CALL TO ORDER Mayor Trevino called the meeting to order at 5:00 p.m. B.1 CITIZEN PRESENTATION No Citizen Presentations were made at this time. B.2 PUBLIC COMMENTS No Public Commentswere made at this time. C.1 APPROVE MINUTES OF THE JUNE 27, 2016 TAX INCREMENT REINVESTMENT ZONE NO. 1 BOARD MEETING Associate Mayor Pro Tem, Council Member Rita Wright Oujesky moved to approve the minutes of the June 27, 2016 Board meeting. Council Member Kelvin Deupree seconded the motion. Motion to approve carried 6-0. C.2 CONSIDER THE APPOINTMENT OF A VICE-CHAIR AND A SECRETARY FOR TAX INCREMENT REINVESTMENT ZONE NO. 1 AND 1A Director of Finance Mark Mills made a brief presentation on the composition and duties of each TIF Board Officer. The chair is appointed by the North Richland Hills City Council for a one-year term. Mayor Trevino was appointed as Chair at the January 25, 2021 City Council meeting. The TIF Board appoints the Vice-Chair and Secretary, each for a two-year term. Presently, the Vice-Chair officer is vacant and the previous Secretary was Tito Rodriguez. Bylaws state appointments are for two year terms each. A motion was made by Associate Mayor Pro Tem, Council Member Rita Wright Oujesky to appoint Council Member Kelvin Dupree as Vice-Chair and Board Member Susan Alanis as Secretary. Mayor Pro Tem, Council Member Mason Orr seconded the motion. Motion to approve carried 6-0. C.3 DISCUSS AND ACCEPT TAX INCREMENT REINVESTMENT ZONE NO. 1 AND 1A ANNUAL REPORTS FOR 2016, 2017, 2018, 2019 AND 2020 Director of Finance Mark Mills made a brief presentation on the annual reports for each year listed. Since the Board’s last meeting in 2016 a number of annual reports remain to be formally accepted by the TIF Board. For the past five years, the amount and source of revenue was presented along with the corresponding amount and purpose of the associated expenditures. The entities obligations for revenue contributions, project expenditures, and associated debt service have been fulfilled. Board Member Rebecca Barksdale seconded the motion, which was approved 6-0. C.4 RECEIVE A STATUS REPORT REGARDING THE PROJECT AND FINANCIAL STATUS OF TAX INCREMENT REINVESTMENT ZONE NUMBER 1 AND 1A AND RECOMMEND THE NORTH RICHLAND HILLS CITY COUNCIAL TAKE ACTION TO CLOSE TAX INCREMENT REINVESTMENT ZONE NUMBER 1 AND 1A. Director of Finance Mark Mills made a presentation on the preliminary final status report of TIF 1 and 1A. The TIF completed two capital projects (1) Mackey Creek Drainage Improvements ($850,000) and (2) Burial of Utility Lines along Blvd. 26 ($2,460,115). All related debt has been retired. A summary of the results presented is shown below: Revenue / Resources to date $ 8,077,939 Expenditures to date$ 7,798,724 Outstanding Obligations$ - Revenues over Expenditures$ 279,215 Available Balance for Disbursement$ 295,500 Once action is taken by the North Richland Hills City Council to close TIF 1 and 1A, the remaining balances on deposit will be disbursed according to each entity’s contribution percentage. Mayor Pro Tem, Council Member Mason Orr moved to accept the TIF No. 1 and TIF No. 1A Status Report Regarding the Project and Financial Status of TIF No. 1 and 1A and Recommend the North Richland Hills City Council take action to close Tax Increment Reinvestment Zone No. 1 and 1A. Council member Associate Mayor Pro Tem, Council Member Rita Wright Oujesky seconded the motion, which was approved 6-0. D. ADJOURNMENT Mayor Trevino adjourned the meeting at 5:13 p.m.
