PRESENTATION BY KEN MITCHELL OF PARAMOUNT LAND
DEVELOPMENT INC. FOR A PROPOSED RESIDENTIAL SUBDIVISION EAST
OF RUFE SNOW DRIVE, SOUTH OF HIGHTOWER DRIVE AND NORTH OF
CHAPMAN DRIVE.
Ken Mitchell of Paramount Land Development presented to the Commission a
possible 294-lot subdivision with an average lot size of 7,300 square feet. The
property is located between Hightower Drive south to Chapman Drive and east
of Rufe Snow Drive. Mr. Mitchell explained how the drainage would be handled
with a drainage channel, maintained by a homeowners association, across the
center portion of the property with areas constructed so that the water would
form attractive lakes. While presenting the subdivision to the City Development
Review Committee, the Parks Department requested a portion of land be
available for a park along the channel. It has also been proposed that a bike,
hike and walk-trail would be included along the channel. There will be two
entrances with the north entrance off Hightower Drive and the south entrance

being from Chapman Drive. Since he is not a Tarrant County Developer, Mr.
Mitchell is asking the Commission for insight as to what would be recommended
or required of a subdivision this size. After some discuss of what the zoning
ordinance requires, the Commission has asked that Mr. Mitchell present a formal
application request to City staff.
CONTINUED DISCUSSION OF PROPOSED ORDINANCE REVISION
PACKAGE INCLUDING WOMEN'S SHELTER, OUTSIDE STORAGE....ETC.
Cathy Horton, Zoning Administrator, continued discussion of proposed
Ordinance revisions (material attached). Among the topics discussed: table of
permitted uses, temporary uses and buildings, outdoor storage regulations,
screening of mechanical equipment, fencing for swimming pools, sidewalks, front
yard fencing and definitions. The discussion covered many different areas and
was intended to give the Commission members some topics of interest to think
about for future voting. The discussion ended with input from the Commission of
how they would like the changes to take effect.
CONTINUED DISCUSSION OF REQUIRED BUILDING MATERIALS AND
ARTICULATION STANDARDS FOR COMMERCIAL DEVELOPMENT.
Dave Green, Planner, continued discussion of building articulations (material
attached). Mr. Green distributed a handout booklet to give the Commission an
idea of some Architectural Standards. With a copy of the site plan presented by
Staples, Mr. Green gave the Commission a visual idea of some of the things that
he would like to see considered in the future. The discussion ended with the
Commission being asked to read over the material to become familiar with these
standards for further discussion at the next Planning and Zoning pre-meeting on
September 13, 2001.

The attached includes all ordinance revisions we have discussed over the last 6 months. Other
issues that you may want to add to this include:
· Enlarging the 500 square foot maximum size limit for an accessory structure to a single family
home and requiring an SUP;
· The subdivision ordinance requires that if a structure is increased by 75% of its value or 30%
of the square footage then the property be subject to being platted.
Provide for cumulative square footage threshold levels to require that landscaping,
screening, and fencing, be brought into compliance with the zoning and Landscape
ordinances; (30% rule).
· Placing both the Landscape and the Sign Ordinance back into the Zoning Ordinance;
· Remove the requirement for site plan approval when a site is within 200' of residential.
Decision makers are pressed to approve them if they meet the niminum standards of the
ordinance.

Section 310. TABLE OF PERMITTED USES
The following table presents the zoning district classifications and the permitted uses within those
classifications. Uses are listed in accordance with permitted uses (P), uses permitted by a special use permit
(S), permitted uses, but requiring a special use permit only when certain conditions apply (CS), and prohibited
uses (blank). Note: Procedures and conditions requiring a Special Use Permit are contained in Section 500.
Site Plan Approval: All new commercial development or redevelopment that exceeds 75% of the assessed
value of the property, less the land value, according to the latest approved TAD Tax Roll, that is located on
property within 200 feet of existing residentially zoned land or land indicated to develop as residential according
to the Comprehensive Land Use Plan; or, any addition to an existing structure that increases the square footage
by 30% or more that is located on property within 200 feet of existing residentially zoned land or land indicated to

develop as residential according to the Comprehensive Land Use Plan shall require site plan approval from both

Section 625. TEMPORARY USES AND BUILDINGS ~ ~ ~~~ ~iV""(.vt.A-.
A. Temporary Buildings - Nothing herein shall prohibit the placement of temporary portable buildings
providing office space, sanitary facilities or storage of supplies or materials, or the erection of security
fences on the site and during the period of any construction project upon application for and receipt
from the City Enfor-semeRt Officer Buildino Official of a permit. However, no manufacturing operation
shall be conducted within a temporary or portable building when the product of such operation is to be
transported off the site for use in construction at another location,
8, Temporary Uses - Temporary outside display and outdoor sales, on properties zoned LR, c-1, C-2,
OC, 1-1, 1-2 and U, by the occupants of businesses of such properties, may be permitted by the City
Enforoement Officer Suildino Official upon the application and granting of a temporary Y8e sales and
display permit.
1, In no event shall such temporary ~ sales and display be allowed for more than thirty
consecutive days or more than once per year unless otherwise provided, All sales shall meet
the special conditions, if any, imposed by the City Enforcement Officer Buildino Official and/or
Fire Marshal for the protection of public interest and the welfare of the community.
2, No tent or similar structure shall be erected in any required setbacks or designated easements,
Tents shall conform to the Uniform Fire Code and no tent shall be erected without first obtaining
a permit. No outside use of property for sales and display will be allowed except by the existing
occupants of the property, This includes parking of vehicles for a purpose other than
conducting business on the premises,
3, The temporary outside display and outdoor sale of Christmas trees, pumpkins or other seasonal
holiday items may be permitted on those properties zoned LR, c-1, C-2, 1-1, 1-2 and U, for a
period of forty days prior to the specific holiday, The City Enforoement Offioer Suildino Official
may issue a temporary seasonal sale Y8e permit for such sale, when it is found that there is
available adequate off-street parking area, either improved or unimproved, as determined by
the Enfor€ement Officer Buildino Official; and that the location and layout of drives, parking
areas, lighting, and sale signs will not constitute a hazard to public travel on the abutting public
streets, Trees, stands, equipment, trash, signs, lighting and shelters shall be removed by the
permit holder no later than ten (10) days following the specific holiday,
4, Carnivals, circuses and special fund raising events sponsored by a public entity, civic or non-profit
organization located within the City may be allowed as a temporary use for a period not exceeding
three consecutive days, Except for churches and public or semi-public school sponsored events
on their property, such events shall be on a site containing not less than two acres in a non-
residential zoning district. Except for public or semi-public schools, only one permit for a carnival,
circus or special fund raising event shall be issued to the same civic or non-profit organization
within a 180-day period. Adequate parking and sanitary facilities shall be made available to the
satisfaction of the Building Official, No carnival or special event shall begin operation before 8:00
A.M, and operation shall cease before 11 :00 P,M, on all nights except on Saturdays when the
event shall cease operation at mid-night. The Building Official shall establish the terms and
conditions for the temporary use at the time of approval. In the event that a sponsor is
dissatisfied with the Building Official's decision, the sponsor may appeal the requested use to the
Planning and Zoning Commission,
5, The temporary outside display and outdoor retail sale of seasonal items may be permitted on
those properties zoned c-1, C-2, 1-1, and 1-2, Such area shall be permitted to cover an amount of
space equivalent to ten percent (10%) of the principal structure, up to and not to exceed 2,500
square feet of space. Additionally, no items shall be stacked higher than seven (7) feet in height.
The City Enforoement Officer Suildino Official may issue an approval for such temporary outside
display and outdoor sale when it is found that there is available adequate paved off-street parking

Section 626. OUTDOOR STORAGE REGULATIONS
C, Special Use PF9\'ision Permit for Outdoor Storage Area - The location of outdoor storage areas shall be
limited to the side or rear of the primary structure to which the facility(s) belong. A Special Use
ProvisioR Permit (refer to Article 5) authorized by City Council may allow the outside storage area to
exceed ten percent (10%) of the total lot area not to exceed a maximum of twenty percent (20%) of the
total lot area. The outside storage area shall not encroach upon the required off street parking and
~ maneuvering areas of the lot. The stacking height of any items is limited to one (1) foot below the
required screening wall panel height. (See Ordinance 2427)

ARCHITECTURAL STANDARDS
Façade Walls (A "Façade Wall" is an exterior wall visible from a street or non-
industrial property.)
INTENT: Façade Walls are the most visible part of a building, and convey the single largest
aesthetic impact of the building. Façade Walls should therefore contain major design
features that can be seen from a distance such as entryways and articulated wall planes.
Façade Walls should be articulated to reduce the massive scale and the uniform, impersonal
appearances of large retail buildings and provide visual interest that will be consistent with
the community' s identity, character, and scale. The intent is to encourage a more human
scale with which the City's residents will be able to identify.
STANDARD: The following standards shall apply to a maximum of two Façade Walls. If
a structure has more than two Façade Walls, this standard shall apply to the two Façade
Walls that face the streets with the highest average daily traffic and/or adjacent residential
uses. Ground floor Façade Walls shall incorporate at least 3 of the following 4 requirements.
These required design elements must comprise at least sixty percent (60%) of the Façade
Wall's horizontal length.
a. Wall recesses/projections that are at least twenty (20) feet long but no more than one
hundred (100) feet long and that have a relief of at least eight (8) inches.
b, Entryway features (at least three items from the following list):
1, Raised corniced parapets over the door, peaked roof forms or arches, or architectural
details such as tile work and moldings that are integrated into the building structure
and design;
2. Integral planters or wing walls that incorporate landscaped areas and/or places for
slttmg;
3. Enhanced exterior lighting such as wall sconces, light coves with concealed light
source, ground mounted accent lights, or decorative pedestal lights;
4. Prominent three-dimensional entry features projecting from the plane of the main
exterior walls by a minimum of eight (8) feet and raised above the adjoining parapet
wall/roof by a minimum of three (3) feet, clock towers and other similar
architectural design elements; and,
5. Pilasters projecting from the plane of the wall by a minimum of eight (8) inches
and/ or architectural or decorative columns to create visual breaks and interests in
the Façade Walls and exterior walls.
c. Arcades, Covered Walkways, Architectural Awnings, Canopies or Porticoes.
d. Display windows.
Detail Features (These requirements apply to all Façade Walls):
INTENT: Buildings should have architectural features and patterns that provide visual
interest at the scale of the pedestrian, reduce excessive architectural uniformity and
monolithic scale, and recognize local character. The elements in the following standard
shoul.d be integral parts of the building fabric, and not superficially applied trim or graphics
or pamt.
STANDARD: Building Façade Walls shall include a repeating pattern that incOlporates no
less than three (3) of the elements listed below. At least one of these elements shall repeat
horizontally. All elements shall repeat at intervals of no more than thirty (30) feet, either
horizontally or vertically.
a. Color change.
b. Texture change.
c. Material module change.
d. Architectural or structural bays created through a change in plane no less than twenty-
four (24) inches wide such as an offset, reveal, or projecting rib.
Materials and Colors (applies to all exterior walls except where noted):
INTENT: Exterior building materials and colors comprise a significant part of the visual
impact of a building. Therefore, they should be aesthetically pleasing and compatible with
materials and colors used in adjoining neighborhoods and developments.
STANDARD:
a. For all Façade Walls: One hundred percent (100%) of all exterior building materials shall
be high quality materials, and shall be limited to any combination of the following
materials.
1. Face brick or face tile.
2. Natural stone or cultured stone.
3. Glass, with the use of reflective glass limited to a maximum of fifty percent (50%) of
the area of any Façade Wall on which it is used.
4. Tinted and/or textured, concrete masonry units (e.g., split face block, burnished
block).
5. Portland cement plaster.
6. Tilt-up concrete panels that are adorned or textured.
b. For all exterior walls: Exterior colors shall be low reflectance, subtle, neutral, or earth
tone colors. The use of high intensity, primary, metallic, black or fluorescent colors shall
be prohibited.
c. For all exterior walls: Building trim and accent areas may feature brighter colors, primary
colors, and neon tubing for trim or accentuation in proportions consistent with trim or
accentuation only, Such building trim and accent areas shall not exceed ten percent
(10%) of any single extenor wall area excluding all windows, doors, and glass
construction materials.
d. For any non-Façade Wall incorporating a loading, unloading, or service area (i.e., a
nonvisible "back" side), the following materials shall be permitted:
1. Smooth-faced concrete block that is non-tinted or non-burnished.
2. Tilt-up concrete panels that are unadorned or untextured
3. Pre-fabricated steel panels.
Roofs:
INTENT: Variations in rooflines should be used to add interest to, and reduce the massive
scale of large buildings. Roof features should complement the character of adjoining
neighborhoods and developments.
STANDARD: Roofs shall incorporate no fewer than two of the following features.
a. Parapets concealing flat roofs and rooftop equipment such as HV AC units from public
view. Parapet height changes over one (1) foot shall vary three dimensionally to add
visual interest to the building and shall include architectural detailing, cornices, moldings,
trims, variations in brick coursing, and other similar type detailing.
b. Overhanging eaves, extending no less than three (3) feet past the supporting walls.
c. Sloping roofs that do not exceed the average height of the supporting walls, and having
an average slope greater than or equal to 5/12.
d. Two or more roof slope planes.
