Home My WebLink AboutOrdinance 3897 ORDINANCE NO. 3897 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, AMENDING CHAPTER 30, ARTICLE III, SECTION 30-70, "EMERGENCY MEDICAL SERVICES FEES," AND APPENDIX A, "FEE SCHEDULE," OF THE CODE OF ORDINANCES, CITY OF NORTH RICHLAND HILLS, TEXAS, AND INCREASING THE AMOUNTS CHARGED FOR AMBULANCE SERVICES. WHEREAS, the ambulance charges levied by the City of North Richland Hills are set by the City Council and reviewed and adjusted periodically; and WHEREAS, current ambulance fees are not aligned with the rising costs of health care and EMS ambulance services; and WHEREAS, the cost to the City of North Richland Hills has risen, and the City Council desires to implement higher rates to maintain service quality and improve cost recovery; and WHEREAS, analysis of regional market rates reveals that current North Richland Hills ambulance fees are significantly lower than those of neighboring cities; and WHEREAS, the City Council desires to establish a better cost recovery model for medical services by increasing rates, while maintaining a discount for NRH residents of 15%; NOW, THEREFORE BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS: SECTION 1: Article III, "Emergency Medical Services," in Chapter 30, "Emergency Services," of the Code of Ordinances, City of North Richland Hills, Texas, is hereby amended by amending Section 30-70, "Emergency medical service fees," to read as follows: "Section 30-70. - Emergency medical service fees. Emergency medical service fees are established as set forth in Appendix A." SECTION 2: Appendix A, "Fee Schedule,"of the Code of Ordinances, City of North Richland Hills, Texas, is hereby amended by amending the fees therein established by Section 30-70 for emergency medical service charges in their entirety to now read as set forth in Exhibit "A" to this Ordinance, attached hereto and made a part of this Ordinance for all purposes. SECTION 3: All other fees set forth in Appendix A, "Fee Schedule," of the Code of Ordinances, City of North Richland Hills, Texas, not amended in this Ordinance remain unchanged and in full force and effect. Ordinance No. 3897 Paae 1 of 4 SECTION 4: This Ordinance shall be cumulative of all provisions of the Code of Ordinances, City of North Richland Hills, Texas, except where the provisions of this Ordinance are in direct conflict with the provisions of such ordinances and such Code, in which event conflicting provisions of such ordinances and such Code are hereby repealed. SECTION 5: All rights and remedies of the City of North Richland Hills are expressly saved as to any and all violations of the provisions of any ordinances in the Code of Ordinances of the City of North Richland Hills that have accrued at the time of the effective date of this Ordinance; and, as to such accrued violations and all pending litigation, both civil and criminal, whether pending in court or not, under such ordinances, same shall not be affected by this Ordinance but may be prosecuted until final disposition by the courts. SECTION 6: It is hereby declared to be the intention of the City Council that the phrases, clauses, sentences, paragraphs and sections of this ordinance are severable, and if any phrase, clause, sentence, paragraph or section of this ordinance shall be declared unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs and sections of this ordinance, since the same would have been enacted by the City Council without the incorporation in this ordinance of any such unconstitutional phrase, clause, sentence, paragraph or section. SECTION 7: The City Secretary is hereby directed to publish this Ordinance in accordance with applicable law. SECTION 8: This Ordinance shall be in full force and effect as of March 1, 2025.
