WORK SESSION
The City Council of the City of North Richland Hills, Texas met in work session on the
22nd day of January at 6:00 p.m. in the Council Workroom prior to the 7:00 p.m. regular
City Council meeting.

CALL TO ORDER
Mayor Trevino called the meeting to order at 6:02 p.m.
1. DISCUSS ITEMS FROM REGULAR CITY COUNCIL MEETING.
Associate Mayor Pro Tern Vaughn asked for clarification regarding the appointment of
city attorney listed for executive session. He asked if City Council is going to consider
the appointment of a committee for the purpose of selecting a city attorney or is an
individual being appointed city attorney.
Mayor Trevino commented that the City Charter states the appointment of the city
attorney is the recommendation of the mayor with confirmation by the City Council.
Mayor Trevino stated that he will announce his appointment during the meeting.

2. DISCUSS PROPOSED CODE REVISIONS TO CLARIFY TRUCK ROUTES.
Assistant City Manager Caroline Waggoner provided an overview of the current
regulations in Chapter 54 of the City's Code of Ordinances regarding motor vehicles and
traffic, specifically Article V. truck routes and load limits. The current language applies to
any commercial motor vehicle, truck tractor, road tractor, trailer, semi-trailer, pole trailer
or any combination thereof. The code limits travel to truck routes and commercial
delivery routes. Staff is seeking Council's direction for truck routes for through
(iinter-city) traffic, commercial delivery routes for intra-city traffic and vehicle
types/classification. Ms. Waggoner provided a map of the city illustrating the truck routes
and commercial delivery routes. The truck routes being designated as North Tarrant
Parkway, Mid Cities Boulevard; Boulevard 26/State Highway 26; Rufe Snow Drive; Davis
Boulevard (FM 1938); Precinct Line Road (FM 3029); Loop 820; and US 121. The
commercial delivery routes being designated as Bursey Road; Starnes Road; Rumfield
Road; Hightower Drive; Chapman Road; Main Street (portions of); Amundson Road;
Amundson Drive; Martin Road (portions of); North Richland Boulevard; Iron Horse Drive;
Browning Drive (portions of); Emerald Hills Drive; Harwood Road; Maplewood Lane;
Bedford-Euless Road; Glenview Drive; Holiday Lane; Smithfield Road; Crane Road; and
Eden Road. Ms. Waggoner shared that the current language in the City's Code of
Ordinances defines commercial motor vehicle as any motor vehicle designated or used
for the transportation of property, not including a passenger bus, passenger automobile,
motorcycle or pickup truck.
City Council had no opposition to the truck and delivery routes and vehicle classification
as presented by staff.
FUTURE AGENDA ITEM(S)
Associate Mayor Pro Tern Vaughn asked that the following be placed on a future agenda
for discussion by City Council. (1) regular updates on police vacancies, (2) expanding
the types of streets eligible for a speed cushion program, and (3) Texas Open Meetings
Act training for elected officials within 90 days of taking their oath of office (after every
election). He would like to incorporate the training into the City Council's Rules of
Procedures.
Mr. Hindman informed City Council that staff can provide a quarterly report on the police
vacancies.
Mayor Trevino asked staff to look at the speed cushion program, review the city's current
policy and report back to City Council to include any restrictions. There being no
objection, staff will report on their findings during work session in the month of April.

Council member Compton stated that she is open to receiving an update from staff
regarding what the city is currently doing regarding training. Mr. Hindman informed City
Council that he will place an item on the next work session for City Council to discuss
Associate Mayor Pro Tern Vaughn's request regarding the Texas Open Meetings Act
training.
EXECUTIVE SESSION
1. SECTION 551.074: PERSONNEL MATTERS TO DELIBERATE THE
EMPLOYMENT OF PUBLIC EMPLOYEES - CITY ATTORNEY.
Mayor Trevino announced at 6:28 p.m. that the City Council would adjourn into Executive
Session as authorized by Chapter 551, Texas Government Code, specifically Section
551.074: Personnel matters to deliberate the employment of public employees - City
Attorney. Executive Session began at 6:35 p.m. and concluded at 6:39 p.m.
Mayor Trevino announced at 6:39 p.m. that City Council would convene to the regular
City Council meeting.

A.4 CITIZENS PRESENTATION
Ms. Kaitlyn Pleasant, 7708 North College Circle Apartment B, discussed traffic and
increase in speeding vehicles. She contacted Mark Hindman and requested an item be
placed on the agenda to discuss traffic concerns. She asked for increased transparency
regarding officer vacancies and current patrol levels.
ASSOCIATE MAYOR PRO TEM VAUGHN MOVED, SECONDED BY MAYOR PRO TEM
DEUPREE TO SUSPEND THE RULES AND PLACE A DISCUSSION OF THIS PUBLIC
SAFETY ITEM ON THE NEXT WORK SESSION AGENDA.
Mayor Trevino clarified the second is for consideration to suspend the rules. Mayor Pro
Tern Deupree confirmed his second is to suspend the rules. Mayor Trevino stated if the
motion passes to suspend the rules he will consider a subsequent motion.
THE MOTION TO SUSPEND THE RULES FAILED WITH A VOTE OF 2-4, WITH ASSOCIATE
MAYOR PRO TEM VAUGHN AND MAYOR PRO TEM DEUPREE VOTING IN FAVOR AND
DEPUTY MAYOR PRO TEM TURNAGE AND COUNCIL MEMBERS WRIGHT OUJESKY,
COMPTON,AND ORR VOTING IN OPPOSITION.
Mr. Bill Finstad, 7701 Terry Drive, requested the city participate in a candidate forum for
the city's general 2024 election. He commented that he agrees with Ms. Pleasant's
comments regarding traffic and would like to see the City Council place an item on a
future agenda for discussion.

BEASLEY LAND SURVEYORS FOR A FINAL PLAT OF LOT 1, BLOCK 1,
LARA ADDITION, BEING 0.265 ACRES LOCATED AT 3916 HONEY LANE.
B.12 APPROVE RENEWAL NO. 1 OF AN INTERLOCAL AGREEMENT WITH
TARRANT COUNTY FOR PARTIAL FUNDING OF UP TO $1,858,500 FOR THE

C.1 TR23-02, ORDINANCE NO. 3837, PUBLIC HEARING TO CONSIDER
AMENDMENTS TO CHAPTER 118, ZONING, OF THE NORTH RICHLAND

Mayor Trevino opened the public hearing and called on Director of Planning Clayton
Comstock to present the item.
Mr. Comstock informed City Council the proposed ordinance is a revision to the zoning
ordinance adding the new zoning district RE-2 (residential estate) and changing the
name of the R-1-S (special single-family) district to RE-1 (residential estate).
Mayor Trevino asked the City Secretary to call on those who completed a public meeting
appearance form to speak during the public hearing. There being no forms submitted,
Mayor Trevino asked if there was anyone in the audience wishing to speak on the item to
come forward. There being no one wishing to speak, Mayor Trevino closed the public
hearing.

F.1 CONSIDER AND APPROVE RESOLUTION NO. 2024-009, CALLING THE MAY
4, 2024 CITY COUNCIL ELECTION, AND AUTHORIZING THE MAYOR TO
EXECUTE A JOINT ELECTION AGREEMENT WITH TARRANT COUNTY AND
OTHER POLITICAL SUBDIVISIONS FOR ELECTION SERVICES.

City Secretary/Chief Governance Officer Alicia Richardson informed City Council the
item before them this evening is to approve Resolution No. 2024-009, calling the City's
General Election to be held on May 4, 2024 to elect persons to Mayor and City Council
Places 2, 4, and 6. The candidate filing period began January 17 and the last day to file
for a place on the ballot is February 16. Early voting for the election begins April 22 and
continues through April 30. Early voting locations in North Richland Hills include the City
Library, 9015 Grand Avenue and Former Bursey Senior Center, 7301 Bursey Road. In
addition, voters will be able to vote at any early voting location in Tarrant County. On
Election Day, the City Library and Former Bursey Senior Center will serve as polling
locations and will be open from 7:00 a.m. to 7:00 p.m. As with Early Voting, qualified
voters will be able to vote at any Election Day polling location in Tarrant County.

Mayor Trevino announced that City Attorney Maleshia McGinnis' last day with North
Richland Hills is February 9, 2024. The City Council expressed their gratitude for
Maleshia's contributions to the city.
In accordance with the City Charter, Mayor Trevino announced that he recommends the
appointment of Cara White with Taylor, Olson, Adkins, Sralla & Ellam (TOASE) to serve
as interim City Attorney effective February 10, 2024.

TEM TURNAGE TO APPROVE THE APPOINTMENT OF CARA WHITE WITH THE FIRM OF
TAYLOR, OLSON, ADKINS, SRALLA & ELLAM, L.L.P. AS INTERIM CITY ATTORNEY IN
ACCORDANCE WITH ARTICLE VI, SECTION 6 OF THE CITY CHARTER EFFECTIVE
FEBRUARY 10, 2024.

Associate Mayor Pro Tern Vaughn commented that the city should take advantage of the
opportunity to retain an attorney versus having an in-house attorney on staff.
ASSOCIATE MAYOR PRO TEM VAUGHN MOVED TO AMEND THE MOTION TO INCLUDE
THE REQUIREMENT FOR A STUDY ON THE FINANCIAL BENEFITS OF USING AN
INTERNAL CITY ATTORNEY VERSUS RETAINING OUTSIDE COUNSEL BASED ON THE
ACTUAL NEEDS WE EXPERIENCED OVER THE PAST FIVE YEARS. THE MOTION FAILED
DUE TO NO SECOND.
Mayor Trevino announced the motion to amend died due to lack of a second.
MOTION TO APPROVE THE MAIN MOTION CARRIED 6-0.
H. INFORMATION AND REPORTS
H.1 ANNOUNCEMENTS
Deputy Mayor Pro Tem Turnage made the following announcements.
NRH2O Family Water Park is hosting the Polar Plunge benefiting Special Olympics
Texas on Saturday, February 3, 2024. You can find more information and a link to sign
up on the city's website.
Acclaimed Texas Author DiAnn Mills will speak at the NRH Library on Wednesday,
February 7, 2024. There will be a ticketed lunch reception starting at noon, followed by a
free book talk at 1:00 p.m. Contact the Library or see their website for more details.
Tickets are on sale now for the Daddy/Daughter Valentine's Dance. The dance will take
place on Saturday, February 17, 2024 in the Grand Hall at the NRH Centre. Tickets must
be purchased in advance. They are available through the NRH Centre's website.
Kudos Korner - Craig Hulse, Elizabeth Copeland and Kelly Vaughn in the Economic
Development Department - We received several compliments from attendees of the
Annual Business Appreciation Luncheon held last month. The event reflected on the
city's 70th anniversary and celebrated the businesses that call NRH home. "Thank you to
the City of NRH and the Economic Development Team for all of their hard work and
providing us with such a great event," one business owner said. Another commented that
"having a business in NRH is awesome".
