B.2 REVIEW THE PARK AMENITY REQUEST POLICY AND CONSIDER RECOMMENDATIONS MADE BY STAFF REGARDING THE PARK AMENITY REQUESTS FOR THE FY2023/24 CAPITAL IMPROVEMENT PROGRAM BUDGET. APPROVED Mr. Tanner Arwine provided a summary of the Park Amenity Request Policy and presented the eight park amenity requests that were received by the Parks and Recreation Department in 2022. The Parks and Recreation Board was asked to review and give direction to staff on considering these projects as part of the 2023/2024 CIP Budget. Mr. Arwine presented photos and detailed explanations of staff recommendations to the Board for each of these requests. The Parks and Recreation Board agreed with staff recommendation on all eight of the park amenity requests. 1-Gaga Ball Pit at Tommy and Sue Brown Park: Staff recommends consideration for further exploration. 2-Pull up Bar - Fitness Equipment at Founders Park: Staff recommends further exploration. 3-Public Restroom at Norich Park: Staff recommends not funding a public restroom at this location. 4-Playground Shade at Tommy and Sue Brown Park: Staff recommends funding for this project as part of a future total playground replacement. 5-Pickleball/Tennis Hitting Wall at Green Valley Park: Staff recommends consideration for further exploration. 6-Playground Shade at Liberty Park: Staff recommends not funding this project at this time. 7-Trail Lighting at Linda Spurlock Park: Staff recommends not funding this project. 8-Additional Grill at Linda Spurlock Park: Staff recommends funding this project. APPROVED Mr. Ron Newman presented the NRH Youth Programs Standards of Care Ordinance. Adopted standards are a Texas Department of Family and Protective Services requirement for an exempt status for day care licensing. The Parks and Recreation Board recommended to forward the Youth Programs Standard of Care Ordinance to City Council for their consideration for adoption. MOTION TO APPROVE CARRIED 6-0. C. PRESENTATION / DISCUSSION ITEMS Ms. Adrien Pekurney announced the upcoming retirement of Gary Bechthold, Park Superintendent. After 22 years of dedicated service to the City of North Richland Hills, Gary will officially retire on December 30, 2022. D. DEPARTMENT UPDATES D.1 NRH2O FAMILY WATER PARK UPDATE Mr. Frank Perez, NRH2O General Manager, provided an update on activities at NRH2O Family Water Park. -Mr. Perez introduced Jesse Pena, NRH2O's new Operations Coordinator. She has substantial experience in the water park industry. -Off Season Activities have started at the water park, focusing on necessary repairs and upgrades to attractions and buildings throughout the facility. -The Annual Polar Plunge is coming up on Saturday, February 4, 2023. This event benefits the Special Olympics of Texas - Greater Fort Worth area. -Staff is working to get their new point-of-sale system up and running. They will kick it off December 05, 2022 Parks and Recreation Board Meeting Minutes Page 3 of 6 with their holiday season pass sale which started on December 12, 2022. D.2 PARKS CAPITAL PROJECTS UPDATE Mr. Michael Wilson, Park Planning Manager, presented an update on capital projects. -The NRH Active Transportation Projects for Trails/On-Road project is substantially complete. There are a few minor issues to resolve. -Green Valley Raceway Historical Area plans are complete and have been registered with TDLR. A request for Competitive Sealed Proposals will be advertised in the near future. -The Cross Timbers Park Playground replacement with shade should begin in April/May 2023. This should take around a month-and-a-half to complete. -Northfield Drive Sidewalk Connection from Davis Blvd to Northfield Park plans are nearly completed and will be out for bids soon. -City Point Trail Development in Oncor Easement has a design contract under review at this time. -Work on the Cross Timbers Bleacher Shade Replacement project is anticipated to start in January. -Dr. Pillow Playground Replacement with Shade project will include replacement of the existing playground. -Green Valley Park Safety Fence and Drainage Improvements is a dual project that includes fencing and drainage. Construction is estimated to start Summer 2023. -Weather Stations and Inclement Weather Alert Systems would include three stations located at Iron Horse Golf Course, NRH2O Family Water Park and Green Valley Park. The six weather alert systems would be located at Northfield Park, Green Valley Park, Cross Timbers Park, Walker's Creek Park, Richland Tennis Center and Richfield Park. This project will use ARPA funding. -NRH2O Green Extreme Replacement Project is in the planning process. Staff is hopeful that new construction can begin at the end of the 2023 season. D.3 PARKS MAINTENANCE AND OPERATIONS UPDATE Mr. Tanner Arwine, Assistant Director, provided an update on parks maintenance and operations activities. -Staff recently completed the fall cattail removal at the Lakes at Hometown. -City contractors and park staff completed the holiday light installation at City Hall and other city facilities. -Staff continues to replace playground parts at various parks. -New bench seats and backs were installed at Tipps Canine Hollow Dog Park. Benches at the Barfield Pavilion were also replaced. -Adult and youth sports have finished their fall baseball, football, soccer and softball December 05, 2022 Parks and Recreation Board Meeting Minutes Page 4 of 6 leagues. Staff will now begin preparation for the Spring 2023 season. -The park operations organizational structure has been reorganized to increase efficiency. There are now four supervisors: Landscape, Infrastructure, Irrigation and Athletic Fields. No full time employees were added and there were no changes to the budget with this restructure. -Staff went into detail on the location of irrigation zones within the city and the planned maintenance. DA NRH CENTRE, GRAND HALL, ATHLETICS, SENIOR CENTER, RICHLAND TENNIS CENTER, PROGRAMS AND SERVICES UPDATE Mr. Antonio Evangelista, Assistant Director, presented an update on activities at the NRH Centre, Grand Hall, Athletics, Senior Center, Cultural Arts and the Richland Tennis Center. -The NRH Centre sent out a New Year's membership special via direct mail. -Holiday hours for recreation facilities was reviewed. -The 2022 Run Run Rudolph was held on Saturday, December 3 at the NRH Centre. There was a great turn-out with 324 registered participants. -Grand Hall had a great start to the fiscal year with approximately 25% of the annual revenue over the first couple of months. December is looking very busy with over twenty-five events scheduled consisting of corporate trainings, holiday parties and social events. -Flooring replacement plans are in the works at the Grand Hall ballroom/lobby as well as the senior center and some of the rooms on the recreation center side. -Average Joes Basketball League continues strong enrollment with another sold-out season. -Adult softball leagues finished up the end of November with strong numbers. The winter break will allow for maintenance with Adult Leagues resuming in Spring 2023. -NRH Senior Center Craft Fair was held on October 26 and 27 in the Grand Hall. It was one of their larger events with 47 vendors and over 850 guests attending. All items sold were hand-crafted by seniors. -November luncheon participation was increased from their regular 125 members to 200 members due to funds raised during the September garage sale. -Mr. Evangelista conveyed staff appreciation to all of their Community Partners who sponsor luncheons and other events at the Senior Center. -Richland Tennis Center had a strong finish to the year with a busy fall tournament schedule. The 19th Annual Toys for Tennis Tournament is scheduled for December 17. -The NRH Christmas Tree Lighting took place on Thursday, December 1 at Stormy Plaza Park which featured Santa and a Christmas-themed Drone and Laser Show by Sky Elements. -Plans for an outdoor NRH Poetry Trail featuring NRH poets is currently in development. There will be four 9" x 12" poetry plaques to be installed in the spring of 2023 along the December 05, 2022 Parks and Recreation Board Meeting Minutes Page 5 of 6 Linda Spurlock Park central walking trail. This is part of the "Art Lives in Our City" initiative. E. Associations are required to report their financials, income statement, registration details and program offerings. The following association will present their 2022 annual report: • Birdville Area Youth Futbol Alliance (BAYFA) — Primary site use at Green Valley Park (all soccer fields, meeting room and concession stand) • Richland Youth Association (RYA) - Primary site use at Richfield Park (all baseball football fields, meeting room, and concession stand) and Cross Timbers Park (fields 1, 2, 4, meeting room, and concession stand) IrLp NOKTH KICHLAN HILLS PARKS AND RECREATION BOARD MEMORANDUM FROM: The Office of the City Manager DATE: February 6, 2023 SUBJECT: NRH2O Family Water Park Update PRESENTER: Stephanie Hee-Johnston, NRH2O Assistant General Manager GENERAL DESCRIPTION: Staff will report on activities at NRH2O Family Water Park. REVIEW OF EVENTS A. NRH2O Hiring and Training Starting on February 1, NRH2O will begin to interview and hire the 400 plus seasonal team members who join our staff every year to provide outstanding service to park guests. This process usually begins with the annual rehire party for all team members looking to return for the upcoming season. The rehire party will be held on Thursday, February 9. Shortly thereafter, interviews begin for individuals looking to join the water park team for the first time. Anyone interested in employment with the park can go to www.nrh2o.com/iobs for more information. Staff training will begin in late February and early March with the full time and supervisory team attending management training, followed by leadership training and finally the general orientation and department training for all seasonal team members. B. NRH2O Admission Pricing and Seasonal Salary Update In order to assist in the hiring and retention of team members for the 2023 season, NRH2O will be raising its seasonal salary rates for the second year in a row. All team members will see an increase of $1 an hour to their starting salary. These increases, in addition to the numerous incentives such as the year end incentive, team member parties, free tickets during the summer, and others,will help the park attract and retain the seasonal team members that are a large part of the annual success, safety and guest satisfaction at NRH2O. These salary increases will be paid for by increases to the season passes at the park. Both resident and non-resident passes will have a slight increase as follows: • The Season Pass level will see an increase of$10 • The Greatest Value pass level will see an increase of$5 IrLp NOKTH KICHLAN HILLS • The Extreme Pass level will see an increase of$20 These increases will pay for the seasonal salary increase while also allowing for a surplus of funds. These increases will also still allow the park to be competitive in the DFW area. C. Polar Plunge Update The park will host the annual Polar Plunge on Saturday, February 4, 2023. This event benefits the Special Olympics of Texas — Greater Fort Worth Area. Participants will plunge for proceeds by taking a teeth-chattering dip into freezing cold water! To pre-register and create a fundraising page, please visit _hops://pivebutter.com/ ichlandPolarPlunge. Registration on plunge day will start at 8.00 a.m. For more information, contact Becky Shoulders at 737-235-3833 or bshoulders sotx.orp. Proceeds help support more than 4,200 athletes in the Greater Fort Worth Area. Registration currently is healthy at an estimated 100 guests ready and willing to take the plunge. The current forecast calls for temperatures in the 40's during the event. D. Staff Update The full-time team continues to work at achieving new levels of professional development and furthering the name and reputation of NRH2O within the surrounding community and water park industry all season. Numerous members of the full-time team have again been asked to present and teach at national and international conferences such as the World Waterpark Association conference (WWA) and the Association of Aquatic Professionals conference (AOAP). Bryon Bustmante was recently promoted to Water Park Revenue Manager. Bryon has served as the Food and Beverage/Retail Coordinator for 16 years. This promotion continues Bryon's commitment to overall in-park service and retail development furthering NRH2O's enterprise business model for self-sustaining operations through exceptional guest services. IrLp NOKTH KICHLAN HILLS E. Off-Season Projects Update Park staff continues to work on many improvements and additions for the 2023 season. The ice cream shop is getting a makeover with a new the floor, new Dippin' Dots signage and decals, and new countertops. r V I i u �)1 Y ; f fit Piper's food area has also had a new non-slip, concrete stained floor installed. Lastly, park staff continues to replace old and worn furniture and picnic tables with new items as the park works to replace the majority of furniture over a 4- year period. IrLp NOKTH KICHLAN HILLS PARKS AND RECREATION BOARD MEMORANDUM FROM: The Office of the City Manager DATE: February 6, 2023 SUBJECT: Parks Capital Projects Update PRESENTER: Michael Wilson, Park Planning Manager GENERAL DESCRIPTION: Mr. Michael Wilson will present an update on Parks Capital Projects. NRH Active Transportation Projects for Trails/ On-Road This project will provide for the implementation of recommendations identified in the City Wide Trail and Route System study addressing safety enhancements at street crossings, warning signs and markings, 911 response location signs and trail and route connections. The recommendations for implementation are all designed to provide safe, friendly on- street bicycle transportation throughout the City. • The project is substantially complete. Over the next few weeks, the contractor will replace a faulty solar panel on one of the Rufe Snow RRFBs, and the entire project will undergo a review by a Registered Accessibility Specialist. Green Valley Raceway Historical Area This project provides for the design and construction of a historical plaza adjacent to North Tarrant Parkway, east of Smithfield Road where the John Barfield Trail meanders through what once was the Green Valley Raceway. Proposed amenities include an attractive pedestrian and bicycle plaza with benches, trash receptacles and signage with information and photographs that celebrate the rich history of a bygone era in North Richland Hills. • A Request for Competitive Sealed Proposals was issued on December 14, and responses were received on January 24. The city received proposals from 4 different contractors. Bid prices unfortunately exceeded the project budget, so staff will revisit the design to look for additional cost-saving measures. For more information about the project, please access the following link. https://www.nrhgreenvalleyraceway.com/ IrLp NOKTH KICHLAN HILLS FY 2021/2022 NEW CAPITAL IMPROVEMENT PROJECTS Adventure World Playground Phase 2 This project provides for the addition of a small park pavilion near the playground along with the addition of a sprinkler system along Starnes Rd, near the parking lot, restroom and playground area. • Park operations staff has procured an 18'X30' Pavilion that will be installed in an upper pod, across from the Woodland Excursion landing. Delivery of the pavilion is expected in 1-2 months. In the meantime, Park planning staff has requested quotes from several contractors to install the foundation and connecting sidewalks. Cross Timbers Park Playground Replacement with Shade This project provides for the replacement of the playground at Cross Timbers Park which will include a shade structure. • Due to an opening in the manufacturer's pipeline, construction of the playground was moved up 3 months, beginning in mid-January. Installation of the playground is expected to be completed by the end of February. Northfield Drive Sidewalk Connection from Davis Blvd to Northfield Park This project will provide for the construction of a 6' wide sidewalk along Northfield Drive from Davis Blvd eastward to the John Barfield Trail in Northfield Park. • City staff has completed a preliminary sidewalk alignment and is currently developing detailed construction plans. City Point Trail Development in Oncor Easement This project will provide for the design and construction of a 10'wide multi-use trail in the Oncor easement just west of the City Point development from Glenview Drive northward to an existing 6'wide residential pedestrian trail adjacent to City Point Phase 2 along Blvd 26. Staff met with Aguirre & Fields to kick off the project and discuss the schedule moving forward. Design for the project is scheduled to be completed in July 2023. IrLp NOKTH KICHLAN HILLS FY 2022/2023 NEW CAPITAL IMPROVEMENT PROJECTS Cross Timbers Bleacher Shade Replacement This project provides for the removal and replacement of shade canopies on 9 existing shade structures at Cross Timbers Park. • A purchase of replacement shade fabric from USA Shade is being processed, and we anticipate installation of the new fabric to begin in February. Dr. Pillow Playground Replacement with Shade This project provides for the replacement of the existing playground at Dr. Pillow Park. Due to heavy usage, exposure to the elements and natural aging, the playground equipment is now due for replacement. • Park Planning Staff is putting together a request for proposals that will be released in early February. The Cross Timbers Playground Replacement RFP was recently awarded, and we wanted to give a small buffer between the two RFPs to ensure a good number of responses. Green Valley Park Safety Fence and Drainage Improvements This project provides for the addition of 1,200 linear feet of 6'tall black vinyl-coated chain- link fence between all 8 soccer fields and the adjacent parking lot at Green Valley Park, and drainage improvements on the north side of the park adjacent to Fields 5 thru 8. • Staff is putting together bid documents for this project. Separate contractors will be used for the fencing and drainage projects. We anticipate construction of these elements to occur this summer. Park Infrastructure Maintenance 2023 This project provides for maintenance of park infrastructure in response to use, age, damage, and safety. The FY2023 priorities and cost estimates include: Fall Safe Material Replacement throughout multiple playgrounds ($45K), Sport Field Renovations ($25K), Drinking Fountain Replacements ($16K), Playground Equipment Replacements at Adventure World Playground and Liberty Park ($20K), Trail Concrete Replacements on the Cotton Belt and John Barfield Trails ($30K), HomeTown Pedestrian Bridge Preservation as a part of a 5 year restoration schedule ($14K), Park Restroom fixture Upgrades at Adventure World Playground and Richfield Park ($20K), Park Furniture Replacement($20K) and Trail and Park sign Replacement at various top priority locations ($30K) . While this list is thorough, changes can be made during the year due to safety or damages that arise. • Staff is in the process of hiring a contractor to repair a backstop at Richfield Park that was damaged during a storm in late September. Bids are currently being procured for the concrete replacement projects along the Cotton Belt Trail. Staff IrLp NOKTH KICHLAN HILLS has inventoried the existing Custom High-Pressure Laminate (CHPL) signs throughout our park system and developed a prioritized list for replacement. Weather Stations and Inclement Weather Alert Systems This project identifies strategic locations for three weather stations and six audible weather alert systems at identified parks and recreation facilities within North Richland Hills. The weather stations would be located at Iron Horse Golf Course, NRH2O Family Water Park and Green Valley Park. The weather stations provide real time and proactive portable lighting detection and alerts along with advanced weather radar software with high-definition weather and lightning detection radar which indicates precipitation and lightning patterns for proactive safety decision making. Along with the three weather stations, six high utilization parks and facilities have been identified to house audible weather alert systems at the identified site. The audible weather alert systems would be located at. Northfield Park, Green Valley Park, Cross Timbers Park, Walker's Creek Park, Richland Tennis Center, and Richfield Park. • Staff has contacted all BuyBoard entities that specialize in the supply and installation of weather alert systems. One contractor has responded with a proposal. IrLp NOKTH KICHLAN HILLS PARKS AND RECREATION BOARD MEMORANDUM FROM: The Office of the City Manager DATE: February 6, 2023 SUBJECT: Parks Maintenance and Operations Update PRESENTER: Tanner Arwine, Assistant Director GENERAL DESCRIPTION: Mr. Tanner Arwine, Assistant Director, will present an update on the following Parks Maintenance and Operations activities: General Park Maintenance • Contractors recently performed tree pruning maintenance at Cross Timbers, Faram Park, North Tarrant Parkway, The Lakes of Hometown, Linda Spurlock and JB Sandlin Parks. • The EF-1 tornado on December 13 caused significant damage at Tipps Canine Hollow. Staff and City contractors removed several large oak trees that were uprooted by the storm. Fencing was also damaged by these falling trees and was also repaired. All cleanup and repairs were performed to be able to open the park by the end of week. • Park Operations staff performed some repairs around the pond edge at Linda Spurlock Park. These repairs consisted of concrete around some erosion issues, grading of topsoil, and the establishment of new sod. • Park water fountains and irrigation pumps have been winterized to prevent damage as temperatures consistently drop below freezing. Several water fountains are set to be replaced at Walkers Creek, Norich, and Ace Parks. New fountains are typically being replaced with the standard drinking fountain, plus a bottle filler and dog fountain. Infrastructure Maintenance • Staff recently replaced section of worn fencing on the south fence line at Tipps Canine Hollow. • Staff has re-striped the parking lot at Liberty Park and will stripe Tipps Canine Hollow in the coming weeks as weather allows. • Pull-up/somersault bars were recently added at Faram Park. These bars replaced an older playground piece that had reached its life expectancy. IrLp NOKTH KICHLAN HILLS Athletics • Athletic crews have been performing fence replacement on various fields at Richfield and Walkers Creek parks. Damaged and worn fencing is replaced as identified for player safety. • Infield clay and conditioner has been delivered for replacement for the baseball and softball fields. Clay will be added to improve drainage and playability. Conditioner helps the fields control soil moisture, providing optimum playing conditions. • Field 4 at Cross Timbers will be receiving an artificial pitching mound in the coming weeks. Artificial mounds have been installed on all fields with mounds at Richfield and Cross Timbers that are utilized by the Richland Youth Association. These mounds help prevent rain outs, save labor hours, and provide an excellent pitching surface. • Pre-emergent applications for warm season annual weeds will begin over the next several weeks. Simultaneously, post-emergent applications will take place to treat winter weeds such as henbit, annual bluegrass, and rescuegrass. • Ryegrass will be fertilized in the coming weeks at Green Valley Park in preparation for the upcoming soccer season. Staffing • Positions within the new Park Operations staffing structure have been filled, with the exception of Maintenance Work I new hire positions. Matt Johnston was recently promoted to Park Superintendent, the position vacated with the recent retirement of Gary Bechthold. Michael Salazar has filled the Athletic Field Supervisor position, Cody Lewis has filled the Irrigation Supervisor Position, and Scott Pearce has filled the Landscape Supervisor position. Chris Lamar has been in a supervisory role and will continue to serve as the Infrastructure Supervisor. NRH CENTRE A. The NRH Centre is currently offering its New Year Membership Specials through February 2023. Membership specials include 10% off all paid-in-full specials, 6-month packages for both Individual and Families, as well as a 2-week free trial to check out all of the NRH Centre's amenities for all new members. B. The 31St annual Daddy Daughter Valentine Dance will be Saturday, February 18. The first two dances (ages 3-6 and ages 7-10) have sold out and there is still room in the ages 11-14 dance. Activities will include a DJ providing music and dance floor games, a beautiful dessert box and carnation at the door, dancing and photographs. C. Youth classes for Winter/S�rinq 2023 kicked off the week of January 9. The Winter Spring Discover was released mid-December. Spring offerings include Fine Art Classes, After School STEM programming, Karate, Dance, Gymnastics, and Sports Clinics. There are over 250 kids registered for programs that started in January. D. January swim lessons are in full swing with 189 participants and 93% capacity. Aquatics had four Instructors attend Water Safety Instructor Training over the holiday break and six new team members completed training which has helped launch this swim lesson season. Last fall aquatics ran an abbreviated session due to staffing shortages. GRAND HALL AT THE NRH CENTRE: A. Grand Hall completed an incredible first quarter, hosting over 80 events and collecting 40% of the annual revenue. January is also off to a strong start with 20 event days, majorly corporate events. ATHLETICS A. The Athletic Division just completed its first 2023 session of Average Joes Basketball league and Coed Volleyball leagues held at the NRH Centre. B. Registration for the next session of Coed Volleyball is underway with Tuesday Intermediate and Thursday Recreational/Competitive leagues beginning February 7 and February 9. Limited spots are available in the Competitive division while all other leagues are full. C. Adult Softball will return to Northfield Park on Thursday, March 2. Leagues will take place on Monday, Tuesday, Thursday and Friday evenings. Offerings include Men's E, Men's Church, and Coed divisions. D. Field Rentals are in full swing for the Spring 2023 season for Cross Timbers, Walkers Creek and Northfield Park. The NRH Athletic Coordinator full time position was recently vacated by Michael Richardson recently accepted a position with another municipality. The NRH Senior Center Gives Back Team of 7 spearheaded the 2022 Initiative that gave back to our local community in the following ways: a. First Quarter, NRH Animal Adoption and Rescue Center—255 hand towels, 90 bath towels, newspaper and pet items b. Second Quarter, NRH Fire Department — 81 cases of water c. Third Quarter, I Can Still Shine Women's Shelter— 206 school supplies, 12 - $20 gas cards, 433 small toiletry items d. Fourth Quarter — NRH Fire Department — 190 Toys Once a month, Food Pantry— Legacy Church of Christ Lunch Box Food Pantry 2,649 items/$228 B. In an effort to ensure maximum member participation for scheduled programs, the Three Strike Attendance Process began January 2, 2023. This stems from participant "no show" for activities that have a waiting list or that community partners have purchased supplies. The process states that members need to provide at least 24 hours notice if unable to attend a trip, community partner led program or the monthly luncheon. If three strikes are made, the member will fall to the end of the registration process for three months. This process was highlighted in the October — December 2022 newsletters as well as announcements at scheduled activities. IrLp NOKTH KICHLAN HILLS C. The 2023 Community Partner Opportunities opened in October 2022. Currently all Gold, Silver and Bronze Level partnerships have been claimed. D. The NRH Senior Center relies heavily on Community Partners in order to offer many of their programs. Partnerships fall into three categories, (GOLD, SILVER and BRONZE). Gold Level consists of the monthly luncheon partnership. Silver Level are special activities. Bronze level consists of Bingo and monthly tournament prizes. a. The winter in-house leagues will start January 22 and runs for 8 weeks consisting of over 30 players. D. Springtown High School has again selected RTC to host their weekly tournaments, using 12 courts, which takes place every Wednesday. Play begins on January 25 and runs through March 22. E. RTC will manage the first reservations for Pickleball League at the recently renovated Pickleball Courts at Richfield Park. This is a regional league that travels to area courts for home and away games. There are several teams from NRH and the Richfield Courts will be their home courts for the upcoming spring season. Games are played on Tuesday mornings. Staff is managing this new reservation with league access to 3 courts so that there is always a 4t" open play court available. Staff will monitor this first-time reservation and determine future use for leagues as needed. CULTURAL ARTS AND SPECIAL EVENTS A. Plans for an outdoor NRH Poetry Trail featuring the writing of North Richland Hills- area poets are currently in development, with four 9" x 12" poetry plaques to be installed in the spring of 2023 along the Linda Spurlock Park central walking trail. The plaques will be placed at regular intervals and will feature poems celebrating the beauty of nature by four poets who submitted their work for this important NRH Arts Program, which is part of the "Art Lives in Our City" initiative. Lana Aarnos Jackson, IrLp NOKTH KICHLAN HILLS Lisa Martinez, Jessica Copeland Bell and Lori Newbold each have deep connections to North Richland Hills and they have written works that are inspired by the NRH Parks and Trails that they utilize often for exercise and inspiration. In addition to the poetry, each plaque will feature a photo and short biography of the author. The NRH Poetry Trail is an Arts Initiative of the North Richland Hills Parks and Recreation Department and is intended to encourage and promote the art of prose, poetry and self-expression created by talented NRH Community members. Gary Bechthold Retires After 22 Years with NRH Parks and Recreation—Park Superintendent, Gary Bechthold is retiring at the end of this month after 22 years of dedicated service to the NRH Community. During Gary's tenure with the Parks and Recreation Department, he established countless professional operating standards and best practices that have recognized the NRH Park system as one of the best in the country! His care and stewardship of the community's most natural resources, as well as his leadership and development of NRH Park Operations team, have been significant hallmarks of his career with NRH. IIIIIIIIII�IIIIIIIIIIIIIIIIIII iDui ,�y flip l k� I m i Wp NRH Holiday Lighting Along Hawk Displayed Through January 2—Don't forget that the array of holiday lighting along Hawk Avenue, Grand Avenue and City Point Drive that were turned on the day after Thanksgiving are on each evening through January 2 and is a wonderful sight to drive through. Holiday photo opportunities are also available in the outdoor plaza area of the NRH Centre, 6000 Hawk Avenue. The Holiday Lights and photo opportunities will be displayed through January 2, 2022 for the community to enjoy. All Outdoor Restrooms and Water Fountains Closed This Weekend—Due to the extended period of cold weather and freezing temps in the forecast, beginning Thursday, December 22 all NRH Park Restrooms are currently closed and water fountains will be turned off. The restrooms will reopen as soon as the weather allows. During the winter months we open and close the outdoor restrooms as needed. 1 NRH Parks and Recreation Adopts Family for Christmas—Numerous departments within the City of North Richland Hills have long participated in the Christmas Providers Adopt-a Family Program each year to help give back to our own community. Each participating department is matched with an adopt-a family to help provide this family with a special holiday. The Parks and Recreation Department this year adopted a family with a mother and 5 children and delivered both gifts and food donations on December 19. This is the spirit of the season that embodies the NRH team and we are so fortunate to be able to share and care for other. We love giving back to the community we serve! ! r 21 Uy Y d NRH Parks and Recreation Partners with Sky Elements for NRH Toy Drive and Drone Show—As a special gift for the community, we partnered with Sky Elements on the largest drone show in Texas with 1001 drones on Sunday, December 18. The 10-minute visual spectacle was free and people enjoyed it from their car in the parking lot of the Birdville Fine Arts Complex. People were asked to bring a new unwrapped toy for the NRH Toy Drive, benefiting the Community Enrichment Center for needy families in our own community. III NRH Christmas Tree Lighting Thursday, December 1—NRH kicked off the Christmas season with the NRH Christmas Tree Lighting held on Thursday, December 1 from 6 p.m. — 8 p.m. in Stormy Plaza Park, 9010 Grand Avenue. The event was filled with the lights and sounds of the holiday season and included a traditional tree lighting, Christmas music and holiday crafts coordinated by the NRH Library. The EF-1 tornado on December 13 caused significant damage at Tipps Canine Hollow. Staff and City contractors removed several large oak trees that were uprooted by the storm. Fencing was also damaged by these falling trees and was also repaired. All cleanup and repairs were performed to be able to open the park by the end of week. Park Operations staff performed some repairs around the pond edge at Linda Spurlock Park. These repairs consisted of concrete around some erosion issues, grading of topsoil, and the establishment of new sod. Park water fountains and irrigation pumps have been winterized to prevent damage as temperatures consistently drop below freezing. Several water fountains are set to be replaced at Walkers Creek, Norich, and Ace Parks. New fountains are typically being replaced with the standard drinking fountain, plus a bottle filler and dog fountain. Park Maintenance Staffing Update—Positions within the new Park Operations staffing structure have been filled, with the exception of Maintenance Work I new hire positions. Matt Johnston has replaced Gary Bechthold as Park Superintendent. Michael Salazar has filled the Athletic Field Supervisor position, Cody Lewis has filled the Irrigation Supervisor Position, and Scott Pearce has filled the Landscape Supervisor position. Chris Lamar has been in a supervisory role and will continue to serve as the Infrastructure Supervisor. NRH Aquatics—January Swim Lessons are in full swing with 189 participants and 93% capacity. We had 4 Instructors attend Water Safety Instructor Training over the holiday break and 6 new Team Members completed Aide training which has helped us launch this Swim Lesson season. Last fall we ran an abbreviated session due to lack of staffing. We are working through some staffing challenges during the day and continue to search for daytime help. The goal is to keep the Aquatics area open for member and guest usage. All other hours have been filled for nights and weekends. 1 NRH Centre Youth Programs— Classes for Winter/Spring 2023 kicked off the week of January 9! This spring we are offering some new programming with our partner Snapology of „ Grapevine for Afterschool and preschool programming during the day. Other offerings this Spring include Fine Art Classes, Karate, Dance, Gymnastics, and Sports Clinics. There are y1' over 250 kids registered for programs that started in January! Preschool teachers were excited to welcome kids back from Winter Break. They are currently celebrating the Wild West and learning about all things r Cowboy/Cowgirl. The classroom has been transformed into a ranch.Preschoolers have posed for their Wanted Posters, decorated cowboy boots, they will learn how to pan for gold, and build their own gumdrop corral. NRH Centre—The NRH Centre has developed a turn-of-the-year membership special that was sent out via direct mail prior to the start of the Thanksgiving holiday. Open Trail Ride at Fossil Creek Mountain Bike Trails in March—NRH Parks and Recreation will host an Open Trail Ride at the Fossil Creek Mountain Bike Trails, 6101 Onyx Drive South, on Saturday, March 4, 0ii! 2023, from 10:00 a.m. to 1:00 p.m. Grab your bicycle and helmet and join us and partner Fort Worth Mountain Bike Association for trail rides, raffles, food and fun! The Mountain Bike Trails include approximately 5 miles of trails, a trailhead kiosk and a small parking lot. Fossil Creek Mountain Bike Trails are a great beginner/intermediate experience for riders of all ages and a great trail for continuing to work on the technical skills of mountain biking for more advanced riders. More info at https://bit.ly/F®ssilCreekMountainBike. Richland Tennis Center —RTC just completed January UTR which had 110 participate. The next UTR event is scheduled for February 25-26. The � players p p Y monthly UTRs have been a great success and an opportunity for juniors to play tournaments in the DFW area. Registration has begun for the January/February °l adult and junior classes which will run through February 22. Also, registration continues for the RTC in-house league which begins February 27. During the winter months, we are reviewing options on what changes could be made to increase the junior program for the upcoming Spring and Summer. NRH Senior Center—January signals the beginning of annual volunteer team training. With over 15 kitchen volunteer time slots per week, training includes food preparation, storage and kitchen cleaning and disinfection. This year, training will be divided into Returning and New team members. All senior classes are offered by senior volunteer instructors, we are happy to see the interests for our new "Music Reading" class that will be offered twice a month. New in 2023 is a monthly Community Partner opportunity — Monthly Birthday Brunch. Healing Hands Healthcare kicked off the year with beagles/cream cheese and fruit during this event. The Birthday Card team expanded for 2023 and has offered more volunteer 2 team opportunities for members. Over 1,000 Handmade cards were made by Center member Paula Farr. The 12-member team was divided up into groups of 4 rotating through the 12 months to acquire member signatures. Cards are returned to the front desk for address and mailed out at the beginning and middle of each month. Monthly Educational Sessions in January included SOAR (Stand Out, Act Responsibly) with Prescription Drug Safety, Taming Your Paper Piles with Barbie Manley, owner of Organizing by Barbie and Listening to your Body by Dr. Kate. AARP Safe Driving started back at the center this month after the long break during the pandemic. Our 31 Annual Fiona the Hippo Birthday Party was held on January 24 in honor of the feisty hippo princess from the Cincinnati Zoo. The birthday song video was posted on the Zoo's Facebook page.
