CALL TO ORDER The meeting was called to order by Chairman Don Bowen at 7:00 p.m. 2. CONSIDERATION OF MINUTES OF MARCH 22, 2001 AND MARCH 27, 2001 APPROVED Doug Blue made a motion to approve the minutes of March 22, 2001 and March 27,2001. Richard Davis seconded the motion. The motion was approved (6-0). .. ""''''-''-'~-'"--'''''~'''--~"--~-~._-- 4. PS 2001-10 CONSIDER AN AMENDMENT OF THE FINAL PLAT OF LOTS 2R1 & 3R, BLOCK 34, FOX HOLLOW ADDITION REQUESTED BY OWEN D. LONG ON 1.43 ACRES OF LAND KNOWN AS 7605 AND 7609 MID-CITIES BLVD. APPROVED City Zoning Administrator Cathy Horton gave a brief summary of the case stating the property as being zoned as C-1 Commercial and complying with the Subdivision Ordinance and the Comprehensive Land Use Plan. Richard Davis, seconded by Ted Nehring, motioned to approve PS 2001-10. The motion carried (6-0). 5. PS 2001-11 CONSIDER AMENDMENT OF THE FINAL PLAT OF LOTS 3R & 4R, BLOCK 1, SMITHFIELD ADDITION REQUESTED BY DON PHIFER ON 3.9 ACRES OF LAND IN THE 6600 BLOCK OF DAVIS BLVD. APPROVED Cathy Horton gave a brief summary of the case stating that the property is zoned 1-2 Industrial and complies with the Subdivision Ordinance and the Comprehensive Land Use Plan. Ted Nehring, seconded by Richard Davis, motioned for approval of case PS 2001-11. The motion carried (6-0). 6. PS 2000-11 CONSIDER THE REQUEST FOR A FINAL PLAT OF FOREST GLENN EAST ADDITION PHASE 1 BY DOUG LONG ON 45.013 ACRES OF LAND IN THE 8500 BLOCK OF NORTH TARRANT PARKWAY. APPROVED Cathy Horton gave a brief description of the property as being zoned R-2 Residential and complying with the Subdivision Ordinance and the Comprehensive Land Use Plan, except for one particular area. The Little Bear ."_..._..--"-,..._,,-,.._~~...,,-"--_._._._~..._~--, Creek Committee supports the removal of the northern portion of the open space shown on the Comprehensive Land Use Plan where single family lots are proposed on the plat. Other issues consist of the access along North Tarrant Parkway. Previously in 1998 the preliminary plat was approved showing 3 points of access on North Tarrant Parkway. Also, the developer and owner will be asking the City Council for a waiver of the escrow requirements for North Tarrant Parkway. The developer is continuing to coordinate the development through the Corp of Engineers and Fema. The property is exempt from the Tree Preservation and the Park Land Dedication Ordinances. The engineer of the property has agreed to comply with the Staff Engineering Comments before the plat goes to the City Council. Ron Lueck asked why the property was exempt from both ordinances. It was stated this was due to the case submittal date of the preliminary plat. Mr. Richard Davis, Seconded by Mr. Tim Welch, for approval of PS 2000-11 with the stipulations as follows: A right in, right out access is allowed no more than 75 feet to the centerline from the northwest corner of lot 40. There should be a notation on the face of the plat stating this access for future reference. The staff engineering comments should be met before taking the plat forward to the City Council. The commission does agree that the escrow money for North Tarrant Parkway should be waived. The motion carried (6-0). 7. CONTINUATION OF THE PUBLIC HEARING OF THE COMPREHESIVE LAND USE PLAN FROM MARCH 27, 2001. Cathy Horton gave a brief summary of the public participation from the last meeting, with there being 150 persons attending and 50 wishing to speak. The main areas spoke about was the Steeple Ridge area, Martin Drive, Strummer, Jerrie Jo, and an area on the corner of Bursey and Smithfield Road. Cathy suggested that the Comprehensive Plan be tabled until April 26, at which time there are hopes that a vote would be entertained. There was also mention of the work session that would follow the meeting. The public hearing opened with there being three citizens wishing to speak in regards to the land on the corner of Smithfield Road and Bursey Road. Mr. Paul Timmons, 7624 Silverleaf Drive, read a letter that he received from Councilman Tolbert, and asked for clarification of the letter concerning re-zoning of the property. He questioned whether or not Neighborhood Services would open the door for Commercial development. Richard Davis informed him that there would not be a mall going into the area much like most of the residents believe. Ron Lueck asked what he proposed would be the best use for the land. Mr. Timmons does not wish that the property be re-zoned to neighborhood services and asked that it be left as single family residential. He feels that this would cause problems with the elementary school and the proposed middle school being built. Mr. Jeff Fuqua, 7812 Calvert Lane, wished to speak regarding this land saying that he feels that the neighborhood services would cause a traffic issue in the housing area. He would like to preserve the beauty on the corner lot with either single family housing or an Adventure World type park, with the exception that there be no soccer field type park. Richard Davis informed him that this land is not on The Parks Plan, therefore would not be considered as a park site. Ted Nehring asked him how he would feel if a church were built on the property. He stated that he would prefer housing proposed to a church. Chairman Bowen mentioned to the citizens that a church could be built on "any" property no matter what the zoning is. Mr. John L. Martin, 7620 Silverleaf Drive, has attended the meeting in support of his neighbors and does not wish that this property be zoned Neighborhood Services. He does not feel that any other services are needed. Another concerned citizen in attendance from the Bursey/Smithfield area was Stephen Bos, 7608 Silverleaf Drive. Tim Welch, seconded by Ron Lueck, motioned that the public hearing be closed and that the Comprehensive Land Use Plan be tabled until the April 26,2001, Planning and Zoning Commission meeting. The motion carried (6-0). 8. CITIZEN COMMENTS There were none. 9. OTHER BUSINESS There were none. 10.
