PUBLIC HEARING TO CONSIDER A REQUEST BY REBEL PROPERTIES III, LTD.
FOR A ZONING CHANGE ON 7.379 ACRES FROM PD PLANNED DEVELOPMENT
AND R-3 SINGLE FAMILY TO PD PLANNED DEVELOPMENT FOR SINGLE FAMILY
RESIDENTIAL USES ON MINIMUM 5,400 SQUARE FOOT LOTS IN THE 6400
BLOCK OF GLENVIEW DRIVE.

City Zoning Administrator Cathy Horton summarized the case by stating that the
proposed plan would replace the land currently zoned R-3 and PD for assisted living.
The plan proposes 37 lots for residential development and three lots for use as
common areas, one likely to be used as a detention facility. The lots range in size from
5,403 square feet to 8,321 square feet, making the average lot size 5,927 square feet.
The Site Plan notes that 31 of the 40 lots will require a minimum 1,800 square foot
house with the remaining six lots requiring a minimum 1,600 square foot house.
Access to the site is from Glenview Drive to the north and Harmonson Road to the
south. Front building setbacks for all lots will be 20' with 10' rear and 5'side (15' for
corner) setbacks. These setbacks, except for the side setback, are consistent with
Zoning Ordinance requirements for smaller lot developments.
The proposed average lot size and overall density is slightly smaller and more dense
than adjacent properties. This site is located within the South Grapevine Highway
Strategic Planning Area.
A requested variance consists of constructing a six foot wrought iron fence with brick
columns approximately 30 feet apart, rather than a masonry or concrete screening wall,
as required by subdivision regulations. The proposed fence design is similar to the
fence recently approved for the Glenwyck Subdivision immediately to the north. The
second requested variance is for a five foot interior side setback and a 15' side street
setback for corner lots. Zoning Ordinance requires a six foot side setback and a 20'
setback for corner lots adjacent to side streets.
Staff recommends that the Home Owners Maintenance Agreement be structured
similar to that for the Glenwyck Addition, and that the HOA maintain the fence along
Glenview Drive and all common areas.
Chairman Bowen opened the public hearing. Mark Howe with Howe-Wood Company
addressed the commission and spoke about the area and proposed development.
Ted Nehring questioned why the lots were only 50' wide. Mark Howe responded that
the lots were proposed as such due to both economics of the development and the
market demand. Ted Nehring asked about the HOA, in which Mark Wood responded

that it would be tied to the HOA at the Glenwyck Addition. The HOA would maintain
common areas of both subdivisions.
Mark Wood of Howe-Wood Company responded to a concern by a citizen in regards to
the proposed fence along Glenview Drive and fencing along the east property line of
lots fronting up to Honey Lane.
L.H. Ritter, of 6959 Hovencamp, Richland Hills, property owner of 6500 Harmonson
Road, questioned what impact the drainage would have to Harmonson.
Jeff Ritter, of 6959 Hovencamp, Richland Hills, property owner of 6500 Harmonson
Road, questioned if the Commission had a Master Plan for the area.
June Day, of 4017 Garden Park Drive asked about fencing to the east of the proposed
property. She also asked how close the houses would be built to the rear property line
and what would be done with the trees.
Chairman Bowen closed the public hearing. Chairman Bowen and George Tucker
stressed concern about setting precedence in regards to the lot size, and would only
approve due to the small scale of the area and the uniqueness of the area being
developed.
Ted Nehring, seconded by Doug Blue, motioned to approve PZ 2001-16 with the
stipulations that no more than eight lots would be a minimum of 1600 square feet with
the other 32 having an overall development average of 1800 square feet, that a six foot
privacy fence would be placed along the west property line as the homes are being built
and also along the west line of the common open space. Motion carried unanimously
(7 -0).

The Chairman adjourned the public hearing at 8:15 p.m.
