An opportunity for citizens to address the Keep NRH Beautiful Commission on
matters which are scheduled on this agenda for consideration by the
Commission, but not scheduled as a public hearing. In order to address the
Keep NRH Beautiful Commission during public comments, a Public Meeting
Appearance Card must be completed and presented to the recording
secretary prior to the start of the Keep NRH Beautiful Commission meeting.

SUBJECT: Approve minutes of the April 16, 2024 Keep NRH Beautiful Meeting.

SUMMARY:
The minutes are listed on the consent agenda and approved by majority vote of
Commission at the Keep NRH Beautiful Commission meetings.
GENERAL DESCRIPTION:
The Neighborhood Services Department prepares action minutes for each Keep NRH
Beautiful meeting. The minutes for the previous meeting are placed on the agenda for
review and approval by the Keep NRH Beautiful Commission. Upon approval of the
minutes, an electronic copy will be uploaded to the City's website.
RECOMMENDATION:
Approve the minutes of the April 16, 2024 Keep NRH Beautiful meeting.

HELD AT THE NORTH RICHLAND HILLS CITY HALL

The Keep North Richland Hills Beautiful Commission of the City of North Richland Hills, Texas met
for a meeting on the 16t" day of April 2024 at 5.45 p.m. in the Community Room at City Hall.
A. CALL TO ORDER
Kathy Luppy called the meeting to order at 5.47 p.m.

B. PUPLIC COMMENTS
No citizens present for Public Comment.
C. ACTION ITEMS
CA Approve minutes of the March 19, 2024 Keep NRH Beautiful Meeting.
Steve Chaney motioned to approve the minutes and the motion was seconded by Donah
Tyner. The Commission then approved the minutes unanimously.
D. PRESENTATION/DISCUSSION ITEMS
DA Keep NRH Beautiful Scholarship Judging
On Friday, April 12 the Commission received, via email, the two submitted applications for
the scholarship. Chair Luppy asked that each member take 15 minutes to review the
applications during the meeting. After 15 minutes of reviewing the Commission came
together to discuss who would be getting the scholarships.
The Commission unanimously decided that the most deserving of the scholarship was Carter
Topley, Senior at Birdville High School. The other applicant was also impressive, but she

lived outside the city limits. After much debate by the Commission, they decided that since
she was not an NRH citizen that she would not be awarded the second scholarship
available. The written qualifications for the program clearly state the student must reside in
NRH city limits.
The Commission then discussed the possibility of awarding both scholarships to Carter. Mrs.
James said that she would confer with the City's legal team on whether the Commission is
allowed to award the entire scholarship budget to one student, rather than two students as
was advertised in program materials.
If the commission is unable to award the scholarship, then next year Mrs. James would
rewrite the scholarship in a way that would allow for that option if needed.
D.2 Discuss the Adopt A Spot Program
Mrs. James made a brief presentation outlining the Adopt A Spot Program. She stated that
one problem they are running into is that adopters are not turning in their reports after
cleanups and therefore it has gotten difficult to gauge the amount of trash being collected per
year and whether adopters are actually cleaning their areas.
The Commission asked Mrs. James to reach out to the list of Adopt A Spot participants to
see whether their area is still active and if so remind them of the reporting process. In
addition, the email will request that each adopter clean their area at least once and send in a
report before the end of the year.
D.3 Discuss 2024 Photo Contest
Mrs. James presented information regarding the KNRHB Photo Contest which is held in
June every year. The Commission discussed themes for this year's contest, including-
- Let it Shine
- The Glory of NRH
- Parks and Playgrounds
- Microscopic Marvels
- I want to go there... (in NRH)
The Commission decided to go with the theme "I want to go there... (in NRH). Mrs. James
stated that she would start promoting the contest in the beginning of June and voting would
happen on Facebook as it had in previous years.
DA Discuss 2024 Photo Contest
Mrs. James presented the following schedule to the Commission:
Edible Landscapes Virtual Class — Thursday, June 20 @ 6pm
KTB Conference (Virtual) — June 24 — June 26
KNRHB Meeting — Tuesday, July 16
DIY Sprinkler Repair Class — Thursday, July 25 @ 6pm at City Hall in the Community Room
KNRHB Meeting — No August Meeting Unless Needed

Trash Bash — Saturday, October 5
Backyard Chickens Class — Thursday, October 10 @ 5.30 pm at the Library
KNRHB Meeting — Tuesday, October 15

Christmas Light Judging — Sunday, December 8
Christmas Light Judging — Monday, December 9 (if needed)
More classes will be scheduled in the fall in conjunction with the Library.

and be a time for Commission members to reflect, discuss, and review its goals,
purpose, and how it has changed over the years.
