MINUTES OF THE MEETING
OF THE CITY COUNCIL, NORTH
RICHLAND HILLS, TEXAS, HELD
AT 7:30 P.M., CITY HALL,
4101 MORGAN CIRCLE, SEPTEMBER
25, 1961.
CALL TO ORDER & ROLL CALL:
Those present: Mayor Hunter: Counoilmen Johns, Campbell, White
and Terrell. Counoilman Bell absent.
ADMINISTRATIVE STAFF PRESENT: Inspeotor, City Attorney and City
seoretary.
INVOCATION: Counoilman Campbell.
APPROVAL OF MINUTES:
Mr. White moved to approve the minutes of the speoial meeting held
September 5, 1961 as submitted and Mr. Campbell seoonded and motion
oarried 4-0.
Mr. Campbell moved to approve minutes of the regular meeting of Sep-
tember 11, 1961 as submitted, Mr. Johns seoonded and motion oarried 4-0.
1. CIVIL DEFENSE ORDINANCE - APPOINTMENT OF COORDINATOR:
A Civil Defense Ordinanoe was submitted to Counoil by Mr. Goodnight- and
sinoe the Counoil had had no time to study, it was suggested adoption
of said ordinanoe be deferred. Mr. Lane De Bose spoke oonoerning the
importanoe of the Civil Defense projeot after whioh Mr. Johns read the
heading of the ordinanoe and explained to the audienoe the pwrpose of
suoh an ordinanoe. After disoussion Mr. Johns moved to appoint Mr.
Lane De Bose as Civil Defense ooordinator, appointment to become
effeotive upon adoption of said ordinanoe. Mr. Terrell seoonded and
motion oarried 4-0.
After further disoussion it was brought out ordinanoe was in gest the
same as Haltom City's and all members of Counoi1 were fami1ie_r with
that ordinanoe, and Mr. Campbell moved the adoption of ordinanoe,
ordinanoe to be known as Ordinanoe No. 91. Mr. White seoonded and
motion oarried 4-0. While ordinanoe was being signed Mr. Campbell
read a portion of said ordinanoe to the audienoe, asking for any
oomments. There were none.
2. DISCUSSION - TARRANT COUNTY WATER SUPPLY CORP.:
Messrs. Jim Norman and Ray Lofland were ihtroduoed and Mr. Campbell
explained the reasons why the gentlemon were requested to attend this
meet1ng, whioh were primarily street cuts made by Tarrant County Water

Corp. After lengthy disoussion between Messrs. Lofland, Norman, Frenoh
and Counoil, Mr. Lofland stated he thought by presenting these problems
to the Board that a solution oould be worked out in short order. Messrs.
Lofland and Norman were thanked for coming and the Mayor asked Mr.
Frenoh to aid Mr. Norman on locations of trouble areas so he oould
familiarizø himself with these problems before going before the Board.
;. CLARIFICATION OF ZONING - CLEARVIEW ADDITION:
Mr. Homer Norton explained the reasons why Tracts A, B & C, Clear-
view Addition did not appear as zoned Commeroial on the plat or in
minutes of Zoning Commission and of a Council meeting. He felt be-
cause draftsman had failed to print "Commercial" on said Tracts on
preliminary plat was one big error and asked Council to correct this
error. The deed restrictions of this addition st1pulates said Tracts
as Commeroial. After discussion Mr. Campbell moved for this Council
clear the question resulting from an error of ommission in the orig-
inal minutes in regards to Tracts A, B & C of the C1earview Addition
by certifying these Tracts are zoned Commercial (Local Retail-Local
Business). Mr. Terrell seconded and motion carried 4-0.
4. ZONING PROBLEM - HILLVIEW ADDITION - MESSRS. JONES, KIRBY AND
ARNOLD.

Mr. Jones, representing Messrs. Arnold and Kirby, pointed out on plat
Lots 10, 11, 12 and I;, Hi11view Addition, as lots Mr. Kirby wishes to
purohase subject to rezoning from Residential to Local Retail-Local
Business. The Zoning Commission after Public Hearings, had refused
to grant rezoning. Mr. Jones explained the proposed building and red-
wood fence to be erected. Lengthy discussion followed with protests
to rezoning voiced by Mr. Richardson, Mr. May, Mrs. Renfro and Mrs.
Maler. After further discussion Mr. French read recommendations of
the Zoning Commission concerning this area after which Mr. -^ campbell
Moved that the recommendations of the Zoning Commission be upheld.
Mr. Johns seconded. After further discussion motion was put to a vote
with MeAsrs. Terrell, Johns and Campbell voting FOR, Mr. White voting
AGAINST. Motion carried. ---
5. ENFORCING OF ORDINANCE:
Mr. White told of complaints concerning weeds he had been receiving
and of no follow through or enforcement of Weed Ordinance. During
discussion the Chief of Police told of his method of en'orcements he~
has sta.rted and sinoe complainant was not present, the next order of
business was taken up.
6. BUDGET ADOPTION:

Bound copies of the proposed budget for the period staating October
1, 1961 running through September )0, 1962 were presented to Council
and Departmental heads and after some discussion and explaination
Mr. Campbell moved adoption of the Budget with Messrs. Johns, Terrell
and White seconding. After some discussion motion was put to a vote

and carried 4-0.
7 . LAW SCHOOL:
Mr. Goodnight asked Council to approve a registration fee of $45.00
to the Southwestern Legal Institute to be held in Dallas as he felt
his attendance at this school would be benefioial to the City. After
discussion Mr. Johns moved the City Secretary write such check. Mr.
Campbell seconded and motion carried 4-0.
After explaination by Mr. French Mr. Johns moved to refund Mr. I. L.
McMurrey's building permit fee of $50.00. Mr. White seoonded and
motion carried 4-0.
ADJOURNMENT:
Mr. Johns moved to adjourn at 11:16 P. M. with Mr. White seconding.
Motion carried 4-0.
