A. CALL TO ORDER
Director Stefanie Martinez n8(|ed the meeting to order on Wednesday, August 31' 2022 at
09:20 a.m.

B. PUBLIC COMMENTS
An opportunity for citizens to address the Animal Adoption and Rescue Center Advisory
Committee on matters which are scheduled on this agenda for consideration by the
ConlrOittee, but not scheduled as a public hearing. /n order to address the Animal

Citizens' Joseph Stout, Connie Stout, representing K8|d-[}ideG CO[DnnUDib/ C8tS, 88Odr8
Betz. representing Panther City Feral Cats Community, and Cindy Ferguson, representing
North Texas Barn Cata, addressed the Animal Adoption & Rescue Center Advisory
Committee, concerning trap-neuter-vaccinate-release (TNVR), for feral cats in North
Richland Hills.
Joseph Stout and Connie Stout gave an updated status report regarding the TNVR efforts at
the Le C@sit8 Mobile Home Community. They advised the Committee that they began the
project in March of this year. To date they have had 110 kittens and CGtS. either adopted out
or n3honned outside the mobile home oVnnnounitv' while others were processed under TNVR.
Several Cats had been treated for injuries and illnesses. They expressed their appreciation
tO the AARC. especially Terri Chambers and B[i 8hipm8n, in providing assistance with
spay/neuter/vaccination assistance and adopting kittens removed from the mobile home
community for this project,
Sandra Betz introduced herself and the organization she represents. She emphasized the
importance of vaccination of feral oats in regards to TNVF7, to help offset any concerns
citizens might have in regards to public health and safety.

Cindy Ferguson explained to the Committee, how her organization works with shelters to
obtain feral cats for barns in need. She stated they had placed 300 cats into barns over the
past year. She expressed her appreciation to the AARC and Terri Chambers, on always
providing feral cats that have been spay/neutered, vaccinated, and ear-tipped, so they were
ready to go into a barn in need right away.
C. ACTION ITEMS
CA Approval of the Minutes for the October 27, 2021 Animal Acloption & Rescue
Center Advisory Committee Meeting.
Committee member Jay Sabatucci moved to approve the minutes for the October 27, 2021
Animal Adoption & Rescue Center Advisory Committee meeting. Dr. Russell Johnson
seconded the motion.
Motion to approve carried 4 - 0.
D. DEPARTMENT REPORTS
D.1 Fiscal Year 2022 divisional statistics for shelter, field, volunteer and veterinarian
services.
a. Impounds:
i. FY22 - Impounds: 1,406 with projection of 1,687
b. Euthanasia Reduction:
i. FY22 - Dogs: 61
ii. FY22 - Cats: 32; projected to have fewer cats than dogs euthanized
for second straight year
c. Live Release Rate:
i. FY22 - 97.9%, no healthy adoptable animals; 6th straight year of
improvement
d. Spay/Neuter and Medical:
i. FY22 - S/N: 537, 171 dogs and 366 cats
e. Rabies:
i. FY22 - Rabies: 618
f. Microchips:
i. FY22 — Microchips: 460

h. Volunteers/Community Service Workers:
i. FY22 —325 Volunteers and 1,658
ii. FY22 —72 Community Service Workers and 619 hours
D.2 Special Events update—(1) Clear the Shelters and (2) Doggie Beach Bash
a. Clear the Shelters:
i. Month-long event, August 1 —August 31, 2022
ii. 88 adoptions through August 29, 2022
b. Doggie Beach Bash:
i, Sunday, September 25th
ii. Committee requested an Outlook calendar save the date
D.3 Expiration and renewal of veterinarian contract with Relief Services for
Veterinary Practitioners (RSVP).
a. Presented to Council on Monday, August 22nd for approval
b. Contract was on consent agenda and passed without discussion
c. Fees for services are as follows:
i. RSVP Veterinarian up to 8-hour weekday shift- $875.
ii. RSVP Technician - $31 per/hour.
iii. DEA reimbursement- $800 annual.
iv. (1) year with three (3) one-year renewals
D.4 Spay/Neuter partnership with Mid-Cities Community Cats.
a. Manager Menefee stated that the AARC has spay/neutered and rabies
vaccinated 14 feral cats for MCC over the past several months.
E. DISCUSSION ITEMS
EA AARC Operating Hours
Councilmember Compton asked how closing the AARC on Monday's was going. Manager
Menefee updated the Committee that there had been no serious issues or complaints.

Stated that if someone comes to the AARC with an animal, prior to opening, staff provides
assistance.
E.2 Provide Update on Outdoor Kennels
Director Martinez asked for a presentation at the next meeting, concerning an overview and
update on the outdoor kennel run floors being removed and filled with concrete.
E.3 Scheduling Next AARC Advisory Committee Meeting
The Committee agreed on the date of Wednesday, October 26, 2022, at 9:OOAM for the next
AARC Advisory Committee meeting.
F. ADJOURNMENT
Councilmember Compton moved to adjourn the Animal Adoption & Rescue Center Advisory
Committee meeting. Jay Sabatucci seconded the motion.
Motion to approve carried 4 - 0.
