HomeMy WebLinkAboutZBA 2002-05-16 Minutes MINUTES OF THE REGULAR MEETING OF THE ZONING BOARD OF ADJUSTMENT OF THE CITY OF NORTH RICHLAND HILLS, TEXAS May 16, 2002 1. CALL TO ORDER The meeting was called to order by Dr. Tom Duer at 7:00 p.m. ROLL CALL Present Chairman Dr. Tom Duer Leslie Jauregui Jim Kemp Bill Schopper Dr. Rick Enlow City Planner Recording Secretary Dave Green Kellie Smith 2. CONSIDERATION OF MINUTES Chairman Dr. Tom Duer asked for approval on the February 21 2002 minutes. Bill Schopper, Seconded by Leslie Jaurigui motioned to approve the minutes with the changes made on case BA-2002-01 where it stated carried instead of case failed due to vote lacking Super Majority. The vote carried unanimously (5-0). Chairman Dr. Tom Duer explained the voting requirements of the Zoning Board of Adjustment. Since there are four members present this evening, a super majority of four affirmative votes will result in approval of the applicant's request. 3. BA-2002-02 PUBLIC HEARING TO CONSIDER A REQUEST BY BILL STEWART FOR A VARIANCE TO NORTH RICHLAND HILLS ZONING ORDINANCE NO. 1874: ARTICLE 6, SECTION 630. THE APPLICANT IS REQUESTING PERMISSION TO CONSTRUCT A DETACHED GARAGE THAT WILL EXCEED THE 500 SQUARE FOOT MAXIMUM SIZE PERMITTED. THE PROPERTY IS ZBA Minutes May 16, 2002 LOCATED AT 7108 SMITHFIELD ROAD AND IS ALSO KNOWN AS LOT 6, BLOCK2, SMITHFIELD ACRES ADDITION. Dave Green, City Planner, presented the case to the board by stating that Mr. Stewart is requesting a variance to build a 576 square foot two-car, detached garage on an existing 24 X 24 concrete foundation that was constructed approximately 5 years ago behind his residence with the City's permission. The applicant has stated that he will meet all other requirements of masonry coverage and a pitched roof. The applicant applied for a carport in August of 2000 that was denied. Dr. Tom Duer opened the Public Hearing. Applicant; Mr. Bill Stewart stated that his intentions of pouring the concrete pad approximately 5 years ago was to either build a carport or a garage. The carport was turned down. Now he would like to proceed with building a garage. Dr. Tom Duer asked the applicant if he had any pictures to show the board. Mr. Stewart showed the board his pictures of the concrete pad. Jo Reynolds, 7112 Smithfield Rd., North Richland Hills, did not want to speak but handed the board her card filled out stating that she was for approval of the applicant's request. Dr. Tom Duer asked if there were anyone opposed of the applicant's request. There were none. Dr. Tom Duer closed the public hearing. Bill Schopper, seconded by Leslie Jauregui motioned to approve BA 2002-02. The motion carried (5-0). 4. CITIZEN COMMENTS There were none. 5. MISCELLANEOUS REPORTS & DISCUSSIONS There were none.
