An opportunity for citizens to address the Crime Control and Prevention
District Board on matters which are scheduled on this agenda for
consideration by the Board, but not scheduled as a public hearing. In order to
address the Crime Control and Prevention District Board during public
comments, a Public Meeting Appearance Card must be completed and
presented to the City Secretary prior to the start of the Crime Control and
Prevention District Board meeting.

SUBJECT: Approval of minutes of the August 12, 2024 regular Crime Control
and Prevention District Board meeting.

SUMMARY:
The minutes of the Crime Control and Prevention District Board are approved by
majority vote of the board at the Crime Control and Prevention District Board meeting.
GENERAL DESCRIPTION:
The City Secretary's Office prepares action minutes for each Crime Control and
Prevention District Board meeting. The minutes for the previous meeting are reviewed
and approved by the board, which contributes to a time efficient meeting. Upon
approval of the minutes, an electronic copy will be uploaded to the City's website.
RECOMMENDATION:
Approve the minutes of the August 12, 2024 regular Crime Control and Prevention
District Board meeting.

D. PUBLIC HEARINGS
D.1 PUBLIC HEARING ON THE CRIME CONTROL AND PREVENTION DISTRICT
FISCAL YEAR 2023/2024 REVISED BUDGET, AUTHORIZE ADOPTION, AND
RECOMMEND CITY COUNCIL APPROVAL.
APPROVED
President McCarty opened the public hearing and called on Chase Fosse to present the
item.
Mr. Fosse highlighted the fiscal year 2023/2024 revised revenues for the Crime Control
and Prevention District (CCPD) fund stating revenues are up 1%. This reflects a 13.8%
increase in franchise tax; 37.3% increase in interest income; 38% increase in
appropriation of fund balance; and a 0.001% or $54.00 decrease in sales tax. The
revised expenditures are also up 1%. This reflects a 2.8% increase in community
resources; 5.2% increase in non-departmental; 111.3% increase to property evidence;
and 0.8% decrease in uniform patrol. Mr. Fosse was available to answer questions.
Chair McCarty asked the Assistant City Secretary to call on those who completed a
public meeting appearance form to speak during the public hearing. There being no
forms submitted, Chair McCarty asked if there was anyone in the audience wishing to
speak for or against the item to come forward. There being no one wishing to speak,
Chair McCarty closed the public hearing.

Year 2024/2025 Proposed Budget, adopt the budget and
recommend City Council adoption.

SUMMARY:
This item is to hold a public hearing on the Crime Control and Prevention District
Proposed FY 2024/2025 Annual Operating Budget, adopt the budget, and recommend
City Council approval.
GENERAL DESCRIPTION:
State law regarding the Crime Control and Prevention District requires the District's Board
to hold a public hearing prior to the adoption of the budget.
The notice of this public hearing was published in the Star Telegram in accordance with
State law. The public hearing for the Proposed FY 2024/2025 Crime Control and
Prevention District Budget was advertised for 5.30 PM, September 9, 2024. The
Proposed FY 2024/2025 Crime Control and Prevention District annual budget was
reviewed by the Crime Control Board and the City Council on August 2, 2024 at the City's
annual budget work session. The proposed budget for FY 2024/2025 is $8,959,579. A
summary report is attached for review.
RECOMMENDATION:
Conduct a public hearing and adopt the Crime Control and Prevention Proposed FY
2024/2025 Annual Operating Budget and recommend City Council approval.
