SUMMARY:
The minutes listed are approved by majority vote of the Library Board members at
Library Board meetings.
GENERAL DESCRIPTION:
The Library office prepares action minutes for each Library Board meeting. The
minutes for the previous meeting are placed on the agenda for review and approval by
the Library Board. Upon approval of the minutes, an electronic copy will be uploaded to
the City's website.
RECOMMENDATION:

CALL TO ORDER
Chair Don Tipps called the meeting to order on January 25, 2024, at 6.00 pm.
PUBLIC COMMENTS
There were no public comments in this meeting.
APPROVAL OF MINUTES
Mr. Sorenson moved to accept the minutes, Mr. Brenaman seconded, and the minutes were
unanimously approved.
2024-2026 LIBRARY STRATEGIC PLAN
Ms. Barham presented the draft for the 2024-2026 Library Strategic plan to the board and
answered questions. The board will review the plan and vote to adopt it at next month's
meeting.
LIBRARY DIRECTOR'S REPORTS
Ms. Barham reviewed the Library's statistics from October-December 2023 and answered
questions.
REPORT ON PROGRAMS AND EVENTS
Ms. Barham reported on past Library event:
• NRH Christmas Tree Lighting event on November 30: over 1,500 people attended.
And upcoming Library events including:
• Behind the Book: Texas Edition author event with DiAnn Mills on 2/7 at 1.00pm.
• Behind the Book: Texas Edition author event with C.J. Box on 2/27 at 1:OOpm.
• Mid Cities Teen Book Fest on 3/23 from 11:00am-4:OOpm.
PERSONNEL UPDATE
Peggy Lewis is retiring on 2/3 after 26 years of service as a Children's Librarian and will
work part time as a Library Associate in the Tech Services department.
NEXT MEETING DATE
The next meeting will be held on February 29, 2024 at 6:OOpm.

Behaviors, including but not limited to the list below, are prohibited on library property and may result in a
short- term suspension:
• Being in the library without shirt, pants, shoes, or otherwise wearing unacceptable attire
• Producing or allowing loud noises (this includes, but is not limited to, noises from electronic,
entertainment, and communication devices)
• Disorderly, disruptive, or boisterous conduct
• Smoking or using tobacco products within 25 feet of the library's building, balcony, or entryways as
described in the North Richland Hills Code of Ordinances, Division 2.Sec.42-191,(a)(3):
o Areas where smoking is prohibited. A person commits an offense if he smokes or possesses a
burning tobacco, weed or other plant product in any of the following indoor or enclosed areas:
(3) Any public meeting room or public service area of any facility owned, operated or managed
by the city while such area is being used for a public meeting;
• Using electronic cigarettes or vapor devices
• Lying down or sleeping in the restrooms or on any floor, couch, table, or seat in the Library, and by
blocking aisles, exits, or entrances by sitting or lying down
• Solicitation of any type (this includes, but is not limited to, sales and conducting surveys)
• Laundering, shaving, bathing, or haircutting in public restrooms

Personal belongings may not be left unattended on library premises. Additionally, for patrons' security and
safety, please always keep your personal items with you. The library is not liable for items lost, damaged, or
stolen on library property.
Enforcement
Any staff member of the Library is authorized to determine whether a library patron is not abiding by these or
other North Richland Hills Library rules and regulations. The Library reserves the right to respond to any and
all conduct not expressly set forth herein but which is deemed by library staff to unreasonably interfere with the
use of the library by other patrons or interfere with the performance of their duties by library employees.
Appeal Process
Any patron who loses Library privileges may request an appeal. A written appeal shall state why library
privileges should be restored. The Director of Library Services or a designee will respond to the appeal in
writing within seven calendar days of the date the appeal was received.

The 2024-26 long-range plan was created by library staff, relying on
expertise in managing libraries and our experience serving our community,
to be an executable plan that can be completed in three years. The staff is
thankful for the feedback and guidance provided by the Library Advisory
Board and other City of NRH departments and staff.
To help the community learn, create, and grow by providing welcoming
