The recommendations for implementation are all designed to provide safe, friendly on- street bicycle transportation throughout the City. • The project is substantially complete. Along with the three weather stations, six high utilization parks and facilities have been identified to house audible weather alert systems at the identified site. The audible weather alert systems would be located at. IrLp NOKTH KICHLAN HILLS PARKS AND RECREATION BOARD MEMORANDUM FROM: The Office of the City Manager DATE: April 3, 2023 SUBJECT: Parks Maintenance and Operations Update PRESENTER: Tanner Arwine, Assistant Director GENERAL DESCRIPTION: Mr. Tanner Arwine, Assistant Director, will present an update on the following Parks Maintenance and Operations activities: General Park Maintenance • Park staff have been diligently working on cleanup and repairs from storm damage that occurred on Thursday, March 2nd. Storm damage was widespread across the parks with both damage to trees and infrastructure. Windscreens at Northfield tennis courts, playground shade at Richfield Park, and bleacher shade at Cross Timbers were some of the larger assets that were damaged. Tree damage, while widespread, was very heavy at Green Valley, Cross Timbers and Fossil Creek Park. The majority of tree damage is expected to be cleaned up by Friday, March 17. Infrastructure repairs will continue as we procure materials and vendors to make repairs. • A vendor was hired to perform cleaning and sanitation of all restrooms that stay open 24/7. Last year, the vendor serviced Green Valley and Northfield Parks and we were very pleased, even receiving comments from the public. Cleaning is performed once per week by the vendor and an additional two times by park staff. • Park staff installed new sign banners throughout all city entry monuments. The new look is great and was designed by Sarah Green. Additional banners were installed down City Point Drive that highlight the 70t" anniversary of NRH. Infrastructure Maintenance • Park staff replaced the structural lumber decking on the second vehicular bridge between holes seven and ten at Iron Horse Golf Course. The golf course purchased the material and park staff performed the installation. With in-house staff, we were able to perform the replacement over several nights, allowing the course to stay open during the day without interrupting play or revenue on the course. • A spiral slide along with associated stairs and decking were replaced at Tommy and Sue Brown Park. The parts had been on order for over nine months and IrLp NOKTH KICHLAN HILLS were installed in two days once they arrived. Staff is hopeful that this will be the last major repair before an anticipated replacement of the playground next fiscal year pending budget approval. • Park staff repaired the shade structure that was damaged at Norich Park after the storm event on March 2. Athletics • Athletic crews have begun preparing 30 athletic fields for various sports. Many fields are tended to daily depending on the sport and schedule. • Richfield Field 2 backstop was replaced right before the start of the season. The backstop was damaged from large straight line winds last fall. • The natural turf down the middle of field 2 at Green Valley Park was replaced during the soccer season after receiving damage from an adult group outside of the organization that was playing on Sunday evenings without permission. Staff and BAYFA have seen the group out there several times and have addressed the issue with them, while providing other locations that they could play. • Post emergent weed applications targeting winter annual weeds have been made to all athletic fields. Staffing • Staffing for weekends has typically included one park staff for four hours on Saturday and four hours on Sunday performing weekend maintenance tasks. These tasks mainly include servicing restrooms and park pavilions. Recent changes now include a staff member working eight hours on Saturday and eight hours on Sunday. The changes were made because of high usage of pavilions, athletic fields, and restrooms, with the end goal of providing a better product to park patrons.
