CALL TO ORDER Mayor Trevino called the meeting to order May 14, 2024 at 7:00 p.m. Present: Oscar Trevino Mayor Tito Rodriguez Place 1 Rita Wright Oujesky Place 2 Suzy Compton Place 3 Blake Vaughn Associate Mayor Pro Tern, Place 5 Kelvin Deupree Mayor Pro Tern, Place 7 Absent: Mason Orr Place 4 Scott Turnage Deputy Mayor Pro Tern, Place 6 Staff Members: Paulette Hartman City Manager Alicia Richardson City Secretary/Chief Governance Officer Cara White Interim City Attorney A.1 INVOCATION Mayor Pro Tern Deupree gave the invocation. A.2 PLEDGE Mayor Pro Tern Deupree led the Pledge of Allegiance to the United States and Texas flags. A.3 CANVASS ELECTION RESULTS A.3.1 APPROVE RESOLUTION NO. 2024-022, CANVASSING THE RESULTS OF THE MAY 4, 2024 GENERAL ELECTION. APPROVED City Secretary/Chief Governance Officer Alicia Richardson informed City Council the item before them this evening is to canvass the results of the May 4, 2024 General May 14, 2024 City Council Meeting Minutes Page 1 of 6 Election for Mayor and City Council Places 2, 4 and 6. Resolution No. 2024-022 formally accepts and declares the winning candidates. The agenda packet included a draft of the unofficial results from Tarrant County. The city is in receipt of the official results from Tarrant County. CANDIDATE NUMBER OF VOTES Mayor Jack McCarty 4,825 Tito Rodriguez 2,752 Council member, Place 2 Ricky Rodriguez 4,241 Rita Wright Oujesky 3,236 Council member, Place 4 Matt Blake 3,005 Tracy Bennett 1,471 Jeff Arwine 2,790 Ms. Richardson stated that there being no candidate in Place 4 receiving more than 50% of the vote, a runoff election will be held on June 15, 2024. The candidates with the highest and second-highest number of votes will be listed on the ballot. Council member, Place 6 Brianne Goetz 2,952 Russ Mitchell 4,052 Sean Nutt 394 Staff recommends City Council approve Resolution No. 2024-022, canvassing the election results and declaring the following elected to office for a term of two years. MOTION TO APPROVE CARRIED 5-0. A.4 SPECIAL PRESENTATION(S) AND RECOGNITION(S) A.4.1 OATHS OF OFFICE AND SWEARING IN CEREMONY FOR NEWLY ELECTED OFFICIALS - MAYOR AND COUNCIL MEMBERS FOR PLACES 2 AND 6. The oath of office was administered to newly elected officials Mayor Jack McCarty and Council members Ricky Rodriguez and Russ Mitchell. Mayor McCarty recessed the meeting at 7:25 p.m. for a brief reception. Mayor McCarty reconvened the meeting at 7:45 p.m., with the following present. Mrs. Wagner inquired if there was discussion about the noise issue and how the city plans to obtain feedback from the citizens. A.6 PUBLIC COMMENTS There were no requests to speak from the public. A.7 REMOVAL OF ITEM(S) FROM CONSENT AGENDA May 14, 2024 City Council Meeting Minutes Page 3 of 6 No items were removed from the consent agenda. B. CONSIDER APPROVAL OF CONSENT AGENDA ITEMS APPROVED A MOTION WAS MADE BY COUNCIL MEMBER TITO RODRIGUEZ, SECONDED BY COUNCIL MEMBER COMPTON TO APPROVE THE CONSENT AGENDA. MOTION TO APPROVE CARRIED 6-0. B.1 APPROVE MINUTES OF THE APRIL 22, 2024 CITY COUNCIL MEETING. B.2 PLAT24-0064 CONSIDERATION OF A REQUEST FROM MILLER SURVEYING INC FOR AN AMENDED PLAT OF LOT 19R, BLOCK 1, CITY POINT ADDITION, BEING 0.081 ACRES LOCATED AT 4201 WATSON WAY. B.3 AWARD RFB 24-015 TO STOIC CIVIL CONSTRUCTION, INC. FOR CONSTRUCTION OF THE STREAM LB-1 BANK RESTORATION PROJECT (DR2301) IN THE AMOUNT OF $230,880 AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE RELATED CONSTRUCTION AGREEMENT. B.4 AWARD RFB 24-021 TO TEX-PRO CONSTRUCTION, LLC FOR CONSTRUCTION OF THE AMUNDSON DRIVE DRAINAGE PROJECT (DR2401) IN THE AMOUNT OF $109,695, AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE RELATED CONSTRUCTION AGREEMENT. B.5 AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT WITH VERTOSOFT, LLC. TO PROVIDE PROFESSIONAL SERVICES TO UPGRADE THE OPENGOV (CARTEGRAPH) SOFTWARE CURRENTLY USED BY PUBLIC WORKS FOR ASSET MANAGEMENT TO THEIR NEW SOFTWARE AS A SERVICE (SAAS) PLATFORM FOR $84,888 WITH AN ANNUAL SUBSCRIPTION FEE NOT TO EXCEED $230,607 OVER THE NEXT THREE YEARS USING A STATE OF TEXAS DEPARTMENT OF INFORMATION RESOURCES CONTRACT# DIR-TSO-4227. B.6 APPROVE RESOLUTION NO. 2024-023, UPDATING AUTHORIZED INVESTMENT OFFICERS OF THE CITY OF NORTH RICHLAND HILLS. B.7 AUTHORIZE THE CITY MANAGER TO EXECUTE A CONTRACT INSTRUCTOR SERVICE AGREEMENT WITH JULIA GESKE FOR PROVIDING TENNIS INSTRUCTION SERVICES AT THE RICHLAND TENNIS CENTER IN AN AMOUNT NOT TO EXCEED $99,000 FOR FY2024. GENERAL ITEMS F.1 CONSIDER RESOLUTION NO. 2024-024, CALLING THE JUNE 15, 2024 RUNOFF ELECTION. APPROVED City Secretary/Chief Governance Officer Alicia Richardson informed City Council the item before them this evening is to approve Resolution No. 2024-024, calling the city's Runoff Election to be held on June 15, 2024 to elect a person to City Council Place 4. Early voting for the election begins June 3 and continues through June 11. Early voting locations in North Richland Hills include the City Library, 9015 Grand Avenue, Former Bursey Senior Center, 7301 Bursey Road, and City Point United Methodist Church, 7301 Glenview Drive. In addition, voters will be able to vote at any early voting location in Tarrant County. On Election Day, the City Library, Former Bursey Senior Center, and City Point United Methodist Church will serve as polling locations and will be open from 7:00 a.m. to 7:00 p.m. As with Early Voting, qualified voters will be able to vote at any Election Day polling location in Tarrant County. A MOTION WAS MADE BY MAYOR PRO TEM DEUPREE, SECONDED BY COUNCIL MEMBER RICKY RODRIGUEZ TO APPROVE RESOLUTION NO. 2024-024, CALLING THE JUNE 15, 2024 RUNOFF ELECTION. MOTION TO APPROVE CARRIED 6-0. G. EXECUTIVE SESSION ITEMS - CITY COUNCIL MAY TAKE ACTION ON ANY ITEM DISCUSSED IN EXECUTIVE SESSION LISTED ON WORK SESSION AGENDA May 14, 2024 City Council Meeting Minutes Page 5 of 6 Mayor McCarty announced that City Council did not convene into Executive Session. H. INFORMATION AND REPORTS H.1 ANNOUNCEMENTS Council member Compton made the following announcements. Join us for the final Sounds of Spring Concert this Friday, May 17, 2024 on the outdoor plaza at City Hall. Seating starts at 6:00 p.m. and the concert begins at 7:00 p.m. Visit nrhtx.com/sounds for more details. NRH2O Family Water Park is open for the summer season on weekends through May 19, 2024 and daily starting on May 25, 2024. Resident discounts are available to everyone who lives in North Richland Hills. Visit nrh2o.com for more details. As a reminder, due to Memorial Day, our next City Council Meeting will take place on Tuesday, May 28, 2024. Kudos Korner - Matt Hall in Neighborhood Services - A resident emailed their appreciation for Matt's response to their code compliance concerns. The email stated: "We have had two different concerns that we have contacted the city about. Both times we were contacted within 24 hours about the issue and plans to fix the situation. I just want you to know what a great job [Matt] is doing. Our voices have been heard and things have been resolved. [He] even took measures on other things he saw that we didn't ask for.
