AN ORDINANCE OF THE CITY OF NORTH RICHLAND HILLS, TEXAS,
AMENDING ARTICLE III, BOARDS, COMMISSIONS AND COMMITTEES
TO ADD SECTION 2-120 BY RENUMBERING THE PROVISION
AUTHORIZING THE CITY COUNCIL TO CREATE COMMITTEES
PREVIOUSLY INCLUDED IN SECTION 2-69; PROVIDING THAT THIS
ORDINANCE SHALL BE CUMULATIVE OF ALL ORDINANCES AND
REPEAL CONFLICTING PROVISIONS; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR
PUBLICATION; AND ESTABLISHING AN EFFECTIVE DATE.
WHEREAS, On December 11, 2023, the City Council amended Article II, Division 2, of
the City Code of Ordinances restating the City Council Rules of Procedure;
and
WHEREAS, Section 2-69, of the Code of Ordinances existing prior to the amendment of
Article II, Division 2 of the City Code of Ordinances authorized the City
Council to create committees as deemed necessary to advise the City
Council and the City Manager; and
WHEREAS, Staff recommends renumbering Section 2-69 to be included in Article III,
Boards Commissions and Committees, and renumbered as Section 2-120;
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
NORTH RICHLAND HILLS, TEXAS, THAT:
Section 1: The City Council hereby finds the recitals above to be true and correct, and
such recitals are hereby incorporated into this Ordinance as if written
herein.
Section 2: Article Ill, Division I, shall be amended to add Section 2-120 to read as
follows:
Sec. 2-120. — Creation of committees, boards and commissions.
(a) City council committees. The city council may, as need arises, authorize the
appointment of ad hoc council committees. Except where otherwise provided by
the city Charter, the mayor shall appoint members of the city council committees,
subject to the approval of the council. Any committee so created shall cease to
exist upon the accomplishment of the special purpose for which it was created or
when abolished by a majority of the city council. No committee so appointed shall
have powers other than advisory to the city council or the city manager, except as
otherwise provided by city charter.

(b) Citizen boards, commissions and committees. The city council may create and
establish other committees, boards and commissions to assist in the conduct of
the city government with such duties as the city council may specify, not
inconsistent with the city Charter or this Code. Memberships and selection of
members shall be as provided by the city council if not specified by the city Charter.
Any committees, boards or commissions so created shall cease to exist upon the
accomplishment of the special purpose for which they were created, or when
abolished by majority vote of the city council. No committee so appointed shall
have powers other than advisory to the city council or the city manager, except as
otherwise provided for in the city Charter. No committee so appointed shall have

Section 3: This Ordinance shall be cumulative of all provisions of the Code of
Ordinances of the City of North Richland Hills, except where the provisions
of this Ordinance are in direct conflict with the provisions of such ordinances
and such Code, in which event conflicting provisions of such ordinances and
such Code are hereby repealed.
Section 4: It is hereby declared to be the intention of the City Council that the phrases,
clauses, sentences, paragraphs and sections of this Ordinance are severable,
and, if any phrase, clause, sentence, paragraph or section of this Ordinance
shall be declared unconstitutional by the valid judgment or decree of any court
of competent jurisdiction, such unconstitutionality shall not affect any of the
remaining phrases, clauses, sentences, paragraphs and sections of this
Ordinance, since the same would have been enacted by the City Council
without the incorporation in this Ordinance of any such unconstitutional
phrase, clause, sentence, paragraph or section.
Section 5: All rights and remedies of the City of North Richland Hills are expressly
saved as to any and all violations of the provisions of any ordinances in the
Code of Ordinances of the City of North Richland Hills that have accrued at
the time of the effective date of this Ordinance; and, as to such accrued
violations and all pending litigation, both civil and criminal, whether pending
in court or not, under such ordinances, same shall not be affected by this
Ordinance but may be prosecuted until final disposition by the courts.
Section 6: The City Secretary is hereby authorized and directed to cause the
publication of this ordinance in accordance with applicable law.
Section 7: This ordinance shall be in full force and effect upon its passage.
