A. CALL TO ORDER

B. PUBLIC COMMENTS
An opportunity for citizens to address the Animal Adoption and Rescue Center Advisory
Committee on matters which are scheduled on this agenda for consideration by the
Committee, but not scheduled as g public hearing. In order to address the Animal Adoption
and Rescue Center Advisory Committee during public comments, a Public Meeting
Appearance Card must be completed and presented to the recording secretary prior to the
start of the Animal Adoption and Rescue Center Advisory Committee meeting.
Citizens' Joseph Stout and Connie Stout, representing Mid-Cities Community Cats,
addressed the Animal Adoption & Rescue Center Advisory Committee, concerning an
update on the La Casita Mobile Home Community and a request for an opinion letter from
the Texas Attorney General's Office, concerning TNR of feral cats.
Joseph Stout and Connie Stout gave an updated status report regarding the TNVR efforts at
the LgCaait8 Mobile Home Community. They advised the Committee that tO date, they
have provided TNVF( services to11Q cats and kittens. They have observed nn new kittens
in the past 3 months and the community has been very cooperative and supportive of their
efforts. They also wanted to acknowledge and thank Animal Services for the assistance
they have provided by taking in kittens for adoption and assisting their organization with
spay/neuter's of feral oats in that community.
The StOuts' then advised the Committee, that the B[8z0ri8 County Criminal District Attorney
Tom 8e||eCk' has requested an opinion letter from the Texas Attorney General's Office,
concerning whether a municipality or local government entity may engage in a "Trap,

Neuter, Release" (TNR) program in compliance with Texas Pena Code §42.092. They
stated their concern of this opinion letter was the impact it could have on feral cats across
the state, if it were decided that TNR would violate state penal code laws for abandonment
of an animal. They advised the Committee that the Attorney General's Office is accepting
public comments through December 14, 2023.
C. ACTION ITEMS
CA Approval of the Minutes for the October 26, 2022 Animal Adoption & Rescue
Center Advisory Committee Meeting.
Committee member Suzy Compton moved to approve the minutes for the October 26, 2022
Animal Adoption & Rescue Center Advisory Committee meeting. Committee member Jay
Sabatucci seconded the motion.
Motion to approve carried 4 - 0.

D.2 Report on current staffing vacancies and hiring challenges
Manager Menefee advised the Committee that Animal Services recently had a part-time
kennel technician resign, leaving two part-time kennel technician vacancies, with one of
those positions vacant for almost two years. Menefee advised the Committee that there has
been few applicants and little interest from applicants seeking full-time positions. Menefee
advised that the Division will continue to work the Human Resources Department on trying
to fill the positions.
0.3 Discussion of Relief Services for Veterinary Practitioners (RSVP), the City'm
contractor for veterinarian services' request for an additional vet-tech on
surgery days.
Menefee provided the Committee with an email received from Relief Services for Veterinary
Practitioners (RSVP), requesting the future consideration of adding an additional vet-tech to
the upcoming budget, due L0 current workload. Menefee advised the Committee that due iO
the volume of work, a second vet-tech would probably be needed to keep up with increased
veterinary service depends. Menefee stated that for the past two years, Animal Services has
requested that two of the part-time kennel technician positions and the funds allocated for a
one-day a vveek, vet-tech, be consolidated into the creation of full-time vet-tech position.
This position would assist our contract veterinarian on surgery days, as well as perform the
duties of medicating, vaccinating, nnicroohipping, processing records and scheduling spay
neuter surgeries during the course of their work week. These duties would help alleviate
these assignments currently having to be dispersed among other staff, taking away from their
dUd8S as per their job description. C0UDCi|nneDlbe[ COnno[0D asked what the status was of
reclassifying the part-time kennel tech positions, into afu||ti[n8vet-tech position. Director
Martinez stated that the Department would be working with the City Manager's office and
Budget, 1O see ifo new position could be created in the upcoming fiscal year budget. The
Committee was advised that they would be updated at future meetings concerning this topic.
E. ADJOURNMENT
Councilmember Jay Sabatucci moved to adjourn the Animal Adoption & Rescue Center
Advisory Committee meeting. Counni|manober Suzy Compton seconded the motion.
