SUBJECT: SRB24-0009 Public hearing and consideration of a request from
Hancock Sign Company for a variance to Chapter 106 (Signs) of the
North Richland Hills Code of Ordinances at 5131 Rufe Snow Drive,
being 1.02 acres described as Lot 6, Block 4, Tapp Addition.

SUMMARY:
On behalf of North Richland Hills Pads LLC (owner) and (tenant), Hancock
Sign Company is requesting a variance to Chapter 106 (Signs) of the North Richland Hills
Code of Ordinances. The site is located at 5131 Rufe Snow Drive. The applicant is
requesting a variance to allow wall signs on all four elevations of the building.
GENERAL DESCRIPTION:
The site is located at the southwest corner of Rufe Snow Drive and Combs Road, just
north of NE Loop 820. The subject property is the former location of a Chick-fil-A
restaurant, which constructed a new store on the NE Loop 820 frontage road. The 4,100-
square-foot building is planned to be renovated
casual restaurant.
In December 2023, the sign contractor for applied for sign permits for the
building and site. As part of the plan review, it was noted that wall signs were proposed
for all four elevations of the building. The sign regulations limit wall signs to two elevations
of a building. The owner considered modifications to the signs to comply with the
standards. However, the owner ultimately decided to seek a variance to allow the signs
as proposed.
The variance application and supporting materials are attached. The materials include a
copy of the application explaining the reasoning for the variance request and other
relevant documents. An analysis of the request and relevant codes is below.
ANALYSIS
The variance request is related to standards for wall signs, which are contained in Section
106-13(b)(1) of the sign regulations.
The site has street frontage on Rufe Snow Drive on the east and Combs Road on the
north. It also fronts the signalized driveway entrance to the shopping center on the south.
The west side of the building faces an internal driveway that connects to Combs Road.
Section 106-13(b)(1) of the sign regulations permits a structure to have wall signage on
a maximum of two building faces, and those building faces must have a street frontage
or public entrance. The applicant proposes to construct wall signs on all four faces of the
building. A summary of the location and design of the wall signs are shown in the exhibit
below. Detailed sign drawings are shown in the attached wall sign exhibits. The sizes of
the wall signs are compliant with the sign regulations.

The request is being processed as a variance application, which would waive certain sign
standards for the property. The Board may include appropriate conditions as part of the
approval of a variance request. The affirmative vote of four Board members is required to
approve a variance.
A public hearing is required for consideration of a request for variance. Notice of the public
hearing was published in the newspaper and mailed to all owners of real property within
200 feet of the site.
OPTIONS FOR BOARD CONSIDERATION
The Sign Review Board has the following options on this application.
1. Approve the variance as presented. This action would approve variances to the
sign standards for wall signs and allow wall signs on all four elevations of the
building as presented.
2. Approve the variance with conditions. This action would approve variances to the
sign standards for wall signs, subject to the owner making modifications to its size,
location, or design as directed by the Board.
3. Deny the variance. This action would require the signs to be built in compliance
with wall sign standards, which allows signs only on two elevations of the building.
RECOMMENDATION:
Approve SRB24-0009.

Asking for relief from "a maximum of two (2) building faces" rule. Proposed signage is on four (4) elevations.
2. State the grounds for the request and detail any special conditions that cause hardships that in your opinion
justify the variances or exceptions being requested. Explain any unique circumstances, if applicable, not
considered by the Sign Regulations.
1. There is a hardship because the only current monument sign is located away from the building. So, there
will be facades facing intersections without signage. Patrons will not know what the restaurant is from
the road.
2. If code minimums are followed only the front façade and side façade will have signage. The rear, facing
a main intersection, will not have any branding that will let patrons on the street know what the
restaurant is. The drive-thru elevation will not have any branding or drive-thru specific signage to label
the drive-thru concept.
3. Provide wayfinding signage for vehicles navigating through the shopping center where the street side
signs are not visible.
4. The current Chick-Fil-A restaurant has signage on more than two sides of the building. Note that there
are signs on all 4 sides.

SUMMARY:
On behalf of Realty Income Corporation (owner) and Crash Champions (tenant), Sign
Remedy Inc is requesting a variance to Chapter 106 (Signs) of the North Richland Hills
Code of Ordinances. The site is located at 8225 Northeast Parkway. The applicant is
requesting a variance to allow a wall sign to exceed fifty (50) square feet in the Transit
Oriented Development District.
GENERAL DESCRIPTION:
The site is located on the north side of Northeast Parkway east of Davis Boulevard. The
subject property is the location of Crash Champions, a collision repair business. Formerly
occupied by Service King, the 16,400-square-foot building has been occupied by a
collision repair business since its construction in 2003.
The property is in the Smithfield Transit Oriented Development (TOD) zoning district. The
property was included as part of the rezoning of 279 acres for the Smithfield TOD that
was approved on August 24, 2009 (Ordinance 3064). Prior to the rezoning, the property
was zoned I-2 (Medium Industrial). The collision repair business is considered a legal
nonconforming use of the property.
In February 2024, the sign contractor for Crash Champions applied for a sign permit for
a wall sign. As part of the plan review, it was noted that the size of the wall sign exceeded
the maximum allowed size of fifty (50) square feet in the TOD district. The owner
considered modifications to the signs to comply with the standards. However, the owner
ultimately decided to seek a variance to allow the sign as proposed.

ANALYSIS
The variance request is related to standards for wall signs in the Transit Oriented
Development (TOD) district. Section 106-9 (Table of permitted signs) of the sign
regulations outlines the allowed types of signs in the city. This table requires that signs
located in a TOD district are subject to the additional standards in that zoning district.
The sign standards for the TOD district are contained in Section 118-569 (Signage) of the
zoning ordinance. These standards permit a structure to have one wall sign per tenant
space. The area of the sign is calculated at one square foot of sign area per linear foot of
street frontage, with a maximum sign area of fifty (50) square feet.
The property has 258 feet of frontage on Northeast Parkway, which would allow a fifty

SUMMARY:
On behalf of Merlin Entertainments, Hoar Construction is requesting a variance to
Chapter 106 (Signs) of the North Richland Hills Code of Ordinances. The site is located
at 8851 Boulevard 26. The applicant is requesting a variance to allow a pole sign on the
property.
GENERAL DESCRIPTION:
The site is located on the northwest side of Boulevard 26 adjacent to the NRH2O Family
Water Park. The subject property is the former location of the Mountasia entertainment
facility and is currently being redeveloped into a Peppa Pig theme park.
As part of the building permit plan review, it was noted that a pole sign was proposed to
be constructed adjacent to Boulevard 26. The sign regulations only allow pole signs in
the freeway overlay zone, which includes properties within 200 feet of NE Loop 820 and
Airport Freeway (SH 121/183). Since the subject property is outside of this area, it is
limited to monument type ground signs. The owner considered modifications to the sign
to comply with the standards. However, the owner ultimately decided to seek a variance
to allow the pole sign on the site.
The variance application and supporting materials are attached. The materials include a
copy of the application explaining the reasoning for the variance request and other
relevant documents. An analysis of the request and relevant codes is below.
ANALYSIS
The variance request is related to standards for monument signs, which are contained in
Section 106-13(a)(2) of the sign regulations. This section permits a property to have one
monument sign per street frontage. The sign structure must be constructed of masonry
and may be seven (7) feet tall and 75 square feet in size. The message area on the sign
may be 50 square feet, and the area must be surrounded by at least eight inches of
masonry on all sides.
The applicant proposes to construct a pole sign adjacent to Boulevard 26. The proposed
sign design is shown in the exhibit below. The proposed sign structure is 13 feet in height,
with a sign message area of 82.5 square feet. The design of the sign includes a 4.5-foot
tall masonry base with 50 square feet of landscaping around the base.
