CONSIDERATION OF MINUTES OF MAY 10, 2001

Richard Davis, seconded by James Laubacher, made a motion to approve the
minutes of May 10. The motion carried 5-0.
DISCUSSION OF "FIBER FENCE" FENCING MATERIAL
Suzanne Seely and Adam Fakhari of Alliance International Group, Inc., 715 Katy
Road, Keller, Texas, explained the process involved in manufacturing fiberglass
fencing. Suzanne mentioned the durability of the fence, which carries a lifetime
warranty. They can make the fence any style or color with a wood grain look.
There were questions on whether or not they could manufacture a product that
would look like brick, which is required along major street frontages in the City of
North Richland Hills. Adam indicated they would be willing to make every
attempt to create a fencing, which would work in this application. They also

agreed that after gathering further information they would return their findings to
the Planning and Zoning Commission before proceeding forward to City Council.
DISCUSSION OF THE COMPREHENSIVE PLAN COUNCIL APPROVAL
Zoning administrator Cathy Horton discussed the Comprehensive Plan and the
four (4) changes in which Council made before the final approval. Those
changes are as follows:
1. 500 feet of neighborhood services was approved on the Wang property. The
Commission had approved 300 feet of depth.
2. The Pruitt site was changed from office to retail.
3. The Maken's property west of Davis Drive was changed from single family
to retail.
4. The northwest intersection of Davis and North Tarrant Parkway was changed
from retail to neighborhood services.
DISCUSSION OF MINI-WAREHOUSE USES IN THE 1-1 AND 1-2 INDUSTRIAL
DISTRICTS.
City Planner, Dave Green led the discussion with a brief explanation of the
reason for researching the Mini-warehouses. There were questions regarding
the number of mini-warehouses and whether or not they are taking up too much
of the Industrial Zoned Properties. There are 12 mini-warehouses located within
the City of North Richland Hills with 2 being proposed. There are another 7
developments located within a 1-mile radius of North Richland Hills. In those
19 mini-warehouse locations, there are approximately 8,517 units. Not including
proposed developments, there are 5,275 units within the City of North Richland
Hills and there are 2,742 units within a 1-mile radius of the city. Of the 12
developments in the City of North Richland Hills there are 5 mini-warehouses
located within a 2-block area along Rufe Snow Drive. This area accounts for
2,317 total units. Six (6) of the existing developments are located in C-2
Commercial zoning, four (4) are located within 1-2 Industrial and two (2) are
zoned PD-Planned Development. Future developments are zoned 1-2 and C-2
(requesting PD). Tim Welch mentioned that maybe saturation and zoning is not
the issue, it may be acreage.

Cathy Horton stressed to the commission that the staff is not seeking a vote at
this time. The work session is for discussion purposes only and to bring new
information to the Commission members for considering upcoming proposals.
