A. CALL TO ORDER
Chair Trevino called the meeting to order at 7:37 p.m.

C.2 SRB22-0004 PUBLIC HEARING AND CONSIDERATION OF A REQUEST
FROM CENTER POINT CHURCH FOR A VARIANCE TO CHAPTER 106
(SIGNS) OF THE NORTH RICHLAND HILLS CODE OF ORDINANCES AT
7804 MID-CITIES BOULEVARD, BEING 8.489 ACRES DESCRIBED AS LOT 1,
BLOCK 1, CENTER POINT ADDITION.

Chair Trevino opened the public hearing and called on Principal Planner Clayton
Husband to introduce the item.
Chair Trevino abstained from the discussion of the item and left the Council Chamber at
7:41 p.m.
Acting Chair Rodriguez opened the public hearing and called on Principal Planner
Clayton Husband to introduce the item.
Mr. Husband informed the Board the applicant is requesting a variance from the size
standards for monument signs. The site is located at 7804 Mid-Cities Boulevard.
Applicant Jay Bruner Senior Pastor at Center Point Church, 7804 Mid-Cities Boulevard,
informed the Board that over time the newly planted trees have grown and in addition the
utility poles and lines has decreased the sight availability for the church sign. Although
the sign requested is larger than allowed by city ordinance, the applicant believes the
sign will complement the area.
Mr. Husband presented staffs report. The site is located at the southwest corner of
Mid-Cities Boulevard and Smithfield Road. The property has frontage on these streets as
well as Abbott Avenue on the west. The site is currently developed with a
23,570-square-foot church building and associated parking, the site has landscaping and
other site improvements, primarily on the western portion of the site.
In May 2022, the owner applied for a sign permit to construct a new monument sign at
the southwest corner of Mid-Cities Boulevard and Smithfield Road. As part of the plan
review, it was noted that the sign structure and message area were larger than permitted
by the sign regulations. The owner considered modifications to the size in order to
comply with the standards. However, the owner ultimately decided to seek a variance to

allow the sign as proposed. Mr. Husband showed comparative signs to the one being
requested.
Acting Chair Rodriguez asked the City Secretary to call on those who completed a public
meeting appearance form to speak during the public hearing. There being no forms
submitted, Acting Chair Rodriguez asked if there was anyone in the audience wishing to
speak for or against the item to come forward. There being no one wishing to speak,
Acting Chair Rodriguez closed the public hearing.
A MOTION WAS MADE BY BOARD MEMBER TURNAGE, SECONDED BY BOARD
MEMBER WRIGHT OUJESKY TO APPROVE SRB22-0004.
MOTION TO APPROVE CARRIED 6-0-1;WITH CHAIR TREVINO ABSTAINING.
D. ADJOURNMENT
Acting Chair Rodriguez adjourned the meeting at 7:57 p.m.
