The Planning and Zoning Office prepares action minutes for each Planning and Zoning

review and approval by the Commission. Upon approval of the minutes, an electronic

Chair Welborn introduced the item and called for Planning Director Clayton
Comstock to introduce the request. Mr. Comstock introduced the request.
Clayton Redinger, representing Redinger Group LLC, 704 Cimmaron Drive,
Southlake, Texas, presented the request.
Chair Welborn and Mr. Redinger discussed the lot sizes and how some were smaller
than the minimum requirement of 4,000 square feet. Mr. Redinger stated the lots
were labeled in acres rather than square feet and the issue is a rounding error,
which has been corrected on the revised plat.
Chair Welborn asked if a builder has been selected for the project. Mr. Redinger
stated he is aware that several builders are interested but the developer has not
selected a builder at this time.
Chair Welborn called for Mr. Comstock to present the staff report. Mr. Comstock
presented the staff report.

Commissioner Narayana and Mr. Comstock discussed landscaping and screening
improvements in the open space areas.

D.1 ZC23-0078 PUBLIC HEARING AND CONSIDERATION OF A REQUEST
FROM BARCELONA BEAUTY ACADEMY FOR A SPECIAL USE PERMIT
FOR A TRADE OR BUSINESS SCHOOL AT 6647 BOULEVARD 26,

Chair Welborn introduced the item, opened the public hearing, and called for
Principal Planner Clayton Husband to introduce the request. Mr. Husband introduced
the request.

Anthony Pina, 2811 Elm Park Street, Richland Hills, Texas, presented the request. He
discussed the proposed cosmetology school operations and services and the
proposed property improvements recommended by the Development Review
Committee.
Chair Welborn asked if the school was relocating from Hurst and the current
operations. Mr. Pina stated the school has been open for four years and discussed
the plans to consolidate the school with their salon. He stated they typically have
10-15 students at one time with a maximum of about 25 students.
Ex-Officio Luppy asked about the school's hours of operation. Mr. Pina stated the
usual hours are Tuesday through Friday from 9 AM to 9 PM, with the salon open
10AM to 6 PM.
Commissioner Goetz asked if they share building space with other businesses. Mr.
Pina stated the owner, Fonner Family Hearing Services, has limited office hours in
the building.
Commissioner Narayana asked about the reason for the move and how the business
advertises. Mr. Pina stated their plans to consolidate space with their salon as the
location offers better space for student practice and services. He stated they
advertise through social media, trade shows, and other methods.
Chair Welborn called for Mr. Husband to present the staff report. Mr. Husband
presented the staff report.
Vice Chair Stamps and Mr. Husband discussed the responsibilities of the property
owner for site and signage improvements.
Commissioner Narayana and Mr. Husband discussed former uses on the property
trash disposal methods, and requirements for refuse container screening if a
container is placed on the property.
Chair Welborn and Mr. Pina discussed screening requirements for containers placed
on the site in the future.
Chair Welborn called for anyone wishing to speak for or against the request to come
forward. There being no one else wishing to speak, Chair Welborn closed the public
hearing.

Chair Welborn stated that a letter of support for the request was submitted by the
owner, Robert Fonner, 6647 Boulevard 26, North Richland Hills, Texas.
Commissioner Narayana and Mr. Husband discussed the status and condition of the
pole sign. Mr. Husband stated the pole sign is not proposed to be removed and
discussed city programs available for sign removal and construction.

COMMISSIONER GOETZ TO APPROVE ZC23-0078, SUBJECT TO LANDSCAPING,

SUBJECT: ZC23-0089 Public hearing and consideration of a request from
Barton Surveying and Laser Scanning LLC for a zoning change from
RE-1 (Residential Estate) to RE-2 (Residential Estate) at 6809 Little
Ranch Road, being 0.55 acres described as a portion of Lot 7, Block
1, Morgan Meadows.
PRESENTER: Clayton Comstock, Director of Planning
SUMMARY:
On behalf of Breakfall Home Solutions LLC, Barton Surveying and Laser Scanning LLC
is requesting a zoning change from RE-1 (Residential Estate)to RE-2 (Residential Estate)
on 0.55 acres located at 6809 Little Ranch Road.
GENERAL DESCRIPTION:
The property under consideration is a 24,001-square-foot portion of a 1.836-acre site
located on the west side of Little Ranch Road between North Forty Road and Hightower
Drive. The site is developed with a single-family residence built in 1965 (Source: TAD)
and an accessory building.
The character of the area on Little Ranch Road and surrounding streets is very low-
density single-family residential. Most properties are zoned RE-1 (Residential Estate),
which is the new name of the R-1-S (Special Single-Family) district. Some properties in
the area are zoned R-1 (Single-Family Residential).
The applicant is requesting a zoning change to RE-2 (Residential Estate) on a 0.55-acre
portion of the property, which is the portion with the existing house. The RE-2 district is a
new zoning district that was adopted by City Council on January 22, 2024 (Ordinance
3837). This district requires a minimum lot size of 20,000 square feet and provides an
option for new single-family lots between the lot size minimums of R-1 (13,000 square
feet / 0.3 acre) and RE-1 (43,560 square feet / 1.0 acre).
The owner intends to replat the property into two residential lots for the purpose of
constructing a new residence. A replat application is an associated item on the February
15, 2024, agenda, agenda (see PLAT24-0058). The remainder of the overall site is
intended to retain the existing RE-1 (Residential Estate) zoning designation. Between
the proposed RE-2 district boundary and the existing RE-1 district boundary, no more
than two (2) homes could be built on this overall 1.836 acre.

NOKTH KICHLAND HILLS
VISION2030 COMPREHENSIVE PLAN: This area is designated on the Vision203O Land
Use Plan as Residential Estate. This designation promotes neighborhoods defined by
larger single-family lots and homes at a density less than two (2) units per acre. These
neighborhoods are characterized by large lots, rural street design, estate-style fencing,
barns, and livestock. These properties address a specific market niche and add to the
diverse mix of housing and lot options for the community.
The plan further states that transitional densities and lot sizes of 13,000 square feet or
more may be appropriate when adjacent to Major Collector roadways and existing
conventional suburban residential neighborhoods. New development should be sensitive
to the surrounding context in scale and form and be designed to reflect a contiguous and
seamless growth pattern that avoids fragmented and disconnected development.
CURRENT ZONING: The property is currently zoned RE-1 (Residential Estate). This
district was formerly named R-1-S (Special Single-Family) and is intended to provide
areas for very low density development of single-family detached dwelling units which are
constructed at an approximate density of one unit per acre in a quasi-rural setting. The
RE-1 district is specifically planned to allow for the keeping of livestock in a residential
setting.
PROPOSED ZONING: The proposed RE-2 (Residential Estate) zoning is intended to
provide areas for very low density development of single-family detached dwelling units
which are constructed at an approximate density of less than two units per acre.

PLAT STATUS: The property is platted as Lot 7, Block 1, Morgan Meadows Addition.
PUBLIC INPUT: Following the posting of the public hearing signs on the subject property,
the Planning & Zoning Department received written input regarding the zoning change
request. A copy of all correspondence is included in the "Public Input" attachment. Any
additional correspondence received after the publication of this report will be distributed
to the Planning and Zoning Commission prior to the public hearing.
CITY COUNCIL: The City Council will consider this request at the March 4, 2024, meeting
following a recommendation by the Planning and Zoning Commission.

My name is Gary Chambers and my family lives at 6817 Little Ranch Road. This is next
door to the subject property at 6809 Little Ranch Road, Case #ZC23-0089. We are
writing in opposition because this would be the loss of "country feel" of the wider lots.
More homes in a condensed configuration would reduce the appeal of the community
and in time draw more investors (trying to figure out how to break the lots down even
more) in lieu of families.
Seven years ago, our family moved to this area and were able to build a single family
home due to the strict adherence to this restriction that was placed on the home builder
that owned the lot before us. He made the statement to us that he was not successful in
trying to break the lot up to build multiple homes, because the city required him to have
one acre per home. We had to maintain the current zoning which requires a home be
built on at least one acre.
During our search, we went to the city and ask about the lot in which we currently live
and found out that the city wanted to keep what they deemed as "Estate Lots" in place,
and the "residents" were very critical of breaking the lots up.
We have seen the same zoning be enforced on a sale of property at the corner of North
Forty and Little Ranch in which the city required the conveyance of at least one acre be
accompanied with the home that was sold.
We have also attended a meeting with the city representatives of the Planning and
Zoning Department in which the residents of Morgan Meadows Addition by majority vote,
wanted to maintain the current configuration of the lot size.
PUBLIC INPUT
I have met with the owner of Barton Surveying and Laser Scanning LLC requesting the
zoning change and let him know that we cannot support the effort as presented. We are
asking the Planning and Zoning Commissioning to keep the current zoning in place and
allow our community to be a hidden gem of North Richland Hills.

On behalf of Walmart and Wing Aviation, LLC, Kimley-Horn & Associates is requesting a
revision to Planned Development 36 to allow a drone "heliport/landing pad" in the Walmart
Supercenter parking lot at 9101 North Tarrant Parkway.
GENERAL DESCRIPTION:
The Walmart Supercenter property is located on the north side of North Tarrant Parkway
between Davis Boulevard and Precinct Line Road. The applicant proposes to establish
ground operations for drone delivery services in the front parking lot on the property.
Wing Aviation, LLC, a subsidiary of Alphabet, Inc., has received approval from the Federal
Aviation Administration (FAA) to operate unmanned aerial vehicles (UAVs, or drones) in
the Dallas-Fort Worth Metroplex for the purpose of delivering packaged goods to
customers. These services have been available through a prior partnership with
Walgreens in Frisco and Little Elm since 2022, and operations began at two Walmart
locations in Frisco and Lewisville in 2023.

Commission and the public with drone operations and the evolution of the industry thus

Wing Aviation's proposal is to allow a one-year pilot program at this location with
operations identical to the video provided in the previous section. Within that year, city
staff plans to craft a permanent set of standards and policies for drone delivery surface
operations, including landing pad locations and setbacks from residential properties,
permanent versus temporary ground improvements, maximum number of drones/pads,
and similar standards. These standards and policies would be limited to what a
municipality can regulate, since FAA permits generally regulate airspace operations once
a drone is airborne.
REQUEST SPECIFIC TO 9101 NORTH TARRANT PARKWAY:
The Walmart property at 9101 North Tarrant Parkway is zoned PD (Planned Development
36), which was originally approved in March 2001 and subsequently updated as each of
the many pad sites developed. This planned development adopted a base zoning district
of C-1 (Commercial). Drone delivery service is not a specifically listed primary or
accessory use in the North Richland Hills zoning code, but it is somewhat similar in nature
to a "heliport/landing field" in terms of operational characteristics, service demands,
occupancy loads, and similar characteristics. The "heliport/landing field" is a use listed on
the Table of Permitted Uses (Section 118-61 of the zoning code) and requires approval
of a special use permit in the C-1 (Commercial) district. This application is being
processed in a similar manner to provide the opportunity to review the suitability of the
use and ground operations and improvements at this location.
Ground Operations
Wing calls their drone launch locations "nests." This nest is proposed in the parking lot
area at the southeast corner of the Walmart store, near the existing curbside-delivery
parking stalls. The nest would cover about 28 parking spaces (approximately 4,500
square feet) and would be surrounded by a black open-style fence. Even with the loss of
28 parking spaces, the property would still meet the minimum parking standards. Drive
aisles in the parking lot will not be blocked by the nest.
A generator and temporary storage container would be placed inside the fenced area.
The storage container stores the drone aircraft and some of the associated equipment
during operational downtimes. An additional part of the public review is outside storage.
A storage container would not normally be permitted in the front of a building, and if
located to the side or rear of the building it would require to be screened with a masonry
fence. Wing is proposing the storage container to be within the fenced nest, but not
screened. This same arrangement has been installed at Walmart locations in Frisco and
Lewisville.

The full report, which can be viewed at the link provided, describes the noise impact of
Wing's "Hummingbird" model aircraft. Table 3.6-1 in the report (page 3-20) provides the
extent of noise exposure for nest operations for the 60 dB noise level, which is 75 feet.
The nearest property line to the nest is over 100 feet away and it is commercially zoned
property.
The proposed Wing nest location is also approximately 690 feet from the nearest
residence, which is located on Precinct Line Road in Colleyville. The nearest North
Richland Hills residences are more than 1,400 feet northwest in the High Point Estates
and Steeple Ridge neighborhoods. The Development Review Committee does not
believe that the proposed ground operations will have any negative impact on residential
property.
General Operational Characteristics of Wing Drone Delivery
Below are topics of general interest from the attached summary provided by Wing
Aviation.
• The Hummingbird model drone by Wing has a 4.9 foot wingspan and weighs 11.7
lbs. It can carry packages close to three (3) pounds in weight.
• Flight operations occur 9am-5pm, 7 days a week, weather permitting. There are
no nighttime operations.
• The current model has a six-mile delivery radius. For this NRH Walmart
Supercenter, that is generally north to SH114, east to SH121, south to Airport
Freeway, and west to Denton Highway (US 377).

20-25 feet and drops the package smoothly down to the surface on a tether.

establishments, and employment centers.

SUMMARY:
On behalf of Walmart and Wing Aviation, LLC, Kimley-Horn & Associates is requesting a
special use permit for a drone "heliport/landing pad" in the Walmart Supercenter parking
lot at 6401 NE Loop 820.
GENERAL DESCRIPTION:
The Walmart Supercenter property is located on the north side of NE Loop 820 between
Rufe Snow Drive and Iron Horse Boulevard, at the northwest corner of Boulder Drive. The
applicant proposes to establish ground operations for drone delivery services in the front
parking lot on the property.
Wing Aviation, LLC, a subsidiary of Alphabet, Inc., has received approval from the Federal
Aviation Administration (FAA) to operate unmanned aerial vehicles (UAVs, or drones) in
the Dallas-Fort Worth Metroplex for the purpose of delivering packaged goods to
customers. These services have been available through a prior partnership with
Walgreens in Frisco and Little Elm since 2022, and operations began at two Walmart
locations in Frisco and Lewisville in 2023.

Commission and the public with drone operations and the evolution of the industry thus

Wing Aviation's proposal is to allow a one-year pilot program at this location with
operations identical to the video provided in the previous section. Within that year, city
staff plans to craft a permanent set of standards and policies for drone delivery surface
operations, including landing pad locations and setbacks from residential properties,
permanent versus temporary ground improvements, maximum number of drones/pads,
and similar standards. These standards and policies would be limited to what a
municipality can regulate, since FAA permits generally regulate airspace operations once
a drone is airborne.
REQUEST SPECIFIC TO 6401 NE LOOP 820:
The Walmart property at 6401 NE Loop 820 is zoned C-2 (Commercial). Drone delivery
service is not a specifically listed primary or accessory use in the North Richland Hills
zoning code, but it is somewhat similar in nature to a "heliport/landing field" in terms of
operational characteristics, service demands, occupancy loads, and similar
characteristics. The "heliport/landing field" is a use listed on the Table of Permitted Uses
(Section 118-61 of the zoning code) and requires approval of a special use permit in the
C-2 (Commercial) district. This application is being processed in a similar manner to
provide the opportunity to review the suitability of the use and ground operations and
improvements at this location.
Ground Operations
Wing calls their drone launch locations "nests." This nest is proposed in the parking lot
area at the southeast corner of the Walmart store, near the existing curbside-delivery
parking stalls. The nest would cover about 28 parking spaces (approximately 4,500
square feet) and would be surrounded by a black open-style fence. Even with the loss of
28 parking spaces, the property would still meet the minimum parking standards. Drive
aisles in the parking lot will not be blocked by the nest.
A generator and temporary storage container would be placed inside the fenced area.
The storage container stores the drone aircraft and some of the associated equipment
during operational downtimes. An additional part of the public review is outside storage.
A storage containerwould not normally be permitted in the front of a building and if located
to the side or rear of the building it would be required to be screened with a masonry
fence. Wing is proposing the storage container to be within the fenced nest, but not
screened. This same arrangement has been installed at Walmart locations in Frisco and
Lewisville.

The full report, which can be viewed at the link provided, describes the noise impact of
Wing's "Hummingbird" model aircraft. Table 3.6-1 in the report (page 3-20) provides the
extent of noise exposure for nest operations for the 65 dB noise level, which is 50 feet.
The nearest property line to the nest is approximately 50 feet to the east, which is the
Boulder Drive right-of-way. Across Boulder Drive is the Home Depot property, also zoned
C-2 (Commercial).
The Hills at Iron Horse, an apartment community, is the nearest residential property to
the proposed nest and is located 920 feet north of the site. The next closest is the Meadow
Lakes neighborhood across NE Loop 820, located 1,100 feet away. The Development
Review Committee does not believe that the proposed ground operations will have any
negative impact on residential property.
General Operational Characteristics of Wing Drone Delivery
Below are topics of general interest from the attached summary provided by Wing
Aviation.
• The Hummingbird model drone by Wing has a 4.9 „w
foot wingspan and weighs 11.7 pounds. It can carry
packages close to three (3) pounds in weight.
• Flight operations occur 9am-5pm, 7 days a week
weather permitting. There are no nighttime
operations.
• The current model has a six-mile delivery radius. For

north almost to Keller Parkway (FM 1709), east to Forest Ridge Drive in Bedford,
south to 1-30, and west to 1-35W and Blue Mound Road.
• The drone cruises at 150 feet at about 65 mph. During delivery, it drops to about
20-25 feet and drops the package smoothly down to the surface on a tether.
LAND USE PLAN: This area is designated on the Land Use Plan as Urban Village. This
category promotes sustainable, pedestrian-oriented, mixed-use development that
provides the opportunity for many uses to coexist within a more compact area. Urban
Villages encourage an efficient, compact land use pattern; support vibrant public spaces;
reduce the reliance on private automobiles; promote a more functional and attractive
community using recognized principles of urban design; allow flexibility in land use; and
prescribe a high level of detail in building design and form. Urban Villages can come in
the form of vertical mixed use, where multiple uses share a single, multi-story building; or
horizontal mixed use, where a diverse set of uses are placed within close, walkable
proximity.
CURRENT ZONING: Most of the property is zoned C-2 (Commercial) and 1-2 (Medium
Industrial). The C-2 district is intended to provide for the development of retail and general
business uses primarily to serve the community and region. Uses include a wide variety
of business activities and may involve limited outside storage, service, or display. The C-
2 district should be located away from low and medium density residential development
and should be used as a buffer between retail and industrial uses. The district is also
appropriate along business corridors as indicated on the land use plan.
The northwest corner of the property is zoned 1-2 (Medium Industrial). This district is
intended to permit a wide range of manufacturing, wholesale, and service type uses.

SUBJECT: TR24-01 Public hearing to consider amendments to Chapter 118,
Article V, Division 5, of the North Richland Hills Code of Ordinances
regarding for-profit and non-profit temporary events.

SUMMARY:
Revisions are proposed to the zoning ordinance related to Article V Division 5 regarding
for-profit and non-profit temporary events.
GENERAL DESCRIPTION:
Standards for temporary uses and buildings are included in .Sect.ii, ,it.........11,j 8......... ,,,115..of the zoning
ordinance. This section includes requirements for both for-profit and non-profit temporary
events. For-profit events include temporary outside display and outdoor sales for
businesses in most commercial zoning districts. Non-profit events include those typically
conducted by a school, church, or other non-profit organization. A copy of this section is
attached for reference.
The Neighborhood Services Department is preparing a proposed revision to Chapter 10
(Amusements and Entertainments) of the Code of Ordinances. The revision would create
a new section related to community events, which would include temporary commercial
events and temporary non-profit events. As part of this revision, the standards currently
included in the zoning ordinance would be moved to the new community events section.
To avoid conflicts between chapters in the Code, the standards in the zoning ordinance
would be deleted.
The proposed amendment to Section 118-715 would address the following.
1. Subsections (b) "For-profit" temporary events and (c) "Non-profit' temporary
events would be deleted. A revised version of this text of these sections would be
moved to Chapter 10 in the Code of Ordinances.
2. A reference to temporary commercial events and temporary non-profit events
would be added to Section 118-715 and to the Table of Permitted Uses. This is
intended to clarify that temporary uses are permitted and to provide a cross
reference to the new section in Chapter 10.

CITY COUNCIL: The City Council will consider this request at the February 26, 2024,
meeting following a recommendation by the Planning and Zoning Commission.
RECOMMENDATION:
Approve TR 24-01.
Sec. 118-715. Temporary uses and buildings.
(a) Temporary buildings. Nothing herein shall prohibit the placement of temporary portable buildings providing
office space,sanitary facilities or storage of supplies or materials,or the erection of security fences on the
site and during the period of any construction project upon application for and receipt from the building
official or a permit. However, no manufacturing operation shall be conducted within a temporary or portable
building when the product of such operation is to be transported off the site for use in construction at
another location.
(b) "For Profit"temporary events.Temporary outside display and outdoor sales on properties zoned LR,C-1,C-2,
OC, 1-1, 1-2 and U, by the occupants of businesses of such properties, may be permitted upon the application
and granting of a temporary use permit by the building official or his/her designee.
(1) Only one event shall be allowed for not more than 30 consecutive days per calendar year unless
otherwise provided. Events containing the sale of goods shall meet the special conditions,if any,
imposed by the building official and/or fire marshal for the protection of public interest and the
welfare of the community.
(2) Tents and bounce houses may be installed as part of a temporary event.Tents shall conform to the
latest adopted version of the International Fire Code;and no tent shall be erected without first
obtaining an additional permit(s).
(3) Freeway and large site events.Six special sales events per calendar year shall be allowed per site for
business uses containing 200,000 square feet of building(s),or containing greater than five acres in an
area within the Freeway District. Each event may take place for a maximum of ten days each with a
minimum of 30 days between events.
(4) No outside use of property for sales,display,tents or bounce houses will be allowed except by the
existing occupants of the property,and only when the site has been found to contain sufficient room to
adequately accommodate the event without encroaching on required parking spaces,fire lines,and
building setbacks.This includes parking of vehicles for a purpose other than conducting business on the
premises.
(c) "Non-Profit"temporary events.
(1) Except for public school sponsored events held on school property,a maximum of four permits for
non-profit fund raising events shall be issued to the property hosting the event per calendar year. For-
profit business properties may allow the use of their property for non-profit sponsored fund raising as
long as no more than four non-profit events occur on the property per calendar year.
(2) A maximum of one non-profit sponsored circus or carnival containing mechanized attractions shall be
counted as one of the four annual non-profit events afforded to each property and may not exceed a
duration of three consecutive days. Except for public and semi-public schools,such events shall be on a
site containing not less than two acres and located in a nonresidential zoning district.
(3) All non-profit events shall demonstrate to the building official that adequate parking and sanitary
facilities are to be made available to all attendees including handicap accessible facilities. No circus,
carnival or non-profit event shall begin operation before 8:00 a.m.and operation shall cease before
11:00 p.m.on all nights except on Saturdays when the event shall cease operation at midnight.The
building official shall establish the terms and conditions for the temporary use at the time of approval.
In the event that a sponsor is dissatisfied with the building official's decision,the sponsor may appeal
the requested use to the planning and zoning commission.

(4) No outside use of property for fund raising events will be allowed until the site has been found to
contain sufficient room to adequately and safely accommodate the event without encroaching on
required parking spaces,fire lanes,and building setbacks.
(5) Applications must be submitted a minimum of 30 days prior all non-profit events and shall contain the
following information:
a. The name, permanent address,and telephone number of the owner,operator,and sponsor(s)of
the event;
b. The exact location for which the application is being made;
C. Written permission from the owner of the property intended for the site of operation;
d. The dates and hours of operation of the event(including set-up and tear-down dates);
e. When utilized,a site plan and list containing the location of each amusement ride,mid-way
attraction,device,booth concession stand, restroom, power generator,and parking area(s)
associated with the event;
f. Carnival and circuses with mechanical and/or animal rides,certification of liability insurance
indicating a valid insurance policy in the amount of not less than$1,000,0000.00 for liability
against injuries suffered by any person while using any of the amusement rides or devices.
(d) Outdoor display.The outside display and outdoor retail sale of seasonal items may be permitted on those
properties zoned C-1,C-2, 1-1,and 1-2.Such area shall be permitted to cover an amount of space equivalent
to ten percent of the principal structure, up to and not to exceed 2,500 square feet of space.Additionally,no
items shall be stacked higher than seven feet in height.The city enforcement officer may issue an approval
for such outside display and outdoor sale when it is found that there is available adequate paved off-street
parking area,as determined by the enforcement officer;and that the location and layout of drives, parking
areas, lighting,and sale signs will not constitute a hazard to public travel on the abutting public streets.
Outside display and outdoor retail sale exceeding 2,500 square feet requires a special use provision approved
by city council.
(e) Temporary holiday sales lots.The temporary outside display and outdoor sale of Christmas trees,pumpkins
or other seasonal holiday items may be permitted on those properties zoned LR,C-1,C-2, 1-1, 1-2 and U,for a
period of 40 days prior to the specific holiday.The building official or his/her designee may issue a temporary
use permit for such sale of both profit and non-profit businesses,when it is found that there is available
adequate off-street parking area,either improved or unimproved,as determined by the building official of
his/her designee;and that the location and layout of drives, parking areas, lighting,and sale signs will not
constitute a hazard to public travel on the abutting public streets.Trees,stands,equipment,trash,signs,
lighting and shelters shall be removed by the permit holder no later than ten days following the specific
holiday.

SUMMARY:
On behalf of Breakfall Home Solutions LLC, Barton Surveying and Laser Scanning LLC
is requesting approval of a replat of Lots 7R1 and 7R2, Block 1, Morgan Meadows
Addition. This 1.836-acre property is located at 6809 Little Ranch Road.
GENERAL DESCRIPTION:
The property under consideration is a 1.836-acre site located on the west side of Little
Ranch Road between North Forty Road and Hightower Drive. The site is developed with
a single-family residence and accessory building.
The proposed replat is intended to create two single-family residential lots for the purpose
of constructing a single-family residence. The site has 200 feet of frontage on Little Ranch
Road and is 399.8 feet deep.
The property is currently zoned RE-1 (Residential Estate); and the applicant has
requested a zoning change to RE-2 (Residential Estate) on a 0.551-acre portion of the

barns, and livestock. These properties address a specific market niche and add to the
diverse mix of housing and lot options for the community.

district was formerly named R-1-S (Special Single-Family) and is intended to provide
