The Charter Review Commission of the City of North Richland Hills, Texas met on the 3rd
day of March at 5:00 p.m. in the Council Workroom.

A. CALL TO ORDER
Chair Rodriguez called the meeting to order at 5:00 p.m.

There were no requests from the public.

A MOTION WAS MADE BY MR. RODRIGUEZ, SECONDED BY MR. MITCHELL TO
APPROVE THE MINUTES OF THE FEBRUARY 24, 2025 CHARTER REVIEW
COMMISSION MEETING.
MOTION TO APPROVE CARRIED 8-0.
D. PRESENTATION / DISCUSSION ITEMS
D.1 Discuss and recommend proposed charter amendments for term limits and
other related amendments.
City Attorney Bradley Anderle said the discussion before the Commission is to consider
the term (D.1) and term limit (D.2) for an elected official and provide direction to staff to
prepare proposed ballot language.
The consensus of the Commission for the term of an elected official was three years.
The Commission discussed the following regarding the term limit of an elected official:
three-year term limit; a member of the City Council may serve a three-year term limit as
a council member and an additional three-year term limit as mayor; a maximum of 15
years to serve as a council member, mayor, or combination of both offices; less term
limit for the mayor; resign from office (council member) to run for mayor; and
applicability of term limit for appointed vs. elected to office.
At the request of City Manager Paulette Hartman, Mr. Anderle summarized the
Commission's consensus for a three-year term limit for elected officials; a council
member being required to resign to run for mayor; an unexpired term, whether appointed
or elected to office, would not count towards the term limit; if an elected official leaves
office/vacates office, it counts towards the term limit; and regardless of seat on the City
Council the elected official shall only serve a total of nine years. Mr. Anderle will prepare
language for the Commission to consider at their March 24 meeting.
D.2 Discuss and recommend proposed charter amendments related to the term
of Mayor and City Council and other related amendments.
This item was presented and discussed with item D.1.
D.3 Discuss future meeting dates.
The next meeting will be held on March 24, 2025 to discuss and decide ballot language
for the Charter Amendment.
E. ADJOURNMENT
