CALL TO ORDER Chairman Karen Russell called the meeting to order at 6:07 p.m. ROLL CALL Present: Ron Moore Place 3 Karen Russell Place 6 Amanda Roach Place 7 Bethany Grohman Watauga City representative Bonnie Wolf Richland Hills City representative Larkin Hoberer Student Representative Absent: Mandi Sullins Place 4 Rene Martinez Place 5 Staff Members: Rebecca Vinson Municipal Court Administrator Rafael Martinez Teen Court Coordinator PUBLIC COMMENTS none ACTION ITEMS Approve minutes of the September 12, 2024, Teen Court Advisory Board meeting Bethany Grohman motioned to approve; Ron Moore seconded the motion. Motion to approve carried 6-0 DISCUSSION ITEMS The Teen Court Advisory Board discussed updating the completion credit for alternative projects. Rebecca Vinson proposed allowing the alternative projects on a case-by-case basis due to necessity (hardship). The three alternatives that were kept include paying off hours, apology letters, and special programs (such as ACH's first offender program and similar specialized programs). There will be a cutoff date established and communicated. Additionally, Rebecca and Rafael proposed an update to the discipline grid, specifically changes to the number of hours per class as well as potentially requiring a specialized program be completed as well as an apology letter from the defendant to the victim. An update was also proposed to the donation options. Previously, money orders can be purchased for 1 hr/$2. For sentences of 40 and below, youth can donate no more than 1/2 of your hours, and for sentences over 40 hours, 20 hours is the maximum. New proposal: 1 hr/$3, if sentenced 30-44 hrs, donation of no more than 10 of total assigned hours, and for sentences over 45 hours, 15 is the maximum donation.
