PRESENTER: Karen Russell, Teen Court Advisory Board Chairperson SUMMARY: Review and approve minutes from the June 16, 2022 Teen Court Advisory Board Meeting. GENERAL DESCRIPTION: Minutes are kept at each Teen Court Advisory Board meeting. Minutes are then submitted to the Court and kept until the next meeting. Advisory Board members will review and approve minutes as written. RECOMMENDATION: Review and approve minutes from the June 16, 2022 Teen Court Advisory Board Meeting. Amanda Roach motion to approve the May 13, 2021 meeting minutes. David DeBusk seconded the motion. Motion to approve carried 8-0. Consider Teen Court Dress code Rebecca Vinson provided an update. It is recommended that there be consistency in dress code between municipal court and teen court.A handout was given to Committee members that listed the old versus new dress code. Mandi Sullins motioned to approve the revised dress code with striking of the 4th bullet "no hats/caps" (repetitive language).Amanda Roach seconded the motion. Motion to approved carried 8-0. Teen Court Advisory Committee Minutes June 16, 2022 Page 1 of 2 DEPARTMENT UPDATES Heather Hollingsworth provided the Department updates. A handout was given to all committee members —Adult Monitor Role in Teen Court. Discussion on the role of Marshals and VIPS. Talked about Teen Court proceedings and how we plan to get "in person" teen court up and running again. Heather asked that Committee members make sure she has updated email addresses and contact phone numbers. GENERAL DESCRIPTION: The purpose of the Teen volunteer scholarship program to promote Teen Court throughout the community and provide an incentive for teen volunteers to give themselves, benefitting the entire Northeast Tarrant County area. Eligibility to receive a scholarship shall be awarded to a graduating senior, who has volunteered at Northeast Tarrant Teen Court. Applicants must be planning to continue their education at a college, university or technical school during the upcoming year. Scholarships may be awarded to graduating seniors who meet the below criteria. • Completed and signed application • 500-750 word typewritten essay on- o What Teen Court has meant to me o What I have learned from Teen Court o How do you think the Teen Court process could be improved or o How has your volunteer experience at Teen Court prepared you to help in the community • Points will be deducted for spelling and/or punctuation errors • Official High School Transcript • Bio or resume and photo of self • College acceptance letter (if received) The number and amount of scholarships awarded will be based on available funds, and dependent on board approval. RECOMMENDATION: To select scholarship awards and recipients for FY22-23. IrLp NOKTH KICHLAN HILLS TEEN COURT ADVISORY BOARD MEMORANDUM FROM: Municipal Court DATE: April 27, 2023 SUBJECT: Receive update on amended Northeast Tarrant Teen Court interlocal agreement with the Cities of Watauga and Richland Hills for the consolidated Teen Court services program. PRESENTER: Heather Hollingsworth, Teen Court Coordinator SUMMARY: Our Northeast Tarrant Teen Court Interlocal agreement was amended on September 26, 2022 by the City Council to discontinue Haltom City's participation in the interlocal agreement at their request. GENERAL DESCRIPTION: Haltom City notified the cities of North Richland Hills, Watauga and Richland Hills of their desire to discontinue their participation in the Interlocal Agreement for the Northeast Tarrant Teen Court. Each of the remaining three cities agreed to continue their participation in the Northeast Tarrant Teen Court program. The governing bodies for North Richland Hills, Watauga and Richland Hills, approved by signature, an amended Interlocal Agreement on September 26, 2022 to remove Haltom City as a participating city in the Northeast Tarrant Teen Court program and discontinue their right to appoint a member to the Teen Court Advisory Board. IrLp NOKTH KICHLAN HILLS TEEN COURT ADVISORY BOARD MEMORANDUM FROM: Municipal Court DATE: April 27, 2023 SUBJECT: Receive update on Teen Court proceedings PRESENTER: Heather Hollingsworth, Teen Court Coordinator SUMMARY: Teen Court Coordinator will update the Board with changes on Teen Court proceedings. GENERAL DESCRIPTION: Staff will provide the board with an update on the new procedures for Teen Court to include receiving sentencing information, monitoring proceedings, and expectations for board members. Staff will also provide an update on the new position for Teen Court Coordinator.
