PUBLIC COMMENTS An opportunity for citizens to address the Library Board on matters which are scheduled on this agenda for consideration by the Board, but not scheduled as a public hearing. In order to address the Library Board during public comments, a Public Meeting Appearance Card must be completed and presented to the recording secretary prior to the start of the Library Board meeting. PRESENTER: Cecilia Barham, Library Director SUMMARY: The minutes listed are approved by majority vote of the Library Board members at Library Board meetings. GENERAL DESCRIPTION: The Library office prepares action minutes for each Library Board meeting. The minutes for the previous meeting are placed on the agenda for review and approval by the Library Board. Upon approval of the minutes, an electronic copy will be uploaded to the City's website. RECOMMENDATION: Approve minutes of the February 29, 2024 Library Board meeting. MINUTES OF THE LIBRARY BOARD OF THE CITY OF NORTH RICHLAND HILLS, TEXAS HELD IN THE LIBRARY BOARD ROOM LOCATED AT 9015 GRAND AVENUE February 29, 2024 Board Participants: Don Tipps Chair, Place 1 Pam Donahoo Board Member, Place 2 Kathy Antropik Board Member, Place 3 Holly Mitchell Board Member, Place 4 Robert Breneman Board Member, Place 5 Jerry Sorenson Board Member, Place 7 Absent: Margaret Nilz Board Member, Alternate Staff Participants: Cecilia Barham Library Director Cathy McNeely Administrative Secretary CALL TO ORDER Chair Don Tipps called the meeting to order on February 29, 2024, at 5.59 pm. PUBLIC COMMENTS There were no public comments in this meeting. APPROVAL OF MINUTES Ms. Donahoo moved to accept the minutes, Mr. Sorenson seconded, and the minutes were unanimously approved. REVISED PATRON BEHAVIOR POLICY Ms. Barham presented the revised Patron Behavior policy to the board members and asked for approval. After reviewing and discussing it, Ms. Sorenson motioned, Ms. Antropik seconded, and the revised policy was unanimously approved. 2024-2026 LIBRARY STRATEGIC PLAN Ms. Barham presented the draft for the 2024-2026 Library Strategic plan to the board and asked for approval. Mr. Breneman motioned, Ms. Mitchell seconded, and the plan was unanimously adopted. LIBRARY DIRECTOR'S REPORTS Ms. Barham reviewed the Library's statistics from January 2024 and answered questions. REPORT ON PROGRAMS AND EVENTS Ms. Barham reported on past Library events: • DiAnn Mills on 2/7 at 1:OOpm: 72 people attended. • C.J. Box on 2/27 at 1:OOpm: 220 people attended and 206 books were sold. And upcoming Library events including: • Mariachi Arraigo performance on 3/5 at 6:OOpm. • Easter Egg Catapult contest on 3/9 at 11:00am. • Mid Cities Teen Book Fest on 3/23 from 11:00am-4:OOpm. • Artsy Evenings on 3/26 at 6:OOpm. • Behind the Book Texas Edition author event with Marjorie Herrera Lewis on 5/16 at 1:OOpm. NEW DOOR COUNTER Ms. Barham announced that the new door counter will be installed in the lobby area before summer. PERSONNEL UPDATE Peggy Lewis is the new part-time Library Associate in Tech Services department. Allecia Pipkin will be promoted to full-time Librarian in Childrens department; Elizabeth Hester in Circulation and Ha Thai in Tech Services resigned their positions.
