D.2 SRB24-0013 PUBLIC HEARING AND CONSIDERATION OF A REQUEST FROM HOAR CONSTRUCTION FOR A VARIANCE TO CHAPTER 106 (SIGNS) OF THE NORTH RICHLAND HILLS CODE OF ORDINANCES AT 8851 BOULEVARD 26, BEING 5.52 ACRES DESCRIBED AS LOT 4R1, BLOCK 2, WALKER BRANCH ADDITION. APPROVED Chair McCarty opened the public hearing and called on Managing Director of Development Services Clayton Comstock to introduce the item. Mr. Comstock informed the Board the applicant is requesting a variance to Chapter 106 (Signs) of the North Richland Hills Code of Ordinances to allow thematic signage on the fence. Mr. Comstock provided site photos of the property. Applicant Representative for Merlin Entertainments, Jonathan Hooten, 2929 Pine Street, San Francisco, California, 91445 presented the request. Mr. Hooten provided sign elevations for the proposed wall signage, stating the proposed fence is an eight (8) foot tall pre-cast concrete wall facing Boulevard 26; and the color theme being blue with green hills and a grey road. Mr. Hooten provided the Board with an overview of the theme details. Mr. Comstock presented staffs report stating Section 106-13 of the sign regulations permits permanent signage to include ground signs and wall signs attached to buildings. The applicant proposes thematic graphics attached to the perimeter of the eight (8) foot pre-cast concrete wall fence, with a graphics area of 343 square feet and wall coverage of 12%. Mr. Comstock informed the Board they can approve the request as presented, approve the variance with conditions, or deny the variance. The Board and staff discussed the material of the fence and the raised and painted fence graphics. Chair McCarty asked the City Secretary to call on those who completed a public meeting June 24, 2024 Sign Review Board Meeting Minutes Page 2 of 4 appearance form to speak during the public hearing. There being no forms submitted, Chair McCarty asked if there was anyone in the audience wishing to speak on the item to come forward. D.1 SRB24-0012 PUBLIC HEARING AND CONSIDERATION OF A REQUEST FROM SIGNS MANUFACTURING AND MAINTENANCE CORP FOR A VARIANCE TO CHAPTER 106 (SIGNS) OF THE NORTH RICHLAND HILLS CODE OF ORDINANCES AT 6450 RUFE SNOW DRIVE, BEING 0.62 ACRES DESCRIBED AS LOT 7A, BLOCK 1, NORTH PARK PLAZA. APPROVED Chair McCarty opened the public hearing and called on Senior Planner Clayton Husband to introduce the item. Mr. Husband informed City Council the applicant is requesting a variance to Chapter 106 (Signs) of the North Richland Hills Code of Ordinances to allow wall signs on three elevations of the building. Mr. Husband provided site photos of the property. Applicant Representative Doug Jorgensen, 4610 Mint Way, Dallas, Texas presented the request. Mr. Jorgensen provided photo renderings of the property showing the location of the current signage and the proposed location for the sign. Mr. Jorgensen stated the applicant is seeking additional sign visibility from Rufe Snow. Mr. Husband presented staff's report stating Section 106-13(b) of the sign regulations that wall signs are permitted on two building elevations. The applicant proposes signage on three building elevations by adding one wall sign to the front elevation. The additional sign size is compliant with sign standards. Mr. Husband informed the Board they can approve the request as presented, approve the variance with conditions, or deny the variance. The Board, applicant and staff confirmed the total number of signs and the location of the proposed new sign. Chair McCarty asked the City Secretary to call on those who completed a public meeting appearance form to speak during the public hearing. PRESENTER: Clayton Comstock, Managing Director of Development Services SUMMARY: On behalf of Sovereign at Hometown LLC (owner) and 1161 Golf Club (tenant), OTS Legacy Signs of Texas is requesting a variance to Chapter 106 (Signs) of the North Richland Hills Code of Ordinances. The site is located at 6001 Parker Boulevard. The applicant is requesting a variance to allow wall signs on four elevations of the building. GENERAL DESCRIPTION: The site is located on the west corner of Boulevard 26 and Parker Boulevard immediately north of NRH20 Family d Water Park. The property is developed with a vacant 6,390-square-foot building. ,. �y,. The building is planned to be finished out for a new tenant named 11,1311 11f C�Iu b an indoor golf simulation entertainment business with food and beverage service. f In December 2024, the sign contractor for 1161 Golf Club applied for permits for wall signs on the building. As part of the plan review, it was noted that wall signs were proposed for all four elevations of the building. The sign regulations limit wall signs to two elevations of a building. The owner considered modifications to the signs to comply with the standards. However, the owner ultimately decided to seek a variance to allow the signs as proposed. The supporting materials for the variance application are attached. The materials include a copy of the application explaining the reasoning for the variance request and other relevant documents. An analysis of the request and relevant codes is below. "K NOKTH KICHLAND HILLS ANALYSIS The variance request is related to standards for wall signs, which are contained in .Scaiipir „-„11 („N „)(„11) of the sign regulations. Section 106-13(b)(1) of the sign regulations permits a structure to have wall signage on a maximum of two building faces, and those building faces must have a street frontage or public entrance. The building has street frontage on two streets on the northeast and southeast sides of the building. The northwest and southwest sides of the building have public entrances and face internal driving and maneuvering areas on the property. The applicant proposes to construct wall signs on all four faces of the building. The TC zoning district contains special sign standards that are supplemental to those found in Chapter 106 (sign ordinance). The Sign Review Board is being asked to approve the signage for 1611 Golf Club as proposed, including any deviations to the Town Center sign standards through the approval of signage on four building facades. The request is being processed as a variance application, which would waive certain sign standards for the property. The Board may include appropriate conditions as part of the approval of a variance request. The affirmative vote of four Board members is required to approve a variance. A public hearing is required for consideration of a request for variance. Notice of the public hearing was published in the newspaper and mailed to all owners of real property within 200 feet of the site. OPTIONS FOR BOARD CONSIDERATION The Sign Review Board has the following options on this application. 1. Approve the variance as presented. This action would approve variances to the sign standards for wall signs and allow wall signs on all four elevations of the building as presented. 2. Approve the variance with conditions. This action would approve variances to the sign standards for wall signs, subject to the owner making modifications to its size, location, or design as directed by the Board. 3. Deny the variance. This action would require the signs to be built in compliance with wall sign standards, which allows signs only on two elevations of the building. PRESENTER: Clayton Comstock, Managing Director of Development Services SUMMARY: NRH2O Family Water Park is requesting a variance to Chapter 106 (Signs) of the North Richland Hills Code of Ordinances. The site is located at 9001 Boulevard 26. The applicant is requesting a variance to allow a 92-square-foot monument sign on the property. GENERAL DESCRIPTION: NRH2O Family Water Park is located on the northwest side of Boulevard 26 north of the Peppa Pig theme park and across from Tarrant County College. The water park has a monument sign located on the north side of the driveway entrance at Boulevard 26. A new monument sign is proposed to replace the existing sign. As part of the review of the proposed sign, it was noted that the sign exceeded the allowed height and square footage standards. Modifications to the sign were considered to comply with the standards. However, the owner ultimately decided to seek a variance to allow the sign as proposed. The variance application and supporting materials are attached. The materials include a copy of the application explaining the reasoning for the variance request and other relevant documents. An analysis of the request and relevant codes is below. ANALYSIS The variance request is related to standards for monument signs, which are contained in ,ca, ,ii, ,i2 11, ,,,,,,,11,,,E„( „)( „) of the sign regulations. This section permits a property to have one monument sign per street frontage. The sign structure must be constructed of masonry and may be seven (7) feet tall and 75 square feet in size. The message area on the sign may be 50 square feet, and the area must be surrounded by at least eight inches of masonry on all sides. The applicant proposes to construct a new monument sign adjacent to Boulevard 26. The proposed sign design is shown in the exhibit below. The proposed sign structure is 92 "K NOKTH KICHLAND HILLS square feet in area, being six (6) feet in height and 15.5 feet in width overall. The sign message area includes an electronic message sign (32 square feet) and graphic components (36 square feet). OPTIONS FOR BOARD CONSIDERATION The Sign Review Board has the following options on this application. 1. Approve the variance as presented. This action would approve variances to the sign standards for ground signs and allow the monument sign to be constructed as presented. 2. Approve the variance with conditions. This action would approve variances to the sign standards for ground signs, subject to the owner making modifications to its size, location, or design as directed by the Board. 3. Deny the variance.
