WORK SESSION
The City Council of the City of North Richland Hills, Texas met in work session on the
24th day of October at 6:00 p.m. in the City Council Workroom prior to the 7:00 p.m.
regular City Council meeting.

CALL TO ORDER
Mayor Trevino called the meeting to order at 6:00 p.m.

City Council had no questions for staff.

Mayor Trevino announced at 6:02 p.m. that the City Council would adjourn into Executive
Session as authorized by Chapter 551, Texas Government Code, Section 551.074:
Personnel matters to deliberate the employment, evaluations, and duties of public
employees - City Attorney, City Manager, and City Secretary and Section 551.087:
Deliberation regarding Economic Development negotiations - 8800 Mid Cities Boulevard
and 8735, 8859 and 8867 Boulevard 26. Executive Session began at 6:03 p.m. and
concluded at 7:08 p.m.
Mayor Trevino announced at 7:08 p.m. that City Council would convene to the regular
City Council meeting.

Mr. Tim Barth, 8400 Bridge Street, North Richland Hills informed City Council about a
new program for first responders. VOAIReST 4 First Responders is a free, peer-to-peer
small group support sessions designed to help First Responders process feelings of
moral discomfort and distress while reclaiming strength and commitment to their
profession. The program was developed by Volunteers of America (VOA). The online
community allows participants to join from anywhere and anonymity is guaranteed.

B.1 APPROVE MINUTES OF THE OCTOBER 10, 2022 REGULAR CITY COUNCIL
MEETING.
B.2 AUTHORIZE THE CITY MANAGER TO EXECUTE A THREE-YEAR
MICROSOFT ENTERPRISE AGREEMENT PURCHASED FROM
SOFTWAREONE, INC. IN AN ANNUAL AMOUNT NOT TO EXCEED $300,000
AND TOTAL CONTRACT PRICE NOT TO EXCEED $900,000 UTILIZING
DEPARTMENT OF INFORMATION RESOURCES (DIR) COOPERATIVE
AGREEMENT DIR-TSO-4061.
B.3 AUTHORIZE EXECUTION OF AMENDMENT NO. 2 TO THE COOPERATIVE
PURCHASE CUSTOMER AGREEMENT WITH PRODUCTIVE SOLUTIONS
FOR THE PURCHASE OF ANNUAL SURVEILLANCE CAMERA REFRESHES,
ACCESS CONTROL HARDWARE REPAIRS AND PHYSICAL SECURITY
PROFESSIONAL SERVICES IN THE AMOUNT OF $77,430, AN ADDITIONAL
SECURITY CAMERA PURCHASE IN THE AMOUNT OF $2,500 AND RATIFY
PREVIOUS PURCHASES OF $49,945 USING THE INTERLOCAL
PURCHASING SYSTEM (ITPS) CONTRACT FOR A CUMULATIVE AMOUNT
NOT TO EXCEED $129,875 FOR FISCAL YEAR 2022/2023, AND A TOTAL
CONTRACT PRICE NOT TO EXCEED $362,165 THROUGH FY2025/2026.

B.4 AWARD OF BID NO. 22-027 TO DOUBLE D CONTRACTING LLC, FOR
PAINTING THE INTERIOR OF THE PUBLIC LIBRARY (FC2211) AT 9015
GRAND AVENUE, IN THE AMOUNT OF $109,500.
B.5 APPROVE THE PURCHASE OF A NEW SPARTAN PUMPER FOR THE FIRE
DEPARTMENT FROM METRO FIRE APPARATUS SPECIALISTS, INC,
INCLUDING THE ADDITIONAL EQUIPMENT NECESSARY TO RETROFIT THE
UNIT FOR SERVICE AS APPROVED IN THE FY22/23 CAPITAL BUDGET IN
THE TOTAL AMOUNT OF $986,000, USING HGACBUY CONTRACT FS12-19.
B.6 AUTHORIZE THE CITY MANAGER TO EXECUTE AN ANNUAL CONTRACT
WITH COMPLETE SUPPLY INC,. FOR CUSTODIAL SUPPLIES AND
EQUIPMENT THROUGH BUYBOARD CONTRACT NUMBER 649-21, FOR AN
ANNUAL AMOUNT NOT TO EXCEED $125,000.
C. PUBLIC HEARINGS
C.1 ZC22-0041 PUBLIC HEARING AND CONSIDERATION OF A REQUEST FROM
STEPHANIE CAVALIER FOR A SPECIAL USE PERMIT FOR AN INDOOR
COMMERCIAL AMUSEMENT AT 7520 NE LOOP 820, BEING 13.5 ACRES
DESCRIBED AS LOT 5A, BLOCK 1, NORTH HILLS VILLAGE. (WITHDRAWN
FROM CONSIDERATION)
Mayor Trevino opened the public hearing and announced that the property owner has
withdrawn this case from consideration. There being no further action required by City
Council, Mayor Trevino closed the public hearing.

F. GENERAL ITEMS
F.1 CONSIDER RESOLUTION NO. 2022-045, CREATING AND APPOINTING
MEMBERS TO A CHARTER REVIEW TASK FORCE.
APPROVED
City Manager Mark Hindman informed City Council the item before them this evening is
to consider a resolution creating a Charter Review Task Force. The City Council is also
requested to make appointments to the Charter Review Task Force. The City Charter was

originally adopted in 1964 and last amended in 2001. The resolution establishes the
Charter Review Task Force and defines its charge, the composition of membership and
the timeline to provide a recommendation to the City Council. The membership is
comprised of three council members appointed by the Mayor and six (6) North Richland
Hills citizens appointed by Council members in Places 1, 3, and *5 (*position vacant,
should be Place 7). The following articles and sections of the City Charter are included in
the Charter Review Task Force charge for consideration.
! Article V: City Council.
Section 1. City Officials. The Task Force is only to consider provisions in this section
related to Open Meetings and Section 2. Qualifications.
Article VI: Powers and Duties of Officers.
Section 2. Duties of Mayor-Mayor Pro Tern; Section 5. Appointment and Removal of City
Secretary. The Task Force is only to consider provisions in this section related to the
Assistant City Secretary and Section 7. Municipal Court
Article XIV: Planning/Building Regulations.
Section 1. The Planning and Zoning Commission and Section 2. The Planning and
Zoning Commission Powers and Duties
Article XVII: City Civil Service.
Article XVIII: General Provisions.
Section 6. Official Newspaper and Section 13. Ethics
The charge also includes to remove redundancies, inconsistencies and correct any
typographical errors in the Charter, and remove or modify language that conflicts with or
is preempted by other legislation.
Mayor Trevino recommended Council members in Places 2, 4, and 6 be appointed to the
Charter Review Task Force and Council members in Places 1, 3, and *5 (*position
vacant, should be Place 7) forward two recommendations to the City Manager to serve
on the Charter Review Task Force.

COUNCIL MEMBER COMPTON TO APPROVE RESOLUTION NO. 2022-045,
CREATING AND APPOINTING MEMBERS TO A CHARTER REVIEW TASK FORCE AND
THE CITY COUNCIL MEMBERS TO BE A PART OF THE TASK FORCE ARE PLACES 2, 4
AND 6, AND CITY COUNCIL MEMBERS IN PLACES 1, 3, AND *5 (*POSITION
VACANT, SHOULD BE PLACE 7) TO SUBMIT TWO MEMBERS OF THE COMMUNITY
TO SERVE ON THE CHARTER REVIEW TASK FORCE.
MOTION TO APPROVE CARRIED 6-0.

Executive Session pursuant to Section 551.074: Personnel matters to deliberate the
employment, evaluation, and duties of public employees - City Attorney and City
Secretary.

AMENDMENT TO THE EMPLOYMENT CONTRACT WITH CITY ATTORNEY,
MALESHIA MCGINNIS,AS DISCUSSED IN EXECUTIVE SESSION.
MOTION TO APPROVE CARRIED 6-0.
G. EXECUTIVE SESSION ITEMS - CITY COUNCIL MAY TAKE ACTION ON ANY

ALICIA RICHARDSON,AS DISCUSSED IN EXECUTIVE SESSION.

H.1 ANNOUNCEMENTS
Council member Compton made the following announcements.
Get a jump start on your holiday shopping at the NRH Senior Center's annual Arts &
Crafts Fair Wednesday and Thursday, October 26 and 27, in the Grand Hall at NRH
Centre. More than 60 local crafters will be participating. Visit the city's website or call the
Senior Center for more details.
The NRH Animal Adoption & Rescue Center is hosting a Low-Cost Pet Vaccination Clinic
on Saturday, October 29, from 10:00 a.m. to Noon. Pet microchips will also be available.

Early voting for the November 8 election started today and continues through Friday,
November 4. Nearby polling locations include St. Paul Presbyterian Church, the former
Bursey Road Senior Center and the Northeast Tarrant County Courthouse. Please visit

Kudos Korner - Richard Norman, Jose Meza, Benjamin Alva in Public Works - A resident
reported a traffic signal issue and later emailed his appreciation for the staff that
responded. "Thank you for the quick updates and great customer service," he said.
