MINUTES OF THE PRE-SESSION MEETING OF THE
PLANNING & ZONING COMMISSION OF THE
CITY OF NORTH RICHLAND HILLS, TEXAS

Staff presented a brief summary of the following cases:
PS 99-40 Request of Ernest Hedgecoth for a Preliminary Plat of Lot 1, Block 1,
Christian Addition.
PS 2000-03 Request of the Vincent Association + Architects for a Preliminary
Plat to be known as Lot 1, Block 1, Vista Addition.
PS 2000-04 Request of Jim Makens for a Final Plat of Lot 1, Block 1, Gibson
Addition.
PZ 99-45 Public Hearing for a rezoning of Tracts 1A & 1 B, A-321 from AG-
Agricultural and LR-Local Retail to U-Institutional for Glenview Bible Chapel.
PZ 2000-02 Site Plan Approval for Tract A1, Block 29, Holiday North Addition.
The Commission, after a few brief questions on each item, closed the Pre-
Session Meeting and retired to the City Council Chambers to begin the Regular
Meeting.

CONSIDERATION OF THE MINUTES OF THE FEBRUARY 10, 2000
MEETING.
APPROVED
Mr. Nehring, seconded by Mr. Blue, moved to approve the minutes of February
10, 2000. The motion carried unanimously.

PS 99-40
REQUEST OF ERNEST HEDGECOTH CONSUTING ENGINEERS FOR A
PRELIMINARY PLAT OF LOT 1, BLOCK 1, CHRISTIAN ADDITION. THE
PROPERTY IS LOCATED IN THE 7200 BLOCK OF DAVIS BLVD.
APPROVED
The applicant is requesting to Preliminary Plat tracts 1A and 1 B in the William
Cox Survey, Abstract No. 321. The preliminary plat contains 1.478 acres and is
currently zoned AG-Agricultural and LR-Local Retail. The applicant has
submitted a zone change request (PZ 99-45) to rezone the two tracts to U-
Institutional.
Ms. Ratcliff explained that the comments noted by the Public Works memo dated
February 7, 2000 shall be required for submittal of the final plat along with the
engineering and construction plans not associated with the final plat.
Staff recommends approval of the preliminary plat of Lot 1, Block 1, Christian
Addition, provided the zoning change request is approved, and that the
engineering comments as noted by the Public Works memo dated February 7,
2000 be addressed with the final plat submittal.
Mr. Nehring, seconded by Mr. Blue, moved to approve PS 99-40, subject to
engineer's comments and contingent upon the approval of the rezoning of
the property. The motion carried unanimously.

PS 2000-03
REQUEST OF THE VINCENT ASSOCIATION + ARCHITECTS FOR A
PRELIMINARY PLAT OF LOT 1, BLOCK 1, VISTA ADDITION. THE
PROPERTY IS LOCATED AT THE SOUTHEAST CORNER OF DAVIS BLVD.
& PRECINCT LINE ROAD AT 8612 DAVIS BLVD.
APPROVED
The Vincent Association is proposing to preliminary plat one lot containing 1.3
acres and zoned "C-1" Commercial. The subject property is located at the
northeast corner of Precinct Line Road and Davis Boulevard. A Specific Use
Permit (PZ 99-47) for a convenience store with a car wash has been
recommended for approval by the Planning and Zoning Commission on February
10, 2000. City Council is scheduled to hear the case on February 28, 2000.
The applicant has made the necessary revisions to the plat per the Public Works
memo dated February 4, 2000. The remaining comments noted by Public
Work's concern requirements for submitting the final plat, engineering and the
construction plans at a later date and are not associated with the plat.
Staff recommends approval of the Preliminary Plat of Lot 1, Block 1, Vista
Addition with the engineering comments as noted by the Public Works memo
dated February 4, 2000.
Mr. Welch stated that due to personal interest, he would be abstaining from
discussion and voting of this item.
Mr. Davis, seconded by Mr. Laubacher, moved to approve PS 2000-03
subject to engineer's comments. The motion carried with a vote of 6 - 0;
Mr. Welch abstained.

PS 2000-04
REQUEST OF JIM MAKENS FOR A FINAL PLAT OF LOT 1, BLOCK 1,
GIBSON ADDITION. THIS PROPERTY IS LOCATED AT THE NORTHEAST
INTERSECTION OF PRECINCT LINE ROAD AND DAVIS BLVD AND IS
ADDRESSED AS 8616 DAVIS BLVD.
APPROVED
Jim Makens is proposing to final plat one lot, containing 1.25 acres. The parcel is
zoned "C-1" Commercial and has a Special Use Permit (SUP- PZ 99-33) for a
convenience store that was approved by City Council on January 10, 2000. The
subject property is located at the northeast corner of Precinct Line Road and
Davis Boulevard.
The applicant has made the necessary revisions to the plat per the Public Works
memo dated February 17, 2000. Outstanding issues include:
1. The GPS coordinates need to be corrected before the plat is considered
by City Council.
2. The offsite easements need to be reviewed and filed and the schedule for
the offsite sewer (by others) needs to be submitted before this plat is
considered by City Council.
Staff recommends the Planning and Zoning Commission approve the Final Plat
of Lot 1, Block 1, Gibson Addition and that before consideration by City Council
the GPS coordinates are corrected and the offsite easement is reviewed and filed
and the schedule for the offsite sewer (by others) is submitted.
Mr. Blue, seconded by Mr. Davis, moved to approve PS 2000-04 subject to
engineer's comments. The motion carried unanimously.

PZ 99-45
PUBLIC HEARING TO CONSIDER THE REQUEST OF ERNEST HEDGECOTH
FOR GLENVIEW BIBLE CHAPEL FOR A ZONING CHANGE ON TRACTS 1A
& 1 B, A-321 FROM AG-AGRICUL TURAL AND LR-LOCAL RETAIL TO U-
INSTITUTIONAL. THE PROPERTY IS LOCATED IN THE 7200 BLOCK OF
DAVIS BLVD.
APPROVED
Mr. Ernest Hedgecoth has submitted a zone change request to rezone a total
1.478 acres from Agricultural and Local Retail to U-Institutional for development
of a church. Churches are allowed as a matter of right in any zoning district.
This request is in conjunction with a request to plat the tracts of land into Lot 1,
Block 1, Christian Addition. The property is currently undeveloped.
Staff recommends approval of PZ 99-45.
Chairman Bowen opened the public hearing and asked for proponents.
Mr. Ernest Hedgecoth presented the request for Glenview Bible Chapel,
explaining that until recently this congregation had been meeting in a home;
however, they have outgrown the home church and are seeking a location for a
permanent facility.
Seeing no additional proponents, Chairman Bowen called for any opponents.
Mr. John Kline, 8320 Elm, stated he was not opposed to a church being located
next to his property; however, his property is approximately 20' lower than the
church property and is concerned about the runoff he would receive.
Mr. Kline was informed that the drainage was a platting issue and would be dealt
with at that time.
Seeing no additional opponents, the public hearing was closed.
Mr. Nehring, seconded by Mr. Blue, moved to approve PZ 99-45. The
motion carried unanimously.

PZ 2000-02
CONSIDER SITE PLAN REVIEW OF TRACT A 1, BLOCK 29, HOLIDAY
NORTH ADDITION, SECTION 6 AND ZONED C2-COMMERCIAL. THE
PROPERTY IS LOCATED AT THE SOUTHWEST CORNER OF NORTH
RICHLAND BLVD. & DAVIS BLVD. AT 5701 DAVIS BLVD.
APPROVED
Randy Short of Executive Petroleum submitted a site plan review for
consideration of a convenience store on proposed replat of Lot AR-1, Block 29,
Holiday North Addition, Section 6. The proposed convenience store will be
located on a lot containing 1.09 acres. The proposed building will contain 3,500
square feet. The site plan shows 17 off-street parking spaces are being provided
and 17 spaces are required.
Convenience stores are allowed as a permitted use in the C-2 District; however,
when it is located within 200 feet of a residential use it is required to have the site
plan approved by City Council following a recommendation from the Planning
and Zoning Commission.
The landscape plan shows approximately 35% of the total lot is devoted to
landscaping and 15% is required. The large percentage is due to the 50'
drainage and utility easement at the rear of the property. The proposed
driveways have been reviewed and located per the Public Work's Design
Manual. The applicant is proposing a single monument sign that is in
accordance with the Sign Regulations.
Staff recommends approval of PZ 2000-02, with a contingency. It has been
determined that during the platting process the applicant will be required to
dedicate two-feet of right-of-way, which will shift the proposed development to
the south on the site plan. Ms. Ratcliff explained that the additional ROW is
needed on North Richland Blvd., as required by the Thoroughfare Plan.
Mr. Davis asked the width of the ROW currently and Ms. Ratcliff stated it was 56';
60' is required. She is unaware of any plans to widen North Richland Blvd;
however, the 60' would be in accordance with the Thoroughfare Plan.
Mr. Davis stated he would prefer to see a two-foot Reserve for future right-of-
way, if required. This would avoid altering their landscape buffers and setbacks.
Mr. Joel Wilkerson, Executive Petroleum, presented this request explaining that
the building would consist of split faced white block. The monument sign will be
in white block as well as the brick around the pole signs. A 6' white screening
wall will screen the houses from the commercial use. Because of the 50'

drainage easement, 35% of the lot will be landscaped and this will also act as
screening to the existing residential neighborhood.
The applicant believes a balance for the need for lighting and neighborhood
concerns has been established by putting all the lighting in the front under
canopies. Additionally the 10' lights at the corners of the building and one in the
rear are directional and focused to the ground.
Additionally, the applicant has no problem with the two-foot reservation of ROW.
Ms. Ratcliff stated that prior to going to City Council, the data chart would be
updated to reflect the correct numbers.
Mr. Davis, seconded by Mr. Laubacher, moved to approve PZ 200-02, provided
the tables are data charts are updated with correct numbers and that for future
reference on platting, a two-foot Reservation for ROW on North Richland Blvd, if
required, would be allowed. The motion carried unanimously.

MISCELLANEOUS DISCUSSION AND REPORTS
Ms. Ratcliff reminded the Commissioners of the Joint Worksession with the City
Council on Monday, February 28,2000 at 8:00 p.m.
The Commission was also reminded of the change of date for the March
Comprehensive Planning Worksession. The meeting will be held on Monday,
March 13, 2000.
