SUBJECT: Approval of minutes of the September 8, 2022 Crime Control and
Prevention District Board meeting.

SUMMARY:
The minutes of the Crime Control and Prevention District Board are approved by
majority vote of the board at the Crime Control and Prevention District Board meeting.
GENERAL DESCRIPTION:
The City Secretary's Office prepares action minutes for each Crime Control and
Prevention District Board meeting. The minutes for the previous meeting are reviewed
and approved by the board, which contributes to a time efficient meeting. Upon
approval of the minutes, an electronic copy will be uploaded to the City's website.
RECOMMENDATION:
Approval of minutes of the September 8, 2022 Crime Control and Prevention District
Board meeting.

B.2 PUBLIC HEARING ON CRIME CONTROL AND PREVENTION DISTRICT
FISCAL YEAR 2022-2023 PROPOSED BUDGET AND AUTHORIZE
ADOPTION.
APPROVED
President Trevino opened the public hearing and called on Director of Public Safety
Jimmy Perdue to introduce the item.
Mr. Perdue presented the Crime Control and Prevention District (CCD) Fiscal Year
2022-2023 proposed budget noting the balance of revenues and expenditures in the
amount of $6,715,617. Mr. Perdue highlighted proposed revenues, proposed CCD
funded programs, positions, market/merit increases, inflationary increases including fuel
and matching funds for four (4) police officers if awarded the COPS Grant.
President Trevino asked the City Secretary to call on those who completed a public
meeting appearance form to speak during the public hearing. There being no forms
submitted, President Trevino asked if there was anyone in the audience wishing to speak
for or against the item to come forward. There being no one wishing to speak, President
Trevino closed the public hearing.
A MOTION WAS MADE BY BOARD MEMBER WRIGHT OUJESKY, SECONDED BY
BOARD MEMBER DEUPREE TO APPROVE THE FISCAL YEAR 2022-2023 PROPOSED
CRIME CONTROL AND PREVENTION DISTRICT BUDGET AND RECOMMEND
ADOPTION BY THE CITY COUNCIL.
MOTION TO APPROVE CARRIED 5-0.

SUBJECT: Public hearing on the Crime Control and Prevention District Fiscal
Year 2022/2023 Revised Budget, authorize adoption, and
recommend City Council approval.

SUMMARY:
This item is to hold a public hearing on the Crime Control and Prevention District Revised
FY 2022/2023 Annual Operating Budget, authorize adoption, and recommend City
Council approval.
GENERAL DESCRIPTION:
State law regarding the Crime Control and Prevention District requires the District's Board
to hold a public hearing prior to the adoption of the budget.
The notice of this public hearing was published in the Star Telegram in accordance with
State law. The public hearing for the Revised FY 2022/2023 Crime Control and
Prevention District Budget was advertised for 6.30 p.m., August 14, 2023. The Revised
FY 2022/2023 Crime Control and Prevention District annual budget was reviewed by the
Crime Control Board and the City Council on August 4, 2023 at the City's annual budget
work session. The revised budget for FY 2022/2023 is $7,779,999. A summary report is
attached for your review.
In order to obtain the maximum input from citizens on the proposed budget, it is
recommended that a public hearing be opened and public comment permitted.
RECOMMENDATION:
Adopt the Crime Control and Prevention District Fiscal Year 2022/2023 Revised Budget
and recommend City Council approval.

DISTRICT
NOTICE IS HEREBY GIVEN that a public hearing is to be held by the Board of
Directors of the North Richland Hills Crime Control and Prevention District on the 2022-
2023 revised annual budget during a meeting to be held at 6.30 p.m. on August 14,
2023 at the North Richland Hills City Hall City Council Chambers, 4301 City Point
Drive, North Richland Hills, Texas. The proposed budget is available for review in the
office of the City Secretary at City Hall between the hours of 8.00 a.m. and 5.00
p.m. Monday through Friday. It is also available for review at the City of North
Richland Hills Public Library, Monday through Saturday and on the City's website
online at www.nrhtx.com.
