CALL TO ORDER B PUBLIC COMMENTS An opportunity for citizens to address the Keep NRH Beautiful Commission on matters which are scheduled on this agenda for consideration by the Commission, but not scheduled as a public hearing. In order to address the Keep NRH Beautiful Commission during public comments, a Public Meeting Appearance Card must be completed and presented to the recording secretary prior to the start of the Keep NRH Beautiful Commission meeting. PRESENTER: Kristin James, Assistant Director of Neighborhood Services SUMMARY: The minutes are listed on the consent agenda and approved by majority vote of Commission at the Keep NRH Beautiful Commission meetings. GENERAL DESCRIPTION: The Neighborhood Services Department prepares action minutes for each Keep NRH Beautiful meeting. The minutes for the previous meeting are placed on the agenda for review and approval by the Keep NRH Beautiful Commission. Upon approval of the minutes, an electronic copy will be uploaded to the City's website. RECOMMENDATION: Approve the minutes of the October 17, 2023 Keep NRH Beautiful meeting. MINUTES OF THE REGULAR MEETING OF THE KEEP NORTH RICHLAND HILLS BEAUTIFUL COMMISSION FOR THE CITY OF NORTH RICHLAND HILLS, TEXAS, HELD AT THE NORTH RICHLAND HILLS CITY HALL 4301 CITY POINT DRIVE TUESDAY, OCTOBER 17, 2023 The Keep North Richland Hills Beautiful Commission of the City of North Richland Hills, Texas met for a meeting on the 19t" day of September 2023 at 5.45 p.m. in the Neighborhood Services Conference Room at City Hall. A. CALL TO ORDER Kathy Luppy called the meeting to order at 5.45 p.m. Present: Kathy Luppy Chair Donah Tyner Place 1 Steve Chaney Place 2 Brianne Goetz Place 3 Turquoise Banks Place 5 Bill Whitsett Place 7 Absent: Kathleen Kaiser Place 4 Steve Linford Alternate Staff Members: Kristin James, Assistant Director of Neighborhood Services B.1 PUPLIC COMMENT No citizens present for Public Comment. C. ACTION ITEMS CA Approve minutes of the September 19, 2023 Keep NRH Beautiful Meeting. Donah Tyner motioned to approve the minutes and the motion was seconded by Bill Whitsett. The Commission then approved the minutes unanimously. D. PRESENTATION/DISCUSSION ITEMS DA Discuss the Results of the 2023 Trash Bash The Trash Bash was held on September 23, 2023. Kristin James reported that 205 volunteers participated in the event. Twenty-seven miles of roadways, trails, and waterways were cleaned. There were 168 bags of trach collected, which equates to approximately 4,200 pounds of trash. The picnic was a success and it seemed that everyone had a great time and enjoyed the event overall. Page 1 of 2 D.2 Judge the Jump Start Your Garden Grant Program Applications Kristin James handed out a packet to each of the commissioners that contained all of the applications received. The Commission members took approximately 20 minutes to read through them all before discussion. The Commission concluded that Mullendore Elementary, The Academy at Carrie Francis Thomas Elementary, and Foster Village were most deserving of the grant and would utilize the money most effectively. Kristin James stated that she would reach out to each of the schools to coordinate getting the grant money to them and also post the winners to social media the next day. D.3 Discuss the KNRHB School Programming The Commission will be hosting a class for the second graders at Foster Village on November 17, 2023 from 8.00 AM to 11.00 AM. There will be four sessions, each lasting approximately 30-45 minutes. The session will cover recycling education. Each class will be read a book about recycling, do a trash/recycling relay, and then make toilet paper roll thankful turkeys. Kristin James stated that she would make sure all the supplies were ready for the event and asked Commission members to bring clean recycling and trash items for the relay. Chair Luppy state that she would bring the book for the event. Kristin James will send out and email prior to the event with specific details and any additional requests. DA Discuss Classes and Schedule for 2023 Mrs. James presented the calendar for 2023: Virtual — Backyard Greenhouse — October 19 @ 6 pm KNRHB Meeting — NO NOVEMBER MEETING UNLESS ABSOLUTELY NEEDED Virtual — Trees for North Texas — November 2 @ 6 pm Christmas Light Judging — December 10 & 11 Virtual — Landscape Design Basics — December 14 @ 6 pm Additional classes will be added to this calendar throughout the year. DISCUSSION ITEMS B.1 Judge the 2023 Christmas Lighting Contest Judging of the Christmas lights began at 6.00 pm and ended at 10.00 pm. The following is the list of winners: Area 1 - 6212 Glengarry Ct. Area 2 - 4600 Cummings Dr. Area 3 - 6501 Boulder Ct. Area 4 - 5420 Greenwood Way Area 5 - 6020 Morningside Dr. Area 6 - 6859 Four Sixes Ranch Rd. Area 7 - 7028 Michael Dr. Area 8 - 7509 Acts. Ct. Area 9 - 8365 Saddlebrook Dr. Judging by the Commission was based on arrangement, variety, and overall "WOW' factor. F. ADJOURNMENT Kathy Luppy adjourned the meeting at 10.00 pm. GENERAL DESCRIPTION: The Governor's Community Achievement Award application is open and due on February 15, 2024. During this item, staff will discuss the grant application. GENERAL DESCRIPTION: Keep NRH Beautiful provides classes, volunteer opportunities and activities throughout the year. This item allows for the Commission to discuss the upcoming schedule of events and activities.
