' '" MINUTES OF THE WORK SESSION OF THE PLANNING AND ZONING COMMISSION OF THE CITY OF NORTH RICHLAND IDLLS, TEXAS FEBRUARY 22, 2001 The meeting started at 6 p.m. and was held in the pre-council chambers. MEMBERS AND STAFF PRESENT Chairman Don Bowen Richard Davis James Laubacher ABSENT Ted Nehring Doug Blue Tim Welch Ron Lueck CITY STAFF Director of Development Zoning Administrator Recording Secretary John Pitstick Cathy Horton Micah Johnson DISCUSSION The minutes from the February 8,2001 meeting could not be approved due to there not being sufficient members of the Planning and Zoning Commission to form a quorum. The main discussion of the meeting was directed to the Comprehensive Plan and the previous discussion, which took place on Monday, February 19,2001, between City Council and the Planning and Zoning Commission. Cathy Horton, City of North Richland Hills Zoning Administrator, began the meeting by passing out and explaining the summary sheet, which included most of the main discussion points of the February 19 meeting. (Attached are those comments) Cathy also discussed all public comments in which she is aware of at the moment. There were some very essential areas discussed including Linda Spurlock Park, a dental office on Denton Hwy and the Town Center. Shady Grove and Bursey were questioned for the future improvement of those roads. Bursey is being called a 4U road, however it is only stripped for 3 lanes. Shady Grove is classified as a 2U roadway. A future budget request will be made to help develop a plan for the South Grapevine Highway strategic area. It is hoped that Code Enforcement will be able to concentrate additional projects in that area in the future. In terms of the Smithfield Conservation District, a few points were made about possibly allowing housing to be above businesses, much like the proposed Town Center Project. Upon completion of the Comprehensive Plan, the staff would like to revise and re-evaluate the definitions of the zoning districts and clarify what will be built in the new Neighborhood Services, Retail and Commercial Districts. They would like to research uses in the Industrial District to try and discourage the over abundance of warehousing and bring in more job production into industrial employment areas. The meeting came to a close with a final discussion on whether or not the landscaping and sign ordinance should be returned to the zoning ordinance. No final decision was made, but all parties are taking this matter into consideration. The meeting ended at 8 PM. ¡p,.. Q~ 1;) ¡t/~ Chairman Don Bowen Secretary Ted Nehring Comprehensive Plan Update Joint P&Z and City Council Work Session February 19, 2001 Town Hall Meeting on March 2th will be a Joint Meeting of the Planning and Zoning Commission and City Council. This meeting will be a scheduled public hearing for input to the P&Z. The earliest possible date which P&Z can take action is April 12th. The P&Z will handle the hearing on 3-27 and the mayor could possibly make some introductory remarks. An additional public hearing will be scheduled for the City Council on May 14th or 28th (pending per John's ok with mgt.). The P&Z will hold a work session on Feb. 22 to discuss strategies for implementation of the Comprehensive Plan. They have a regular meeting on March 8th, which could also be a work session day. Note that Walmart is also scheduled for this meeting. The Commission can also meet for an additional work session on March 22"d if necessary. We need to forward all new text and map changes to Dan Sefko and Heather next week. (March 28) Review of Public Input A letter will be sent to all that wrote letters or responded to surveys. This letter will thank them for participation and invite them to attend the Town Hall meeting. Additionally the following information will be included in their letters to specifically address their issues. 1. Staff will respond to Richard Luedke regarding the Smithfield Road alignment. 2. Staff will respond with 5 letters on the 19.2 acre Dwight Baron site. Input from P&Z and CC is that the area should remain shown for office development. Council could possibly consider some retail pad sites along the street frontage, perhaps under a mixed-use development plan under PD zoning. Concerns to overcome will be drainage, traffic, image and character of the development and compatibility with the adjacent neighborhood. 3. Staff will respond to HowelWood Company that the area at the intersection of Rumfield Road and Precinct Line Road should remain shown as office. The property is zoned C-1, however due to the mid block location office development may be most marketable and would be the preferred land use type. 4. Staff will respond to Marjorie Nash Dodd that the land use should be shown as office rather than the retail requested due to the mid block location of the site at 8125 Precinct Line Road. 5. Mr. Greenwald will be sent a letter, indicating the Council's direction to adjust the Freeway Business Strategic Planning Area to include his property, however it will not be changed from single family to retail at this time. Concerns were expressed regarding the impact of traffic on the Strummer Drive and the impact of any nonresidential development on adjacent neighborhoods. 6. Stanley Christmas will be made aware of the Fire Department response to his questions regarding fire protection in the Town Center Area. 7. John Ciclio will be made aware that the Council appreciates his comments regarding the future character of the Davis Boulevard and North Tarrant Parkway intersection. Discussion of Comprehensive Plan Update Proposed Plan Changes · South of Bursey and east of Rufe Snow: change tract from retail to office · Show the fly over alignment of the 183/820/and Highway 26 on the map · Show Holiday Heights as High Density Residential · Show yellow tract north of Rurnfield as 0 · Triangle on south side of Davis should be changed from single family to office · Whether or not to update all language of Town Center to Home Place?? Review of Strategic Planning Areas Freeway Business District · Include Greenwald tract in the Freeway Business Strategic area Map. No change to color. · Change text referencing existing neighborhoods from South Grapevine Highway Planning Area to the Freeway Business District Strategic Area. · Revise text to include language that the transition of land uses should require a commitment of approximately 25 acres in order to minimize curb cuts, shared access and to provide for logical geographic development of the area. This is also encouraged to avoid piecemeal development patterns and negative impacts to existing neighborhoods. South Grapevine Highway Planning Area · Include Linda Spurlock Park and both sides of Honey Lane in the area. · Revise text to include language that the transition of land uses should require a commitment of approximately 5 acres in order to minimize curb cuts, shared access and to provide for logical geographic development of the area. This is also encouraged to avoid piecemeal development patterns and negative impacts to existing neighborhoods. · Add strategy that refers to this being a gateway to NRH from the south. · Mention Richland Business Center redevelopment in the text Smithfield Conservation District . No change North Precinct line Transition Area · Revise text to include language that the transition of land uses should require a commitment of approximately 5 acres with 500 feet of street frontage in order to minimize curb cuts, shared access and to provide for logical geographic development of the area. This is also encouraged to avoid piecemeal development patterns and negative impacts to existing neighborhoods. · Add a strategy that mentions that this is a major gateway to NRH from the north. Denton Highway Transition Area . No change Review of Changes to Thoroughfare Plan . No change Implementation Strategy Staff will work with P&Z to develop an implementation strategy for zoning inconsistencies. Staff will begin to rename LR, C1, and C2 to NS, Retail, and Commercial. The uses permitted in each district will be analyzed to ensure they meet the intent of each district. Staff will meet with Pete Smith for special legal advice regarding the new district and implementation strategies for zoning inconsistencies. Staff will analyze uses permitted in the industrial district to ensure that the goal of job creation is being met by the ordinance. Staff will analyze the medium density district regulations for the encouragement of fee simple townhouse development in transition areas of the city. Council and P&Z prioritized the Strategic Planning Areas for further Study and implementation strategies. They are: 1. South Grapevine Highway Planning Area 2. North Precinct Line Transition Area 3. Smithfield Conservation District 4. Denton Highway Transition Area 5. Freeway Business Area
