A. CALL TO ORDER
Chair Copeland called the meeting to order October 3, 2022 at 6:00 p.m.

LEWIS TO APPROVE THE MINUTES OF THE AUGUST 1, 2022 PARKS AND
RECREATION BOARD MEETING.
MOTION TO APPROVE CARRIED 5-0.
C. PRESENTATION I DISCUSSION ITEMS
Chair Copeland and Vice-Chair Lewis acknowledged the upcoming retirement of
Christina Lopez, Parks and Recreation Office Coordinator after 32 years of serving the
community. Flowers were presented on behalf of the Parks and Recreation Board.
D. DEPARTMENT UPDATES
D.1 NRH2O FAMILY WATER PARK UPDATE
Mr. Frank Perez, NRH2O General Manager provided an update on activities at NRH2O
Family Water Park.
--NRH2O is wrapping up their busy 28th season. Many sales and revenue records were
broken this year. Overall food sales alone were at an all time high.
--Doggie Beach Bash was held on September 25, 2022 and was a huge success. The
Park welcomed more than 1200 humans and more than 700 dogs.
--The water park held its annual year-end awards ceremony on Sunday, September 18,
2022. There were ten departmental award winners and the two highest awards, the
Norma French Award and the Brittany Davis-Boiles Team Member of the Year Award
were presented to Juan Gonzalez and Sasha Silva respectively.
--After considering multiple point of sale system vendors, NRH2O has selected
Gatemaster. They plan to have everything completely ready by the 2023 season.
D.2 PARKS CAPITAL PROJECT UPDATE
Mr. Michael Wilson, Park Planning Manger, provided an update on Parks Capital
Projects.
--The NRH Active Transportation Projects for Trails/On-Road is substantially complete.
There are just a few minor items on their checklist to be done.
--Green Valley Raceway Historical Area project was recently reviewed by City
Management. Mr. Wilson provided a Power Point presentation detailing the projected
location of the planned site. No estimated completed date has been set yet. It is

dependant on weather and numerous other factors. This project is already fully funded,
mostly from donations and some from the half-cent sales tax.
--Richfield Park Tennis/Pickleball Court Replacement is complete. There is now one
tennis court and four pickleball courts. It has already been a very popular attraction for
residents and visitors.
--Cross Timbers Playground Replacement was approved by City Council at their last
meeting. This is a heavily used playground that is 16+years old. Replacement parts are
no longer available on many of the features of this playground. Whirlix Design, Inc. has
been awarded the bid for this project. It will have a more modern look with unique
components. Shade structures will also be added. Completion is approximately 200 days
out which should be in Spring 2023.
--The plans are almost complete for the Northfield Drive Sidewalk Connection. City staff
has completed a preliminary sidewalk alignment and is currently developing detailed
construction plan.
--Proposals have been received from four consultants for the City Point Trail
Development in Oncor Easement. These are being evaluated and a contract should be
signed on that project soon.
--Consultants are being sought to design a new and improved Green Extreme at NRH2O
for the 2024 season. Proposals should be received over the next few weeks.
D.3 PARKS MAINTENANCE AND OPERATIONS UPDATE
Mr. Tanner Arwine, Parks Assistant Superintendent provided an update on Parks
Maintenance and Operations activities:
--The Richfield Park entry sign was vandalized and had to be repainted and re-installed.
Vandalism has been very high this year. It is happening all over, not just in North
Richland Hills.
--Fifteen 100 gallon trees were planted along east fence line by the employee parking lot
at City Hall. This was at the request of Police Chief Jimmy Perdue. There is a new
housing development in this area as well.
--Concrete on the Cottonbelt Trail has recently been replaced. It is the section between
Rufe Snow and Iron Horse Blvd.
--City contractors completed the drainage improvement project at Norich Park
playground area.
--Repairs were made to the barbed wire fence on the property just east of Northfield
Park. The fence was damaged with the heavy rains in August.
--Park staff replaced/repaired the three wooden bridges on the Fossil Creek Mountain
Bike Trail. This damage was also a result of the heavy rains in August. Mr. Arwine
acknowledged Fort Worth Mountain Bike Association for being good stewards in helping
to monitor and maintain the trail.
--Landscape lighting was installed at the Grand Hall patio.
--Staff began field preparations for Fall sport tournaments and league play. A backstop

and scoreboard was knocked down by a sudden microburst storm a week ago with 55-65
mph winds.
--North Richland Hills will be celebrating Texas Arbor Day on Friday, November 4 at the
NRH Centre with giveaways and helpful information. Thanks to Bartlett Tree Experts for
sponsoring the tree giveaway.
D.4 NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND
TENNIS CENTER, PROGRAMS AND SERVICES UPDATE
Ms. Adrien Pekurney, Parks and Recreation Director provided an update on activities at
the NRH Centre, Grand Hall, Athletics, Senior Center, Cultural Arts and the Richland
Tennis Center.
--NRH Centre staff is working on year-end specials. These make great holiday gifts to
share with friends and family.
--Aquatics just finished up a great fiscal year. In September they had 108 participants for
swim lessons, selling out all program offerings. FY22 instructional totals included 1,138
group swim lessons, 365 private lessons and 83 specialty program registrants in their
Vacation Ready and Swim Team Prep packages. Ms. Pekurney informed the Board that
Amanda Dusek was recently hired as their new Aquatic PRogram Coordinator.
--Grand Hall closed out a great year with $500K in revenue. Meetings and corporate
gatherings have been a large part of their customers in addition to weddings and other
parties.
--Ms. Pekurney acknowledged the staff at the Grand Hall and all of the other teams in
Parks and Recreation for their success navigating all of the challenges over the last few
years.
--The NRH Senior Center Art Exhibition and Luncheon was held on August 17. This event
featured 74 works of art from 27 artists. Community Partnership with local businesses
continue to be a big part of the success of many of the programs that they offer.
--Richland Tennis Center is wrapped up a hot summer and rainy August with much
success. Multiple high schools will be hosting matches and tournaments through October.
--The City of North Richland Hills is planning the 15th Annual Veterans Day Celebration
on Friday, November 11, 2022 at 11:00 a.m at City Hall. The Veterans Honor Wall will be
featured in the lobby at City Hall the week leading up to the event.
--Ms. Pekurney informed the Parks and Recreation Board about the upcoming
Retirement Reception for Christina Lopez on Wednesday, October 26.
