B PUBLIC COMMENTS
An opportunity for citizens to address the Keep NRH Beautiful Commission
on matters which are scheduled on this agenda for consideration by the
Board, but not scheduled as a public hearing. In order to address the Keep
NRH Beautiful Commission during public comments, a Public Meeting
Appearance Card must be completed and presented to the recording
secretary prior to the start of the Keep NRH Beautiful Commission meeting.

SUBJECT: Approve minutes of the September 19, 2023 Keep NRH Beautiful
Meeting.
PRESENTER: Kristin James, Assistant Director of Neighborhood Services
SUMMARY:
The minutes are listed on the consent agenda and approved by majority vote of
Commission at the Keep NRH Beautiful Commission meetings.
GENERAL DESCRIPTION:
The Neighborhood Services Department prepares action minutes for each Keep NRH
Beautiful meeting. The minutes for the previous meeting are placed on the agenda for
review and approval by the Keep NRH Beautiful Commission. Upon approval of the
minutes, an electronic copy will be uploaded to the City's website.
RECOMMENDATION:
Approve the minutes of the September 19, 2023 Keep NRH Beautiful meeting.

SEPTEMBER 19, 2023
The Keep North Richland Hills Beautiful Commission of the City of North Richland Hills, Texas met
for a meeting on the 19t" day of September 2023 at 5.45 p.m. in the Community Room at City Hall.
A. CALL TO ORDER
Kathy Luppy called the meeting to order at 5.50 p.m.

B.1 PUPLIC COMMENT
No citizens present for Public Comment.
C. ACTION ITEMS
CA Approve minutes of the July 18, 2023 Keep NRH Beautiful Meeting.
Katheen Kaiser motioned to approve the minutes and the motion was seconded by Bill
Whitsett. The Commission then approved the minutes unanimously.
D. PRESENTATION/DISCUSSION ITEMS
DA Discuss the 2023 Trash Bash
The Trash Bash is being held on September 23, 2023. Kristin James reported that almost
250 volunteers are signed up for the event. Supplies are packed up and ready to go for all
the volunteers and shirts have also been picked up and will be ready to distribute. Bill
Whitsett asked about the logistics of the event. Mrs. James explained that we will start
supply pick-up for volunteers at 8.30 AM. All supplies will be in bags labeled with the
volunteer's name or group name. Each person will get trash bags, gloves, bug wipes,
sunscreen, etc. and that they will also have the chance to pick up a trash grabber as well.
We are limited on the number of grabbers, so it may be that not everyone gets a grabber.
After picking up their supplies the volunteers go out and pick up trash at their assigned area.

While volunteers are out picking up, KNRHB members will start setting up for the picnic.
Chick-fil-A will provide 150 sandwiches and Mrs. James has purchased additional food
because of the increase in the number of volunteers signed up.
Once volunteers are done picking up trash, they will bring it back to NRH2O to dispose of it
in the dumpster and we will count how many bags are brought back. After dropping off the
trash, volunteers will be able to enjoy a nice picnic under the pavilion and the kids will have
some fun activities to do as well.
After everyone leaves, KNRHB members will clean up the picnic area and we are good to
leave at that point. Mrs. James will report the results on social media the next week.
The Commission discussed how waterways are a major focus this year. A group has also
been assigned to the Adopt a Highway Spot and almost all of the parks are also assigned to
groups with younger volunteers.
D.2 Discuss the KNRHB School Programming
Mrs. James stated that this is a time to discuss any additional events the commission would
like to bring forward over the next year. The Commission would again like to participate in
both the Snow Heights Polar Bash and Foster Village Trunk or Treat.
Chair Luppy stated that she had an idea for an event in connection with Earth Day at Foster
Village that takes the entire 2nd Grade, and they rotate through stations set up by KNRHB
such as rock painting, chia pets, and a recycling relay. Chair Luppy said that she would start
talking with Foster Village about this idea and bring back an update at the October meeting.

Virtual — Backyard Greenhouse — October 19 @ 6 pm
KNRHB Meeting — NO NOVEMBER MEETING UNLESS ABSOLUTELY NEEDED
Virtual — Trees for North Texas — November 2 @ 6 pm
Christmas Light Judging — December 10 & 11
Virtual — Landscape Design Basics — December 14 @ 6 pm
Additional classes will be added to this calendar throughout the year.

The KNRHB Commission created the Jump Start Your Garden Grant Program in 2023
and provides grants to NRH schools to upgrade their school gardens. This item allows
for the judging of the applications that were submitted for this year's program.
