PRESENTER: Kristin James, Assistant Director of Neighborhood Services SUMMARY: The minutes are listed on the consent agenda and approved by majority vote of Commission at the Keep NRH Beautiful Commission meetings. GENERAL DESCRIPTION: The Neighborhood Services Department prepares action minutes for each Keep NRH Beautiful meeting. The minutes for the previous meeting are placed on the agenda for review and approval by the Keep NRH Beautiful Commission. Upon approval of the minutes, an electronic copy will be uploaded to the City's website. RECOMMENDATION: Approve the minutes of the May 16, 2023 Keep NRH Beautiful meeting. MINUTES OF THE REGULAR MEETING OF THE KEEP NORTH RICHLAND HILLS BEAUTIFUL COMMISSION FOR THE CITY OF NORTH RICHLAND HILLS,TEXAS, HELD AT THE NORTH RICHLAND HILLS CITY HALL 4301 CITY POINT DRIVE MAY 16,2023 The Keep North Richland Hills Beautiful Commission of the City of North Richland Hills, Texas met for a meeting on the 16"day of May 2023 at 5:45 p.m. in the Community Room at City Hall. A. CALL TO ORDER Kathy Luppy called the meeting to order at 5:52 p.m. Present: Kathy Luppy Chair Kathleen Kaiser Place 4 Steve Chaney Place 2 Brianne Goetz Place 3 Donah Tyner Place 5 Steve Linford Alternate Absent: Kay Dansby Place 1 Brandon Kelley Place 7 Staff Members: Kristin James, Assistant Director of Neighborhood Services B.1 PUPLIC COMMENT No citizens present for Public Comment. C. ACTION ITEMS CA Approve minutes of the April 18, 2023 Keep NRH Beautiful Meeting. Donah Tyner motioned to approve the minutes and the motion was seconded by Kathleen Keiser. The Commission then approved the minutes unanimously. D PRESENTATION/DISCUSSION ITEMS D.1 Discuss 2023 Photo Contest The Commission discussed ideas for the 2023 Photo Contest theme and decided on "Hidden Gems of NRH." The Photo contest will open the beginning of June and all entries will be due by 5:00 pm June 16. Judging will begin when the photos are posted on the IG .II II iB if 2 eb..2 al page on Monday, June 19 at 3:00 p.m. One "like" is equivalent to one vote. Judging will end at 3:00 p.m. on Wednesday, June 21. Winners will be announced shortly thereafter. 15t place will receive a $50 gift card to a local NRH restaurant and 2"d-5th place winners will receive a $20 gift card to a local NRH restaurant. D.2 Discuss the Adopt A Spot Program Page 1 of 3 Kristin James presented information regarding the Adopt A Spot Program and also presented some of the challenges the program is currently experiencing. The major item for discussion was the lack of reporting from the participants. Adopters are required to clean the area four times per year and send in a short report after each cleanup. Many do not send anything in and therefore we do not have any way to evaluate the program and its results. The Commission asked for staff to email all participants in the program and ask if the would like to continue their participation in the program and if so they will need to submit at least one report within 6 months or risk losing their spot. D.3 Discuss Summer Programs for Children Kristin James reported that Keep NRH Beautiful is cohosting a children's program during the Mayor's Summer Reading Program with the Library and the Tarrant Regional Water District(TRWD).The class is called "Growing Time" and will be geared toward children who are in kindergarten through 2n1 grade. The description of the class states that children will "illustrate their own plant story, find key plant parts, and plant wildflower seeds."TRWD will provide the materials and instructor for the class. The class is scheduled to be held at the NRH Library on Saturday, July 29 at 10:30 am and will last approximately 45 minutes.The NRH Library will handle the registration process. GENERAL DESCRIPTION: Meetings of the Keep NRH Beautiful Commission are run by a chairperson and should that Chairperson be absent then a Vice Chairperson runs the meetings. This item allows for the appointment by the Commission members to appoint both positions. GENERAL DESCRIPTION: Appointments to boards and commissions are made annually in June and July and the terms coincide with the Council member who made the appointment. Places 1, 3, 5, 7 expire in odd number years and Places 2, 4, 6 and Mayor appointments expire in even numbered years unless otherwise noted by ordinance. Two new members were appointed to the Keep NRH Beautiful Commission in July 2023 and this item is to welcome the new members to the Commission and also give them an overview of what KNRHB is tasked by City Council to achieve annually. This item allows for the Commission to discuss the upcoming schedule of events and activities.
