The committee selects a member to serve as chairperson to facilitate meetings. GENERAL DESCRIPTION: The City Council, at its June 27, 2022 meeting, appointed the following elected officials to serve on the Capital Improvement Projects Committee. MINUTES OF THE CAPITAL IMPROVEMENT PROJECTS COMMITTEE MEETING OF THE CITY OF NORTH RICHLAND HILLS, TEXAS HELD IN THE COMMUNITY ROOM OF CITY HALL LOCATED AT 4301 CITY POINT DRIVE FEBRUARY 28, 2022 The Capital Improvement Projects Committee meeting of the City of North Richland Hills met on the 281h day of February at 5:00 p.m. in the Community Room. Lindsey, Administrative Secretary A. CALL TO ORDER: Chairman Turnage called the meeting to order on Friday, February 28, 2022 at 5:00 p.m. B. CITIZEN PRESENTATION: There were no requests to speak from the public. C. PUBLIC COMMENTS: There were no comments from the public. D. ACTION ITEMS D1. APPROVAL OF MINUTES Chairman Turnage called for consideration of the February 5, 2021 Capital Improvement Projects Committee minutes. Council member Rodriguez moved, seconded by Council member Wright Oujesky to approve the February 5, 2021 Capital Improvement Projects Committee minutes. February 28, 2022 Capital Improvements Project Committee Minutes Page 1 of 3 Motion to approve carried 3-0. E. PRESENTATION / DISCUSSION ITEMS Director of Public Works Caroline Waggoner welcomed the committee and introduced Mr. Boe Blankenship to present the 2022 Preventive Street Maintenance Program. Assistant Director of Public Works Boe Blankenship updated the Committee on last year's approved program with 66 completed streets leaving only the remaining eight streets with expected completion by March 2022, weather permitting. Mr. Blankenship touched on the six preventive street maintenance techniques. He informed the committee about some of challenges presented while working on the projects, like acquiring material and labor shortages. Mr. Blankenship summarized the types of maintenance techniques that are used in the program. For most asphalt streets: Crack Seal, Slurry Seal, Micro Surfacing and the 2" Asphalt Overlays. For concrete streets: Partial Pavement Replacement and Concrete Crack Seal. In addition, there is a more comprehensive asphalt rehabilitation which is completed in partnership with Tarrant County. Mr. Blankenship presented the 2022 Preventive Street Maintenance Program with 77 projects across 72 streets, over 10 centerline miles of roadway and 6 pavement treatments with a budget slightly over $1,000,000. The 2022 program is tentatively scheduled to get underway end of summer or by this fall. Chairman Turnage expressed his appreciation for the projects are being distributed throughout the city. Chairman Turnage inquired, about what is it about the material used for Micro Surfacing that makes it more durable. Mr. Blankenship explained that it depends on the size of the aggregate that is used making it stronger the larger it is. Council member Wright Oujesky inquired if the Iron Horse project would cross over the railroad. Public Works Street Superintendent Chris Turner explained that the section south of the railroad tracks was included in the bond project, but from the tracks to Mid-Cities is concrete, and is not a part of the bond project. Chairman Turnage inquired if we are in touch with TxDOT about Davis Boulevard regarding the condition of the three southbound lanes. He stated that they are quickly deteriorating. Ms. Waggoner said that she can reach out to them to find out when their next scheduled maintenance will be. Seems like the last overlay maintenance was made in 2019 or 2020. Chairman Turnage asked if we have the schedule when we will be getting another pavement assessment. Ms. Waggoner replied that it is the hope to get it in this year's budget, and we are looking to find a service provider that can be there after the assessment in case we have questions or need additional support. February 28, 2022 Capital Improvements Project Committee Minutes Page 2 of 3 Chairman Turnage asked if we are looking at a three-or-five-year program, Ms. Waggoner responded that it would likely be a five-year program. Although we were provided the data to work for ten years, things change, and pavement deteriorates. Deputy City Manager Paulette Harman stated that funding has been proposed in the 22/23 CIP Budget that City Council will see this summer. Ms. Waggoner added that this has been a great resource not only for this, but that in general having that information has allowed Public Works to function at a higher level. City Manager Mark Hindman expressed support for pursuing tools to function in the preventative mode instead of the reactionary mode. PRESENTER: Caroline Waggoner, Director of Public Works SUMMARY: The Public Works Department has developed a recommendation for the 2023 Preventive Street Maintenance Program. The proposed program is comprised of six types of preventive maintenance techniques ranging in scope from full-depth subgrade stabilization and resurfacing to crack sealing, and incorporates 120 unique streets into the program. GENERAL DESCRIPTION: The Preventive Street Maintenance Program was created to invest in proactively maintaining the City's streets to prolong their useful life. In years past the priorities were set based on visual staff observations, and has proven successful for a number of years. Beginning with the 2019/2020 programs, pavement analysis technology was used via an outside consultant. The consultant, armed with tools like ground penetrating radar, can ascertain what is occurring below the pavement surface, allowing them to predict subgrade failure and future pavement issues. The scientific method of surveying the City's streets followed by data analysis is the basis of both this year's program and a long- term plan of action that if followed, would make better use of available maintenance funds to improve overall condition rating. The six types of preventive maintenance techniques include the three that staff has utilized for several years (Crack Seal, Slurry Seal and 2" Overlay) along with three newer techniques. Two of the new techniques are a result of staff recommending preventive maintenance on some concrete streets in addition to the asphalt streets. Including concrete streets was new with the 2019/2020 combined program. All six methods are summarized below: Asphalt Streets: Crack Seal — This is the technique where the large cracks in the pavement are sealed in order to prevent water and debris from getting to the subgrade. This extends the longevity of the pavement. IrLp NOKTH KICHLAN HILLS Slurry Seal — This is an application of asphalt and very small aggregate that is used to seal the fine cracks in the pavement. This process covers the entire surface of the roadway and is used for less traveled streets such as residential streets. Micro Surfacing — This is a technique that staff is proposing for the first time. It is similar to a Slurry Seal except the asphalt application consists of material that is more durable and will hold up on more traveled roadways such as Collector Streets. 2" Asphalt Overlay — This technique is used to apply a new 2" thick asphalt surface over the existing pavement. Concrete Streets: Crack Seal —This technique serves the same purpose as the Crack Seal for asphalt streets but it is a different material and needs to be applied somewhat differently. Partial Pavement Replacement — This technique involves replacing bad areas of concrete pavement. The size of the area replaced can range in size from a few square feet to a few panels. A more detailed explanation of the techniques will be discussed during the committee meeting and staff will be available to answer any questions. The 2023 Program is a one-year program proposed by Staff. The list of streets being recommended for each of the 6 different techniques along with location maps are attached. Additionally, this program includes the rehabilitation of Sunset Drive from Rufe Snow to Mid-Cities to be completed in partnership with Tarrant County Precinct #3. The City's Preventive Street Maintenance Program has utilized the Tarrant County's paving services through interlocal agreements on one or more streets per year since 2011. This partnership with Tarrant County has been successful for several years. Recent cooperative programs include streets like Meadow Road, Eden Road and Susan Lee Lane. Staff will provide a short presentation over this year's Preventive Street Maintenance Program at the CIP Committee Meeting and address any questions.
