CALL TO ORDER The meeting was called to order by Chairman Don Bowen at 6:30 p.m. 2. ROLL CALL PRESENT Chairman Don Bowen Bill Schopper James Laubacher Brenda Cole Ted Nehring Richard Davis Ken Sapp CITY STAFF Director of Development Zoning Administrator Asst. SWEARING IN OF NEW COMMISSION MEMBER KEN SAPP, AND RE-SIGNING OF CURRENT MEMBERS DON BOWEN AND BRENDA COLE. 4. PS 2003-40 CONSIDERATION OF THE PRELIMINARY PLAT OF LOTS 2 & 3, BLOCK 1 NORTHFIELD PARK ADDITION LOCATED IN THE 8400-8500 BLOCK OF NORTHFIELD DRIVE (33.547 ACRES). Dave Green, Zoning Administrator, summarized the case. This is located on Davis Boulevard in the Northfield Park area as it exists now with the existing park road that runs through it. Staff has reviewed the preliminary plat and has written a letter stating that all requirements have been addressed. Staff recommends approval. Page 1 8/07103 P & Z Minutes Mr. Davis asked if the entrance would have the gutter curbed back. Mr. Green stated that he has not heard anything at this time. However there has been a lot of discussion regarding this particular road. It is a park road, which is part of the park. Mr. Schopper stated that there could be a problem with the property owner to the south. The owner could never get a curb cut along there with a church on the other side that couldn't get a curb cut either. Mr. Davis stated a couple of years ago when the plat came forward for the House of Grace, it was discussed whether or not House of Grace had access. Mr. Davis asked if it had been dedicated as a public street. Mr. Barton replied that there is a debate on whether or not it is private or a dedicated right-of-way. Mr. Davis asked who the owner is. Mr. Barton answered that the City of North Richland Hills owns it as a private right-of- way. However the survey states that it is a public right-of-way. Parks Department is stating that they have documented proof that it is a private right-of-way. Staff is currently working this issue out before it moves to final. Mr. Sapp asked what the advantage or disadvantage is of being a park. Mr. Schopper replied that if the City owns it, there is no advantage or disadvantage. Mr. Schopper asked what the City was going to do with the open frontage. Mr. Barton stated that the Parks Department is going to leave the park as natural as possible with minor additions. Richard Davis, seconded by Ted Nehring, motioned to approve PS 2003-40 with the encouragement of clarifications on Northfield Drive and whether it should or should not be a part of the plat. If not, it needs to be dedicated. The motion carried unanimously (7-0).
