OF MINUTES:
Mr. Campbell moved to approve the minutes of the regular meeting held
August 14, 1961 as submitted with Mr. White seconding. Motion carried
4-0.
Mr. White inquired if Mr. Stalcup had accepted his appointment to the
Zoning Commission for the Public hearing to be held on September 16,
1961, anQ Mayor Hunter stated that he had. Mayor Hunter pointed out
that Mr. Renfro's term of office on the Zoning Commission had expired
and asked the Council to offer suggestions at a later date.
COMMUNICATIONS:
Mayor Hunter explained a letter he had received from Mr. Hugh Henry,
City Manager of Haltom City, in which Mr. Henry told of trying to
operate a school bus last year at the fare of 10¢ per pupil and that
the bus had operated at a loss. The suggested fare for this year
will be l5i per pupil. M~. Henry also gave the route the bus would
take in the North Hills Addition in our city. After discussion Mr.
Camnbell moved that the City of Haltom City be permitted to operate
the school bus in North Ricþland Hills at the suggested fare of l5~.
Mr. Terrel"} seconded and motion carried 4-0.
1. BIDS FOR COUNCIL CHAIRS.
Mayor Hunter quoted prices on chairs from Trinity Office Supply Co. for
use at the Council table and recommended 7 swivel chairs and 1 atr&ight
chair. After discussion three written bids were requested by Council.
2. ADDED ITEMS TO AGENDA: add to
(a) Mr. Johns moved to/agenda final disposition of boundary dis-
pute between Haltom City and North Richland Hills. Mr. Campbell se-
conded and motion carried 4-0.
Mr. Goodnight pointed out the boundaries agreed upon on the map, stat-
ing Morgan Meadows was left in North Richland Hills but the area be-
tween County Road #3036 on the South, County Road #3066 on the North

and east of Morgan Meadows boundary 1tr~s in Hal tom City. Ordinance to
this effect has been drawn and awaiting adoption by Haltom City.
(b) Mr. Johns moved to add to agenda brief discussion on Civil
Defense. Mr. White seconded and motion carried 4-0. Mr. White stated
he had already written to Mr. Sheppard asking for all information con-
cerning Civil Defense and presented a copy of said letter. Mr. Johns
told of a course he was taking under directive of Mr. Lane De Bose and
suggested members of the Fire Department and City employees attend thus
giving a start to the program. Mr. Goodnight stated the Jr. Chamber
of Commerce have been interested in this program for some time and now
that the Council were interested, volunteered their services.
Mr. Johns moved for Secretary to write a letter explaining the need of
a Civil Defense program, asking for volunteers to work on this program
and to send 1etters to Ministers of all Churches asking for it to be
read to the members. Mässers. White and Campbell seconded and motion
carried 4-0.
(c) Mr. Johns moved to add to agenda discussion on appointing a
new Police Chief. Mr. White seconded «nd motion carried. After dis-
cussion Mr. Johns moved that Section 14 of Ordinance $71, which amende
Ordinance #30, requiring a set time of residence, be waived 80 that
Mr. Lewis can be hired as Police Chief. Mr. Terrell seconded and mo-
tion carried 4-0.
Mr. Campbell moved to hire Mr. Chester Lewis as new Police Chief at
the salary of $500.00 per month effective any time up to and by Sept-
ember 11, 1961. Mr. Terrell seconded and motion carried 4-0.
Mayor Hunter introduced Mr. Lewis, then proceeded to swear in Mr.
Lewis as Police Chief. Mr. Lewis thanked the Council and stared he hop-
ed to serve the city to the best of his ability.
After words of praise Mr. Johns moved to commend Mr. Walton for his
long hours of duty as acting Chief and for Mr. Walton to be pro-
moted to the permanent rank of Lieutenant. Mr. Campbell seconded and
motion carried 4-0.
j. BUDGET STUDY:
Council then took up the study of the Police Department Budget as
submitted by acting Chief Walton, Chief Lewis stating he would like
a little time to study and pre1)are one of his own.
After very lengthy study and discussion of the budget Mr. Johns moved
to adjourn at 1:15 P:¥. Mr. Campbell seconded and motion carried 4-0.
