SUBJECT: Approve minutes of the April 25, 2024 Library Board meeting.

SUMMARY:
The minutes listed are approved by majority vote of the Library Board members at
Library Board meetings.
GENERAL DESCRIPTION:
The Library office prepares action minutes for each Library Board meeting. The
minutes for the previous meeting are placed on the agenda for review and approval by
the Library Board. Upon approval of the minutes, an electronic copy will be uploaded to
RECOMMENDATION:
Approve minutes of the April 25, 2024 Library Board meeting.

CALL TO ORDER
Chair Don Tipps called the meeting to order on March 28, 2024, at 6:03 pm.
PUBLIC COMMENTS
There were no public comments in this meeting.
APPROVAL OF MINUTES
Mr. Breneman moved to accept the minutes, Mr. Sorenson seconded, and the minutes were
unanimously approved.
NEW INTERLIBRARY LOAN SYSTEM
The Texas State Library chose a new vendor for Interlibrary Loan Services; the new system
was adopted by all libraries that offer this service, including ours. The live date for the
system will be mid-May; the Library staff will be trained next week.
FACILITIES PROJECTS
Ms. Barham updated the board with following recent Facilities projects:
- On 4/22 three quarters of library furniture purchase proposal was approved by City
Council.
-
- New door counter system is mostly configured and setup.
- Library signs were completed and installed.
March 2024 and answered questions.
REPORT ON PROGRAMS AND EVENTS
Ms. Barham reported on past Library events:
FW Museum Mobile Noble Planetarium on 4/4 at 2:00pm: 102 people participated.
Solarbration eclipse watch party on 4/8 at 12:00pm: 243 people participated.
Craft Supply Swap on 4/16 at 5:30pm: 113 people participated.
And upcoming Library events including:
Behind the Book TX Edition with author Marjorie Herrera Lewis on 5/16 at 1:00pm.
Local Author luncheon on 7/20 at 11:00am.
Behind the Book event with author Shari Lapena on 7/31 at 1:00pm.
: this year the Library will offer 115 programs.
Ms. Barham presented a draft of the summer reading brochure and highlighted a new
program in partnership with the Parks & Recreation department called Library in the
Waterpark Story Time, about water safety.
PERSONNEL UPDATE
. The Library
is conducting interviews for the full time Library Clerk position in the Tech Services
department.
NEXT MEETING DATE
The next meeting will be held on May 30, 2024, at 6:00pm.

SUMMARY:
The Safety Policy for Children and Vulnerable Individuals is presented, considered, and
approved by majority vote of the Library Board members at Library Board meetings.

Safety Policy for Children and Vulnerable Individuals
Overview
The North Richland HillsLibrary strives to provide a comfortable, safe,and welcoming environment for children of all
ages. The Library is a public building with staff trained to provide public library services, including programs and
resources offered to encourage children and help them develop a love of reading, offer access to educational resources,
and developmentally appropriate programming.
Appropriate library behavior (as outlined in thePatron Behavior Policy) is expected of all library patrons, regardless of
age.
Library staff donot actin loco parentis(in place of parents) for minors or vulnerable individuals while in the library
facility. A parent, legal guardian,or caregiver is responsible for monitoring the activities and managing the behavior of
minors or vulnerable individuals during their library visits.The responsibility for the safety and behavior of children in the
library rests with the parent/caregiver and not with the library staff.
Parents/guardians who leave their children unattended at the libraryare exposing their children to potential harm
and may be committing an offense under the Texas Penal Code, Section 22.041c: Endangering a Child.
Appropriate Supervision
Forsupervision, a caregiver is defined as a person 17 years or older who has emergency contact information and is
responsible for the child, children, or vulnerable in their care.
Age of ChildLevel of Supervision
Musthave a caregiverin the immediate vicinity of and in visual contact
Ages0-9
with the child.
An exception would be children ages sixand older attending a library
program without a parent/guardian in the room. However, the caregiveris
expected to remain in the library building and immediately join the child at
the end of the program.
Maybrowse the library independently. However, the caregiver is expected
Ages10-12
to remain in the library building and be available for the child in case of
emergency.
Ages 13 + May be left unattended, providing they understand and follow library rules
and observe proper conduct. Children are subject to the same rules of
behavior as other patrons and the same consequences, including being
asked to leave the building and premises.Continued inappropriate behavior
will result in the requirement that they be attended by a caregiver.

Vulnerable individuals may not be left alone in the libraryand must have adequate supervision while in the library. These
patronsmust always have a guardian or caregiver in the immediate vicinity or in visual contactwhile in the library.
Unattended Children at Closing Time
Children who do not have transportation home at closing time will be asked for telephone numbers of people who can
pick them up at the library. If a child 16 or younger is not picked up within 15 minutes after closing, library staff will call
the NRH Police Dispatch. Two staff members are required to stay with the child or children until they are picked up.
Policy Violations
Repeated violations of this policy, or a single violation that endangers a child, vulnerable individual, another patron,or a
library staff member, may result in loss of library privileges.
